Job Description
1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization (INPO), Boudh, Orissa.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Senior Program Coordinator (SPC) Consultant – TPT will provide technical and operational leadership for implementation of Proactive TB Infection (TBI) Screening and TB Preventive Treatment (TPT) among high-risk populations, with special emphasis on chronic kidney disease (CKD) patients, in Dhenkanal and Boudh districts. The SPC will anchor NTEP–NP-NCD convergence, ensure end-to-end operationalization of the Test and Treat strategy for TPT, support line-list consolidation, coordinate with district health systems, strengthen Ni-kshay documentation, and ensure high TPT initiation and completion rates as per NTEP PMTPT guidelines. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Establish structured coordination between District TB Office (DTO) and District NCD Cell and operationalize district-level SOPs for TPT among high-risk populations;
(2) Develop and execute district micro-implementation plans covering screening, CXR, TBI testing, TPT initiation, and follow-up;
(3) Coordinate monthly NTEP–NP-NCD convergence review meetings and ensure alignment with NTEP Operational and PMTPT Guidelines;
(4) Consolidate and validate monthly high-risk line-lists from NP-NCD platforms (CKD, cancer, dialysis, diabetes) and Ni-kshay; identify eligible and excluded individuals as per guidelines;
(5) Generate block-wise actionable line-lists and ensure completeness and timeliness of Nikshay TPT data entry;
(6) Operationalize the full TPT cascade: community mobilization, 10-symptom screening, mandatory CXR, TBI testing (Cy-TB), baseline clinical/LFT assessment, TPT initiation (3HP/6H), adherence monitoring, adverse event tracking, and post-TPT follow-up (6, 12, 18, 24 months);
(7) Monitor cascade performance, track drop-offs at each step, and implement corrective actions to improve coverage and completion;
(8) Conduct orientations for CHOs, ANMs, ASHAs, PHC Medical Officers, and NCD staff; develop IEC materials, job aids, and screening flowcharts;
(9) Undertake regular field visits for supportive supervision, identify bottlenecks, and implement practical solutions;
(10) Ensure active TB is ruled out prior to TPT, baseline LFTs are documented, and correct regimen (3HP preferred) is initiated;
(11) Facilitate referral of complex CKD or immunocompromised cases to District Hospital /Medical College and ensure adverse drug reaction monitoring and reporting;
(12) Track and report key indicators including identification, screening, CXR completion, TBI testing, TPT initiation, adherence, and completion; prepare monthly dashboards and present progress in district/state reviews;
(13) Document best practices and lessons learned; support development of process documentation, policy briefs, convergence models, and recommendations for state-level scale-up;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must be Graduate degree in public health, social sciences, management, or a related field (postgraduate preferred);
(2) At least 4-5 years of experience in program assistance, administration, or project coordination, preferably in public health or development programs;
Skills and Competencies:
(1) Experience working with donor-funded TB projects is an advantage;
(2) Strong organizational and coordination skills;
(3) Good understanding of administrative, finance, and logistics processes;
(4) Proficiency in MS Word, Excel, PowerPoint, and email communication;
(5) Ability to manage multiple tasks and meet deadlines;
(6) Strong interpersonal and communication skills;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of five months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
