Job Description
1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, New Delhi.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The consultant will produce two core outputs:
(i) A global and India-relevant synthesis note on clinical governance models, with emphasis on LMIC and mixed health system settings; and (ii) A district-level implementation framework for India aligned with Government of India MNH priorities and quality initiatives, including NQAS, NABH, and Manyata. Jhpiego expects a clear, usable synthesis of evidence and practice on clinical governance models relevant to MNH and district health systems, and a practical, clearly articulated district implementation on framework that can inform PoC design and future stakeholder discussions. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Confirm scope and approach with the Jhpiego Manyata/MNH team (key questions,
inclusion/exclusion criteria, priority LMIC/mixed-system settings, and India relevance);
(2) Conduct a structured desk review of peer-reviewed and grey literature on clinical governance models, quality accountability arrangements, district governance platforms, and MNH quality approaches;
(3) Develop an evidence matrix comparing models, highlighting context/setting, governance
structure, roles/responsibilities, standards/assurance/audit, review/learning processes, data and measurement, stakeholder engagement, accountability, implementation requirements, risks, and sustainability;
(4) Prepare a synthesis note translating findings into practical lessons for India’s district context, including what changes in mixed health systems and the main enablers/barriers and governance options;
(5) Draft a district-level MNH clinical governance framework for India, covering purpose and guiding principles; governance architecture; stakeholders and safeguards; technical package; operational package; implementation phases and roadmap; and sustainability/ scale pathways aligned with GoI MNH priorities and NQAS, NABH, and Manyata;
(6) Coordinate and iterate with Jhpiego through regular check-ins, share interim outputs, refine drafts based on feedback, and conduct limited end-line validation consultations only if agreed and necessary;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have an Advanced degree in public health, health systems, health policy, or a related field (MBBS/ MD/ MPH/ MSc or equivalent);
(2) Minimum 5 to 7 years of relevant experience in health systems, governance, quality of care, and/or MNH;
Skills and Competencies:
(1) Demonstrated experience in literature reviews and evidence synthesis (including grey literature) and translating evidence into practical frameworks or implementation guidance;
(2) Strong writing skills and ability to produce clear, well-structured documents;
(3) Ability to work independently, manage time effectively, and collaborate in a feedback-driven process;
5. CONSULTANCY FEE: Consultancy fee budgeted for the position is INR 3,00,000/-.

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of three months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
