Job Description
1. POSITION VACANT: State Technical Lead – Cardiovascular Health, Resolve to Save Lives (2 Vacancies; one in Bhubaneshwar and one in Jaipur)
2. ORGANIZATION BACKGROUND:
Resolve to Save Lives (RTSL) is a US-based nonprofit organization that works in collaboration with government and other partners to end preventable deaths from cardiovascular disease. The organization is working to increase the global control of hypertension to 50%, reduce the global intake of salt by 30% and eliminate artificial trans-fat from the global food supply chain. RTSL is committed to saving lives from these preventable causes by implementing scalable and proven strategies to reach these goals.
Resolve to Save Lives Services Private Limited (RTSL-SPL) is a wholly owned subsidiary of RTSL and advances the organization’s mission in India by adapting these strategies to the country context. RTSL-SPL collaborates with experts, offers technical assistance, provides programmatic support, and generates evidence for policy action. RTSL-SPL aims to enhance cardiovascular health outcomes in India through evidence-based interventions and innovative strategies and is committed to supporting the Government of India in achieving Sustainable Development Goal (SDG) 3.4.
RTSL’s cardiovascular health program supports the efforts of state governments to strengthen hypertension and diabetes prevention and control within the public health system. In addition to improving quality of care through standardized protocols, better follow-up, and treatment continuity, the initiative also contributes to broader population-level strategies such as salt reduction and trans-fat elimination, in alignment with national NCD priorities. By providing technical assistance, capacity-building, and data-informed planning, the program aims to help states enhance service delivery, advance evidence-based public health interventions, and accelerate progress toward improved cardiovascular health outcomes.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Executive Director, RTSL-India, the State Technical Leads–Cardiovascular Health (STL-CVH) will serve as RTSL’s lead representative in her/ his respective state (Odisha or Rajasthan), responsible for providing statewide technical support on hypertension and diabetes, coordinating with government and partners, forging strategic partnerships, and providing oversight of the M&E and Dietary Risk portfolios.
These roles also ensure strategic coherence, integrated planning, and synergy across all RTSL-supported workstreams in their respective states.
Key Job Responsibilities:
A. Government Engagement & Coordination
(1) Act as the main technical and operational liaison with the State NCD Cell;
(2) Ensure smooth integration of all activities across HTN/ DM, M&E, salt reduction, and TFA;
(3) Facilitate problem-solving across NCD, Food Safety, Nutrition, SHP, ICDS, and digital health units.
B. Strategic & Technical Oversight of RTSL Odisha and Rajasthan Team
(1) Provide day-to-day guidance, work planning, and technical oversight to:
(a) Technical Advisor – M&E & Data Analytics
(b) Technical Advisor – Dietary Risk Prevention
(2) Ensure alignment of all three workstreams with states priorities and program partnership
deliverables;
(3) Facilitate joint weekly check-ins, troubleshooting, and coordination across the team;
(4) Consolidate outputs from the team to produce state-level RTSL briefs, Technical Working Group (TWG) materials, and donor updates;
(5) Mentor and support professional development of team members in alignment with RTSL
competencies;
(6) Collaborate with RTSL technical teams to conceptualize, design, and implement innovative, evidence-based interventions tailored to the state’s context, with a focus on strengthening primary healthcare, optimizing digital workflows, reducing dietary risks through salt reduction and trans-fat elimination, and improving continuity of care.
C. Strategic Partnerships & Donor Coordination
(1) Map and engage all partners working on HTN, DM, CVH, digital health, NCD research,
and PHC;
(2) Convene regular multi-partner coordination meetings to align plans and leverage resources;
(3) Serve as RTSL’s focal point with academic institutions, professional bodies and other organizations active in Odisha and Rajasthan (e.g., WHO, WDF, UNICEF, PATH, Jhpiego, research organizations, etc,)
D. Strengthening HTN & DM Systems
(1) Support the integration and strengthening of HTN/ DM servicesincluding screening, diagnosis, treatment initiation, adherence support, and follow-up using HEARTS-aligned workflows to improve continuity and quality of care at the primary healthcare level;
(2) Facilitate adoption of simple, standardized treatment protocols for hypertension and diabetes across all levels of care in alignment with national and state guidance;
(3) Ensure consistent availability and rational use of validated devices and protocol medicines, working closely with government counterparts to monitor supply chains and address gaps;
(4) Strengthen supervisory structures, clinical mentoring, and structured review mechanisms to improve provider performance and quality of service delivery;
(5) Conduct periodic supportive supervision and field review visits in implementation geographies to assess progress, identify bottlenecks, and provide actionable technical feedback.
E. Dietary Risk Reduction: Integration & Support
(1) Strengthen coordination with key departments including Health, Education, and Food Safety to support the integration of dietary risk reduction strategies within state NCD programmes;
(2) Provide technical guidance on salt-reduction initiatives, including development of capacity-building plans and communication approaches for facility and community-level staff to promote effective behaviour change;
(3) Support work on trans-fat elimination and regulatory compliance, providing guidance to the Technical Advisor on activities related to surveillance, sampling, coordination with state food laboratories, training of Food Safety Officers, and engagement with food business operators and fat/oil manufacturers.
F. Digital & Data Systems Support
(1) Lead the design and execution of state-level program evaluations, data reviews, and evidence generation efforts;
(2) Ensure statewide adoption of NP-NCD platform workflows;
(3) Promote facility- and district-level reporting, facilitate use of dashboards, and digital tools.
G. TWG Support & Cross-Sector Coordination
(1) Contextualize national guidelines and global evidence to the needs of the respective state to strengthen cardiovascular health programming;
(2) Provide technical content and evidence briefs for TWG and high-level reviews;
(3) Integrate dietary risk, TFA, and M&E insights into state CVH strategy meetings.
Deliverables:
(1) Landscaping and baseline situational assessment for CVH programs in the state;
(2) State-level integrated workplan across all RTSL-supported components;
(3) Quarterly partner coordination brief;
(4) Consolidate quarterly technical reports for RTSL’s Odisha and Rajasthan;
(5) Regular TWG technical notes;
(6) Monthly supervision & review briefs for state;
(7) Any other deliverables as assigned by the supervisor.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification
(1) MBBS with MD and/or MPH from a recognized institution.
Experience
(1) 8–10 years of experience in public health or health systems strengthening, preferably at state or national level, with at least two years’ NCD focused experience;
(2) Demonstrated leadership and supervisory experience, with the ability to guide technical teams and drive results;
(3) Experience working within Government of India or state health systems is highly desirable;
(4) Prior experience of working in the respective state Odisha or Rajasthan and a good understanding of its administrative and political context is essential.
Skills and Competencies
(1) Strategic thinking and program management skills, including planning, implementation oversight, quality improvement, and reporting;
(2) Strong interpersonal and relationship-building skills, with the ability to collaborate effectively across government departments and partner institutions;
(3) Familiarity with the public health context of the respective state, along with proficiency in Odia (for Odisha) and Hindi (for Rajasthan), will be essential;
(4) Proficiency in digital health tools and platforms, with comfort using data for decision-making;
(5) Excellent communication skills, both written and oral.
The role will involve approximately 20–30% travel, primarily within the respective state (Odisha or Rajasthan), and, as needed, at the national level.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the positions is attractive and in alignment with salaries paid by leading I/NGOs for similar roles. The offers made to the selected candidates shall be commensurate with qualifications, experience, and salary history.
