Expression of Interest (EOI) for Development of Comprehensive Participatory Learning Report on Health & Nutrition Interventions

A) About Organization

CINI is an Indian NGO that has been working for the welfare of communities in India for almost 50 years. CINI emerged from the community-based management of childhood malnutrition work in the villages and communities of South 24 Parganas district of West Bengal in the mid-1970s. Over the years CINI’s work has been recognized as a Mother NGO, Regional Resource Centre in the Reproductive and Child Health (RCH) and as Collaborative Training Institute by the Ministry of Health and Family Welfare, Govt. of India. CINI now constitutes the largest capacity building and training facility in West Bengal for training of government Frontline Workers in nutrition, safe motherhood, early childhood development and HIV awareness of the Department of Health & Family Welfare and the Department of Women & Child Development and Social Welfare, Government of West Bengal. The organization has twice been awarded the National Award on Child Welfare in 1985 and 2004 by the Government of India.

CINI’s current work focuses on the interconnection and holistic development of health, nutrition, education, child protection and adolescent empowerment in vulnerable urban and rural situations, to address the critical issues during the stages of life cycle through CINI Method. CINI’s core Health programs include first 1000-Days’ care, positive deviance approach against child malnutrition, and community health care management initiatives. CINI also has significant research experiences in the field of public health nutrition over the years in many states of India through partnership with ICMR, IIHMR, NNMB, NFI, MI, UNICEF, Johns Hopkins Bloomberg School of Public Health (USA) and Georgetown University, USA. CINI has set up Education, Health, Nutrition, and Child Protection units to provide specialized services to public and private sectors in operations research and studies; technical support to Government Departments, professional courses in the field of public health, nursing, nutrition, education, and protection as well as policy research & advocacy, and knowledge repository. 

B) Purpose of Terms of Reference

Background:
CINI is dedicated to improve the health and nutrition status of communities, especially women, children and adolescents by promoting their health seeking behaviour among the household and facilitating access to quality health care services through mobilization and behaviour change as well as generating awareness of non-communicable diseases (NCD) for promoting healthy lifestyle changes, early diagnosis. Therefore, to document the impactful activities carried out in the field under the Health and Nutrition Division, we seek a professional agency/consultant to create a comprehensive impactful story booklet.

Objective:

The primary objective of this TOR is to engage a professional agency/consultant to:


The report will serve as a document comprehensive, publication-ready learning report documenting methodologies, findings, community voices, and actionable program recommendations for CINI’s Health & Nutrition interventions.

C) Scope of Work

The selected agency/consultant will work closely with CINI’s Health & Nutrition project management team to undertake the following tasks:

Component 1: Participatory Dialogues & Field-Based Learning
In collaboration with CINI (and in coordination with field teams where relevant), the agency will:

  • Conduct participatory dialogues with:

  1. Mothers’ groups
  2. Adolescents
  3. Self-Help Groups (SHGs)
  4. Local government representatives
  5. Frontline workers

  • Explore lived experiences, awareness, perceptions, and community perspectives related to:

  1. Health and nutrition interventions
  2. Community mobilization processes
  3. System convergence and service access

  • Use participatory tools (e.g., group discussions, mapping, storytelling, reflective exercises) to:

  1. Generate qualitative insights
  2. Identify patterns, enablers, and constraints
  3. Strengthen community voice


Dissemination:

Major findings will be shared through a dissemination process with CINI program teams and key stakeholders, linking community insights to actionable program improvements. 

Component 2: Comprehensive Participatory Learning Report 

The agency will develop a comprehensive learning and documentation report, fit for external publication, that synthesizes insights from field-based participatory dialogues and site visits. 

The report will:

  • Document participatory methodologies and tools used
  • Present key qualitative findings and thematic analysis
  • Highlight community voices, lived experiences, and perspectives
  • Identify what worked well, enabling factors, and good practices
  • Critically reflect on challenges and what did not work
  • Provide actionable, program-relevant recommendations for strengthening health and nutrition interventions, community mobilization, and system convergence


Study Location: 
1 block each of Jharkhand, Odisha and 3 blocks of West Bengal

D) Deliverables

The agency/consultant is expected to deliver:

1. Inception Report

  • Participatory methodology and tools
  • Proposed themes and analytical framework
  • Timeline and work plan 


2. Participatory Learning & Documentation Report

  • Background and context
  • Detailed methodology
  • Thematic findings and analysis
  • Community voices and illustrative narratives- interaction with Pregnant women’s group, Mother’s group, Self-Help Groups, Adolescent Peer leaders etc.
  • Analysis of Enablers
  • Challenges and limitations
  • Recommendations for program strengthening and future research


3. Dissemination Support

  • Presentation of key findings to CINI teams and stakeholders
  • Incorporation of feedback into final report


E) Basic Requirements

  • The agency/consultant must have demonstrated and proven experience in participatory research, particularly within developmental projects.
  • Proven expertise in community-based research, documentation, and analysis.
  • Strong writing and analytical skills, with the ability to craft compelling human-interest narratives.
  • Prior work in health, nutrition, gender, social development, or related sectors will be considered an added advantage.


F) Timeline and Budget

Timeline:
The task must be initiated soon after signing the ToRwith the following key milestones and should be completed by 10th March 2026.

Budget:
Interested agencies are requested to submit their proposed budget, inclusive of all expenses related to the assignment. Make a separate budget for estimated travel/logistics.

Evaluation Criteria:
Organizations/Individuals are requested to send the technical and financial proposals for the above along with profile and few samples of similar work undertaken earlier. Proposals will be evaluated based on the agency's experience in similar work, proposed methodology, team proficiency, and cost-effectiveness. The selected agency will be notified after the EOI deadline and expected to start the work immediately. Weekly work progress to be shared with CINI H&N team as per plan.

G) Payment Schedule

Payments would be made through CINI’s payment policy after completion of desired deliverables, upon submission of proper invoices.
