Job Description
1. POSITIONS VACANT: Consultant - Senior Program Officer, International Not-for-Profit Organization (INPO), Shimla, Himachal Pradesh.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant - Senior Program Officer who will provide technical and managerial expertise to the State toward shaping the strategies and activities, under the TIFA project to engage AYUSH healthcare providers, chemists, and rural healthcare providers under NTEP for early diagnosis and management thereby reducing delays in diagnosis. The incumbent will work closely with the District TB Officers to ensure timely implementation of the project activities, The Program Officers will report to the Manager-TB based at New Delhi and is a fixed-term position for 4 months, with a scope of extension based on the continuity of funding. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) The Senior Program Officer works closely with the State TB Officer and District TB Officer for the roll-out of project activities;
(2) Provide technical and operational support to the State and districts for program implementation as per the agreed plan and timelines of the project;
(3) Organize training and capacity building of healthcare providers and front-line workers on TB services, Ni-kshay Portal, and project activities;
(4) Provide handholding and supervision support to State TB Cell and NTEP field teams;
(5) Coordinate with state, district, and block officials to engage Private providers, AYUSH providers and Chemists under NTEP for routine TB care services at all levels of the healthcare system and ensure the continued provision of high-quality NTEP services to persons with TB;
(6) Provide technical support to State TB officer and District TB Officers in establishing a continuum of care for persons with TB taking services from rural providers, private and public AYUSH providers and Chemists;
(7) Ensure the timely collection, collation, compilation, and dissemination of data pertaining to the project;
(8) Support supervisor in analyzing data, developing dashboards, and generating relevant graphs and information;
(9) Work closely with the state team in developing and maintaining a complete database of the project activities;
(10) Support the respective state team and MERL team at ICO in verifying the accuracy of the data;
(11) Work closely with the supervisor to document various learnings, case studies, and success stories under the project;
(12) Perform other activities, as assigned by the supervisor to achieve organizational goals;
(13) Maintain a compendium/repository of all the resource materials developed in the state with project support;
(14) Ensure regular knowledge management of all program documents, including photos, documents, videos, reports, presentations, concept notes, government letters, event reports, IEC materials, etc;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must be a bachelor’s degree in arts/ science/ social work with MPH/ MHA/ MSW/ Post Graduate diploma is essential;
(2) At least 5-7 years of relevant work experience which include minimum one year of experience in National TB Elimination Program at district or state level;
Skills and Competencies:
(1) Data Base Management including designing a data entry program, data cleaning, and data analysis, according to the indicators required in the frame of Projects;
(2) Familiarity with the health system of respective states, key stakeholders, and relevant government policies/ strategies related to the NTEP program;
(3) Experience in working with Himachal Pradesh Government would be preferred;
(4) Experience in working with the development sector/ NGOs would be preferred.
(5) Proven ability and experience in working with the government’s NTEP programs, counterparts, and systems;
(6) Experience in undertaking training sessions for health workers on TB services and Ni-kshay Portal;
(7) Strong liaison skills with state and district government officials;
(8) Ability to engage with frontline workers, medical officers, district and block-level officials, and other stakeholders to achieve program objectives;
(9) Strong written and oral communication skills in English and Hindi;
(10) Ability to multitask and excellent organizational skills;
(11) Ability and willingness to travel extensively; up to 70–80% of his/her time;
(12) Proficiency in computers - Microsoft Office Suite including Word, Excel, and PowerPoint;
5. CONSULTANCY FEE: The compensation for the position is competitive and shall be commensurate with the candidate’s experience and salary history.

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of four months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
