Job Description
1. POSITION VACANT: Senior Human Resource Manager, Sri Venkateswara Institute of Cancer Care and Advanced Research, Tirupati, Andhra Pradesh
2. ORGANISATIONAL BACKGROUND:
Sri Venkateswara Institute of Cancer Care and Advanced Research (SVICCAR), has been set up by Tata Cancer Care Foundation (TCCF), supported by Tata Trusts in partnership with the Tirumala Tirupati Devasthannams (TTD) to provide all round cancer care to cancer patients.
SVICCAR is one of the most advanced cancer care hospitals in the region. The hospital has a proficient team of medical oncologists, surgical oncologists, radiation oncologists, radiologists, palliative care physicians, nurses and technicians, committed to providing compassionate care.
SVICCAR provides comprehensive cancer treatment services ranging from cancer diagnostics to medical and surgical oncology to radiotherapy. The services are provided by a trained team using state-of-the-art equipment and technology.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Head of the Centre and Head HR, the Senior Human Resource Manager (SHRM) will work as part of a team to support the Medical Director/ Head of the Centre in ensuring the overall administration, coordination, and evaluation of human resources plans and programs for the cancer facility.
The incumbent will also develop and implement HR strategies and initiatives aligned with the overall business strategy, manage the core HR functions such as recruitment and selection process, pay plan and benefits program, performance appraisal system, training need analysis (TNA), decision making through HR metrics and legal compliance, and be an effective team leader for multi-tasking and team efficiency for the cancer care facility.
Key Responsibilities:
A. Recruitment & Selection Process
(1) Develop strategic solutions to meet workforce demands and employment market trends. The HR Manager will also oversee the recruitment and selection processes at the facility.
(2) Work with the Head HR and Heads of Department to allocate human resources, ensuring appropriate matches between personnel.
(3) Perform staffing duties, including addressing understaffing.
(4) Prepare manpower forecast for project employment needs.
B. Human Resource Operations
(1) Examine workplace policies, communicate policies to employees and managers, minimize the frequency of employee complaints due to misinterpretation/misunderstanding of policies.
(2) Conduct meetings and advise managers and supervisors in the progressive discipline system of entire cancer care facility. Conduct investigations when organisation or employee concerns are brought forth.
(3) Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
(4) Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labour relations, and employee relations.
(5) Monitor the implementation of a performance management system. Implementation of the performance management system that includes Performance Development Plans (PDPs) and Employee Development programs.
(6) Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
(7) Conduct exit interviews to identify reasons for employee exits; ensure appropriate separation processes are followed.
C. Training and Development:
(1) Implement and administrate all training programs and provide necessary education and materials to team members from Behavioural to Technical Skills.
(2) Conduct Periodic needs assessments to determine when training is necessary, and the type of training necessary to improve performance and productivity.
(3) Examine employee performance records to identify areas where employees could improve through job skills training or employee development, such as seminars or workshops on leadership techniques.
(4) Implementing employee development strategy and succession planning based on training and professional development.
D. Compensation & Benefits:
(1) Administer wage and salary structure for the cancer care facility, pay policies, and oversees the variable pay systems within the facility including bonuses and raises.
(2) With the assistance of the CFO, prepare cost effective, employee serving benefits
(3) Administrate the development of benefit orientations and other benefit training.
(4) Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
E. Administration & Legal:
(1) Oversee the hostel and canteen facilities at the Unit.
(2) Ensure compliance with all manpower related administrative and legal requirements.
4. STAKEHOLDERS:
(1) Relationship (within organization): All members of the Medical Center; Leadership of the Tata Trusts Cancer Initiative Corporate team; Leadership of the Regional Offices of various other Cancer Care Foundation programme
(2) Relationship (outside organization): All Government Departments dealing with labour relations; Local Area Administration Bodies
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications
(1) Applicants must have MBA from a premier institute with an HR specialization.
Experience
(1) Applicants must have at least 10 years of HR experience with 3-5 years in leading HR operations, employee relations, and statutory compliance at a site or facility level.
(2) Prior experience in healthcare or allied organisations is essential.
(3) Experience of workforce planning, key talent acquisition, performance management, staff development and training, compensation management, climate survey and employee engagement.
Skills and Competencies
(1) Excellent computer skills in a Microsoft Windows environment having a strong command on MS tools like Word, Excel, PowerPoint, Outlook etc.
(2) Preferably an efficient user of HR Software Systems.
(3) Ability to lead and develop teams; Decision-making and excellent interpersonal and coaching skills.
(4) Excellent written and verbal communication skills in English; Effective communication skills in Telugu is essential.
6. COMPENSATION OFFERED:
Gross compensation has been budgeted at Rs. 15 lacs per annum with scope for improvement in the case of an exceptional candidate.
