1. POSITIONS VACANT: Consultant - Laboratory Systems, International Not-for-Profit Organization, New Delhi.

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Public Health Consultant - Laboratory Systems will be responsible for the following tasks:
Key Job Responsibilities:
(1) Conduct gap assessments of laboratory systems, Implement tailored improvements including infrastructure, equipment, and workflows;
(2) Support the enhancement of diagnostic and confirmatory testing capabilities at secondary level facilities;
(3) Train laboratory personnel on pathogen-specific diagnostic techniques, standard operating procedures (SOPs), and biosafety protocols;
(4) Assess existing NGS infrastructure and optimize it for pathogen identification and genomic surveillance;
(5) Develop and enforce disease-specific biosafety and biosecurity protocols for laboratories handling priority pathogens;
(6) Conduct training sessions and compliance audits to ensure adherence to standards;
(7) Develop laboratory networks and sample referral systems;
(8) Establish procedures for effective laboratory data management, sharing, and analysis;
(9) Develop protocols for rapid laboratory confirmation and accurate reporting;
(10) Support the development of data collection tools and procedures for project monitoring and evaluation;
(11) Document best practices and create guidelines for laboratory systems strengthening, including diagnostic protocols, biosafety measures, and data management;
(12) Liaise with state health departments, Integrated Disease Surveillance Programme (IDSP), and other stakeholders to implement laboratory strengthening activities and ensure alignment with national and state priorities;
(13) Perform other tasks as assigned by the supervisor to achieve project goals;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience
(1) Applicant must have MD/ MSc/ PhD in microbiology/ pathology;
(2) At least 5 years experience in implementing Lab programs;
Skills and Competencies:
(1) Experience in metagenomic sequencing and its application in public health will be desirable;;
(2) Experience in capacity building e.g. developing content, planning, and facilitating training and providing technical assistance.;
(3) Familiarity with the Indian public health system, newer initiatives in health sector and relevant government policies/ strategies particularly National Health Mission, and Ayushman Bharat;
(4) Ability to work independently and as part of a team in a fast-paced environment;
(5) Experience working with government agencies, international organizations, and NGOs;
(6) Ability to analyse data and produce documents and reports of professional quality and coordinate activities independently:
(7) Fluency in spoken and written English and Hindi required;
(8) Computer skills demonstrating competency in MS Office Suite;
(9) Ability to handle a variety of assignments under pressure of deadlines;
(10) Ability to multitask and work in a multi-cultural team;
(11) Ability to develop productive working relationships with other team members, agencies, stakeholders and other organizations;
(12) Excellent communication, interpersonal, and organizational skills;
(13) Ability to travel up to 30% of the time;
5. CONSULTANCY FEE: The overall consultancy fee budgeted for the assignment, for the period of two months, is INR 3,32,400/-.

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Two months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
