Job Description
1. POSITIONS VACANT: Consultant - Lab Strengthening, International Not-for-Profit Organization (INPO), Gorakhpur, Uttar Pradesh.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant – Lab Strengthening will provide technical and operational support to strengthen laboratory services across public health facilities in Gorakhpur district. The position will work in close coordination with the Chief Medical Officer (CMO), district program managers, and health facility stay to ensure the availability, quality, and efficiency of laboratory services in line with Government of India guidelines such as IPHS 2022, Free Diagnostics Initiative, and BPHU/IPHL standards. The consultant will play a critical role in implementing the district-level lab strengthening plan, including demonstration pilots, capacity building, monitoring, and continuous quality improvement. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Technical Support and Coordination;
(a) Support the CMO in planning, implementing, and monitoring district-level laboratory strengthening activities;
(b) Provide technical inputs to align district lab services with national and state guidelines (IPHS, Free Diagnostics, IPHL, etc.);
(c) Coordinate between district health authorities, public health facilities, medical education & research institutes and partner organizations for smooth execution of lab strengthening initiatives;
(d) Develop a model for rural and urban block by operationalizing Lab strengthening components;
(2) Capacity Building and Mentoring;
(a) Facilitate training and skill enhancement programs for lab technicians, supervisors, and other relevant staff;
(b) Mentor facility-based lab teams in adopting best practices in sample collection, processing, reporting, and quality assurance;
(3) Quality Assurance and Monitoring;
(a) Assist in the establishment and functioning of quality control and quality assurance mechanisms;
(b) Support the implementation of standard operating procedures (SOPs) for diagnostic tests, biosafety, infection control, and equipment maintenance;
(c) Developing the tools for supervision & monitoring the laboratory operations and analyzing lab performance indicators and provide feedback for improvement;
(4) Resource Management and Operational Support;
(a) Facilitate the optimal use of laboratory equipment and strengthen the mechanism of equipment maintenance;
(b) Support in efficient supply chain management of laboratory consumables;
(c) Support the roll-out and effective use of Laboratory Information Management Systems (LIMS) where applicable;
(5) Documentation and Reporting;
(a) Maintain updated records of lab strengthening activities, trainings, and performance data;
(b) Prepare periodic progress reports for internal and external stakeholders;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must be MBBS with MPH, OR BAMS/BHMS with MPH, OR Graduate in Medical Laboratory Technology with master’s degree in public health or related field;
(2) At least 7-8 years of relevant experience in public health program implementation, with at least 3-4 years in laboratory services or diagnostics;
Skills and Competencies:
(1) Experience working with government health systems, preferably at the district or state level;
(2) Experienced public health professional with laboratory services background;
(3) Proven track record in capacity building, quality assurance, and health systems strengthening;
(4) Strong understanding of public health laboratory operations, quality assurance, and government guidelines;
(5) Excellent coordination, problem-solving, and interpersonal skills;
(6) Ability to work collaboratively with government officials and health facility staff;
(7) Proficiency in MS Office and familiarity with health information systems;
(8) Strong written and verbal communication skills in English and Hindi;
5. CONSULTANCY FEE: The monthly consultancy fee budgeted for the position is INR 110,000/- and overall CTC for 6 months is INR 800,000/- including (consultancy + M&IE + Stay + travel as per actual).

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of six months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
