UN India is seeking women-owned businesses (WOBs) and disability-inclusive suppliers and
individuals for the purpose of establishing a Database of Gender and Disability-Inclusive
Suppliers for Common Services Jointly Procured by UN Agencies in India

UN India invites interested and eligible gender and disability-inclusive suppliers to submit Expressions of Interest (EOIs) for providing the services outlined below. The purpose of this REOI is to identify gender and disability-inclusive suppliers who are interested in participating in upcoming solicitation processes with the United Nations agencies in India.

Introduction

The United Nations India is committed to fostering an inclusive environment that supports the full participation of women and persons with disabilities across all sectors of society. Both face systemic barriers that restrict their ability to fully engage in economic, social, and public life. Women, gender-diverse individuals, and persons with disabilities often experience unequal access to education, employment, decision-making roles, and financial services. Additionally, individuals with disabilities encounter challenges related to inaccessible built environments, information and communication technologies (ICTs), and services, which further entrench these disparities.

Addressing these barriers is essential for achieving sustainable and equitable development, as outlined in the 2030 Agenda for Sustainable Development, particularly SDG 5 (Gender Equality) and SDG 10 (Reduced Inequality). Gender equality and disability inclusion are fundamental human rights, and the UN recognizes the importance of advancing these principles to promote social and economic progress. UN India acknowledges the crucial role that procurement and supply chains play in advancing these objectives, creating transformative opportunities for both women and persons with disabilities.SDG 10 (Reduced Inequality). In alignment with this mission, UN India is developing a comprehensive database of gender and disability-inclusive suppliers to enhance procurement practices across the UN system in India. These suppliers will either be women-owned, headed by persons with disabilities, employ persons with disabilities, or have adopted inclusive policies, such as Equal Opportunity Policies, in compliance with national legislation, including the Rights of Persons with Disabilities (RPwD) Act, 2016. Engaging such suppliers will not only advance UN India’s commitment to gender equality and disability inclusion but also contribute to broader efforts to achieve these objectives in accordance with frameworks such as the UN Disability Inclusion Strategy (UNDIS), the UN System-Wide Action Plan on Gender Equality and the Empowerment of Women (UN-SWAP), UNCRPD, CEDAW, and the Beijing Platform for Action (BpfA).

UN India’s commitment to gender-responsive and disability-inclusive procurement will remove barriers, expand economic opportunities, and empower marginalized communities, helping to realize the Sustainable Development Goals for an inclusive society.

Objective

The primary objective of this REOI is to identify and develop a database of gender and disability-inclusive suppliers who provide essential services required by UN India. This includes businesses that are either women-owned or disability-inclusive, with a focus on prioritizing those with inclusive practices for both gender and disability. The aim is to increase their participation in UN India-issued procurement opportunities and contribute to the empowerment of women and persons with disabilities.

Suppliers in this database will receive information on future Requests for Proposals (RFPs), Invitation to Bids (ITBs), Requests for Quotations (RFQs) and individual consultancy opportunities. They will also have the opportunity to participate in UN-led Supplier Conferences and training sessions on policies promoting gender equity, disability inclusion, sustainable procurement, and the UN Supplier Code of Conduct.

1. ICT Infrastructure & Hardware - Services and products that form the physical and foundational layer of ICT.

  • Computers, Laptops & Ancillary Equipment
  • Multifunction Office Machines - Printers, Copiers, Fax Machines
  • Information Kiosks & Transaction Machines
  • TV Equipment for Digital Services
  • Telecommunications Products - Telephones, Smartphones, PBX Systems
  • Telephony Services & Maintenance - PBX & Telephone Line Maintenance
  • ICT Consumables - Toners, Cartridges, Cables, Batteries
  • Annual Maintenance for Office IT Equipment
  • Hardware Repair & Maintenance


2. Software & Licensing - Software solutions, development, and licensing models.

  • Software Development - Custom applications, web platforms
  • Software Support – maintenance support of custom applications
  • Licenses & Subscriptions - OS, productivity suites, enterprise software
  • Operating Systems & Standard Software Packages


3. ICT Support & Managed Services - Operational support and service management.

  • ICT Support Services - Onsite and remote technical support
  • Helpdesk Services - Tier 1–3 support, ticketing systems
  • Digital Accessibility Services - Assistive technologies, compliance solutions


4. Specialized IT Services - Advanced or niche ICT services.

  • Biometric Services - Setup and integration
  • Business Intelligence & Data Services
  • Artificial Intelligence & Machine Learning - Predictive analytics, NLP, computer vision
  • Internet of Things (IoT) - Smart sensors, device integration, industrial IoT platforms
  • Blockchain Solutions - Smart contracts, decentralized applications
  • Robotic Process Automation (RPA) - Workflow automation, digital bots
