1. POSITION VACANT: Knowledge Management Officer (Centre for Food and Nutrition Excellence), SAMS, Odisha

 

2. ABOUT ORGANIZATION:

 

Our client, the World Food Programme (WFP), is the world’s largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity, for people recovering from conflict, disasters and the impact of climate change.

 

PROJECT BACKGROUND:

WFP
has been a longstanding partner of the State Government in food and nutrition security reforms over the decades, and at the request of the Odisha Government is establishing the Centre for Food and Nutrition Excellence (CFNE) to help accelerate efforts in addressing the food and nutrition security challenges.

 

In alignment with the State's priorities, leveraging WFP’s technical expertise and acting through its country office in India, CFNE will help fill critical evidence gaps and generate actionable knowledge to inform policy, pilot innovative solutions, scale proven interventions for strengthening systems capacity, compile and draw on global best practice, foster inter-sectoral convergence, and drive sustainability, ensuring improved nutrition security and long-term resilience in the State.

 

OBJECTIVE OF CFNE:

The objective of CFNE is to promote food and nutrition security in Odisha by acting as an institute of global standards for inter-disciplinary research, knowledge generation, policy analysis, convening and innovation. The Centre will inspire and support inter-departmental collaboration, pilot innovative solutions and scale-up proven solutions to address hunger and malnutrition amongst the most vulnerable groups.

 

As part of its objectives, the Centre aims to create a comprehensive and user-friendly online repository to present research and findings for a diverse set of audiences. The repository would contain case studies, research papers, books, reports, success stories, videos, infographics, policy briefs, data sets and toolkits, etc., related to food and nutrition security. In this regard, the Centre intends to recruit a Knowledge Management Officer who will be responsible for implementing the specific responsibilities as follows.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Knowledge Management Officer shall provide support to the development and implementation of Knowledge Management (KM) initiatives to institutionalize KM in line with WFP’s corporate KM Strategy and in collaboration with the Government of Odisha, such as:

Key Job Responsibilities:

(1) Compile and collate relevant thematic papers, reports, fact sheets, case studies, state/ national/ international best practices, success stories and briefs, etc., to create a repository of knowledge and findings on food and nutrition security;

(2) Contribute to the development, implementation, and maintenance of a KM tool that acts as an accessible one-stop-repository for all learning and knowledge products for the organization and contribute to the onboarding of consultants for relevant activities, if required.

(3) Analyse and track key performance indicators (KPIs) related to KM activities and prepare reports on the use, impact and success of KM initiatives;

(4) Contribute to the development and implementation of approaches to identify and document knowledge, good practices, and innovations from various colleagues at WFP and CFNE to ensure critical knowledge is effectively and appropriately captured and retained;

(5) Contribute to the design and delivery of training and capacity development initiatives to support building the capabilities of CFNE staff on the use of KM processes, tools, and systems;

(6) Gather feedback from users and stakeholders to continuously improve the CFNE knowledge platform content, usability, and effectiveness. Adapt the content and mode of exchange based on lessons learned;

(7) Organize consultations, workshops, webinars, and discussion forums for exchange of knowledge and best practices across the organization as well as at the state, national, and international level;

(8) Any other duties as required;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Qualification:

Advanced University degree in Information Management, Business Management, Social Sciences, Information Technology, Communications, or other relevant fields.


Experience:
(1) At least 5 Years of relevant experience in KM or related fields in the development sector, with a focus on food security, nutrition, poverty, livelihood, health and related areas;
(2) Experience of working in UN would be an added advantage.

Computer Skills
(1) Must demonstrate proficiency in using internet-based platforms and knowledge management tools, along with strong skills in MS Word, MS Excel, MS PowerPoint, and graphic applications for content creation and visualization;
(2) Familiarity with KM-specific applications and collaborative digital environments such as Document360, Confluence, Atlassian, Click Up, etc., is a bonus;

Languages:
(1) Fluency in English, Hindi required & Odia would be an advantage;


5. REPORTING STRUCTURE:


The Knowledge Management Officer (KMO) will report to Head of Unit, Research, Assessment, Monitoring and Evaluation (RAM-E) Unit, at WFP India Country Office, and work in close collaboration with the other members of WFP team and the Government of Odisha.


6. CONSULTANCY FEE:


The monthly consultancy fee for the Knowledge Management Officer (KMO) is budgeted at INR 1,61,000/- Gross Per Month, depending upon qualifications, experience and remuneration in the last assignment. The professional fee will be subject to withholding taxes, as applicable.

 

7. NATURE OF ENGAGEMENT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of one year. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
