PROJECT BACKGROUND:
Uttar Pradesh, India’s most populous state, faces a wide spectrum of disaster risks owing to its diverse geography, high population density, rapid urbanization, and climatic vulnerabilities. Recurrent floods, seasonal droughts, heatwaves, earthquakes, industrial accidents, and urban disasters significantly disrupt lives, infrastructure, agriculture, and livelihoods. While the Government of Uttar Pradesh has taken commendable steps to strengthen disaster preparedness, existing institutional capacities and planning frameworks require substantial support to keep pace with the growing risks exacerbated by climate change.
Recognizing these challenges, the Relief Commissioner’s Office and the UPSDMA are partnering with UNDP to build a comprehensive, resilient, and forward-looking disaster risk management system. The proposal is aligned with the recommendations of the XV Finance Commission, which advocates for proactive disaster mitigation, preparedness, and risk-informed development planning.
UNDP’s technical assistance will support a multi-pronged approach, including and not limited to the development of District and Departmental Disaster Management Plans, Hazard Risk and Vulnerability Assessments (HRVAs), Urban Disaster Management Plans (UDMPs), and Detailed Project Reports (DPRs). A dedicated team of experts will be deployed at the Uttar Pradesh State Disaster Management Authority (UPSDMA) office to provide strategic direction and technical coordination.
In this context, UNDP is looking to onboard a Data Analyst on a third-party contract for providing overall strategic direction, coordination, and stakeholder engagement for the effective implementation of the disaster risk mitigation initiative. The incumbent will coordinate a team of experts, facilitate inter-departmental collaboration, and deliver high-quality outputs, including district and departmental disaster management plans, hazard risk vulnerability assessments and MIS integration with state partner.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
Reporting to Programme Specialist (Resilience), the Data Analyst will support the team of disaster management experts in leveraging data for evidence-based planning, monitoring, and decision-making across disaster risk reduction (DRR) interventions in Uttar Pradesh. The role involves managing datasets from HRVA, MIS, DMPs, and DPR implementation, and transforming them into actionable insights and visualizations to guide strategic planning and reporting.
Duties and Responsibilities:
(A) Data Collection & Management:
(1) Support the UPSDMA in collecting, organizing, and cleaning data from multiple and relevant sources, including departmental records, HRVA studies, MIS systems, and project reports;
(2) Establish and maintain databases and data repositories aligned with project components such as risk assessments, training records etc;
(3) Ensure data accuracy, consistency, and quality across departments and stakeholder institutions.
(B) Data Analysis & Visualization:
(1) Perform quantitative and qualitative data analysis to support planning, progress tracking, and decision-making;
(2) Develop visual dashboards, graphs, and reports using tools like Power BI, MS Project, Excel, or Tableau to communicate key insights when required;
(3) Provide support in analyzing geographic distribution of risks and interventions.
(C) Integration with MIS & GIS Platforms:
(1) Support with the MIS and GIS teams of UPSDMA in aligning datasets for real-time reporting and spatial analysis;
(2) Support integration of HRVA, demographic, and infrastructure data into the State Disaster MIS.
(3) Assist in developing predictive models and decision-support tools to enhance early warning and preparedness systems.
(D) Monitoring & Evaluation Support:
(1) Support the preparation of monthly, quarterly, and annual analytical reports for stakeholders;
(2) Assist in trend analysis and cost-benefit studies for proposed and ongoing interventions.
(E) Capacity Building & Documentation:
(1) Document data methodologies, metadata standards, and analysis protocols for institutional knowledge management;
(2) Assist in preparing technical notes, presentations, and case studies based on data findings;
(3) Support training sessions for PMU and departmental staff on data tools and dashboard use.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Bachelors degree in Statistics, Data Science, Economics, Computer Science, or a related field. A Master’s degree or diploma in Data Analytics, Public Policy, or Monitoring & Evaluation is an asset is preferred.
Experience:
(1) Minimum five years of experience in community mobilization, grassroots disaster preparedness, or social development programs;
(2) Prior experience with donor-funded projects, UN agencies, or development sector projects will be an asset;
(3) Additional experience in procurement of goods and services is desirable.
Skills and Competencies:
(1) Strong knowledge of data analytics, visualization, and statistical tools for transforming raw data into actionable insights;
(2) Deep understanding of performance indicators, monitoring systems, and MIS integration in the context of disaster risk reduction or development programs;
(3) Proficiency in data analysis and visualization tools (e.g., Excel, Power BI, Tableau, or R);
(4) Strong analytical skills, attention to detail, and the ability to handle large and complex datasets;
(5) Familiarity with project performance indicators, monitoring systems, and MIS data flows;
(6) Effective communication and documentation skills to present data to technical and non-technical audiences.
Languages:
Excellent knowledge of written and spoken English and Hindi is essential.
Competencies:
Technical Competencies:
(1) Experience in working with disaster-related datasets, including HRVA, DMPs, and early warning systems;
(2) Knowledge of integrating tabular and spatial data for GIS-based decision-making;
(3) Familiarity with government reporting formats and SDMIS/National Disaster Database systems;
(4) Experience in predictive modeling, statistical forecasting, or AI-based risk analytics is an advantage;
(5) Ability to contribute to real-time data dashboards and mobile data collection systems (e.g., KoboToolbox, ODK);
(6) Understanding of data privacy, protection, and data governance frameworks in public systems.
Core Competencies:
(1) Strong written communication skills, with the ability to draft technical notes, reports, official correspondence, and knowledge materials clearly and effectively;
(2) Excellent interpersonal skills, capable of building trust and maintaining positive relationships with diverse stakeholders;
(3) Ability to convey complex technical information to non-technical audiences, such as local beneficiaries and school staff;
(4) Skilled in conducting training sessions and presentations in Hindi and English as required;
(5) Maintains regular, transparent communication with supervisors, UNDP office, government officials, and project partners;
(6) Proficient in using MS Office (Word, Excel, PowerPoint) and digital communication tools for reporting, documentation, and coordination.
5. CONSULTANCY FEE:
The monthly consultancy fee for the position is budgeted at INR 50,000/-. The professional fee will be subject to withholding taxes, as applicable.
6. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
