RFP- Engagement of an Agency to Strengthen Youth Actions for Addressing Gender-Based Violence, by undertaking State & District Trainings including Promotional Activities with Peer Educators (Young Menand Boys) Groups in the Lab District of Rajasthan

 

1. Background

 

CECOEDECON works on issues related to gender, health, education, panchayats, agriculture and climate. CECOEDECON is the implementing partner of United Nations Population Fund (UNFPA) in Rajasthan for an integrated development programme towards addressing preventable maternal deaths, unmet need for family planning, gender-based violence and harmful practices such as child marriage and sex-selection.

 

Gender-Based Violence (GBV) remains a pressing concern in Rajasthan, often rooted in harmful gender norms and unequal power dynamics. Engaging young people—particularly men and boys—in challenging these norms is critical to promoting gender equality and reducing GBV. Rajasthan continues to report a high burden of gender-based violence (GBV), including domestic violence, child marriage, sexual violence, and gender-biased sex selection. According to the National Crime Records Bureau (NCRB) 2022, Rajasthan recorded the highest number of cases of crimes against women among Indian states, accounting for over 45,000 cases, including nearly 7,000 cases of rape—the highest in the country for several years in a row. Moreover, the National Family Health Survey (NFHS-5, 2019–21) revealed that 31% of ever-married women in Rajasthan have experienced spousal violence, and gender norms continue to be skewed against women and girls.

 

Recognizing this, the Rajasthan Youth Policy outlines a progressive vision to harness the potential of the state’s large youth population. One of its strategic priorities focuses on "engaging youth in addressing gender-based violence and promoting gender equality." The policy identifies youth as crucial agents of change and emphasizes the need for capacity-building, leadership development, and community engagement of both young men and women to promote safer, inclusive, and more equitable communities.

 

The Nehru Yuva Kendra Sangathan (NYKS) and National Service Scheme (NSS) are prominent youth platforms under the Ministry of Youth Affairs that can play a vital role in building youth-led action for social change. As part of efforts to strengthen GBV prevention and response, in collaboration with the Department of Youth Affairs and Sports, it is proposed to:

  • Organize State-level training to develop a pool of Master Trainers from NYKS and NSS, who will serve as resource persons and youth facilitators on GBV and gender equality.
  • Demonstrate Strategies and Actions involving youth in addressing Gender Based Violence
  • District-level initiatives in Sawai Madhopur, identified as a Lab District, to train and engage peer educators—particularly men and boys—in grassroots-level GBV prevention and youth-led community outreach.
  • This initiative is expected to not only strengthen local responses to GBV but also generate learning and scalable models for youth-led action under the broader framework of the Rajasthan Youth Policy.

2. Objectives of the Assignment

  • To develop and train a pool of Master Trainers from NYKS and NSS to lead GBV-prevention and youth-led action at scale.
  • To train and mentor a group of peer educators, especially men and boys, in Sawai Madhopur district to implement community-level outreach and awareness campaigns.
  • To organize community outreach and promotional activities involving men and boys to create positive norms and public discourse around gender equality and GBV prevention.

3. Scope of Work

 

The selected agency will be responsible for the following components:

 

A. State-Level Component: Development of Master Trainers (NYKS/NSS)

  • Coordinate with Department of Youth Affairs, UNFPA, NYKS, and NSS for the nomination of Master Trainers.
  • Organize consultation meetings to finalize training modalities.
  • Review and adapt existing training content on GBV, gender equality, masculinities, and youth-led communication.
  • Ensure content is participatory, context-specific, and aligned with national guidelines.
  • Conduct 2–3 residential Training of Trainer (ToT) batches for 50–60 nominated officials as Master Trainers including youth volunteers from NYKS and NSS.
  • Integrate pre- and post-assessments to measure knowledge gains.
  • Post-Training: Develop Strategies and demonstrate and document actions involving youth in addressing Gender Based Violence

B. District-Level Component: Peer Educator Engagement (Sawai Madhopur – Lab District)

  • The agency will undertake capacity building of an existing pool of 60 identified Peer Educators on role of young people in addressing GBV and its impact in Sawai Madhopur, which has been designated as a Lab District. (These Peer Educators are expected to collectively reach and engage over 600 young boys and men through outreach and interpersonal communication)
  • Facilitate youth-led campaigns, school and college outreach, interactive events, street theatre, and dialogues with men and boys.
  • Provide handholding support to peer educators over three months to ensure engagement and continuity
  • Submit a report documenting youth led actions, community outreach and key learnings including the training of peer educators.

4. Duration of Assignment

The assignment will be for a period of 4 months, from the date of contract signing.

6. Required Qualifications

  • Proven experience in implementing youth- and gender-focused programmes.
  • Demonstrated experience in training and capacity building, especially with NSS/NYKS or similar groups.
  • Understanding of participatory and rights-based approaches to GBV prevention.
  • A functional presence or past experience in Rajasthan, ideally in or near Sawai Madhopur.

7. Reporting and Coordination

  • The agency will report to CECEODECON and closely coordinate with UNFPA Rajasthan and the Department of Youth Affairs, NYKS/NSS state offices. Please note that the State Level Master Trainers Training has to be done in close coordination with the Department of Youth Affairs. The selected agency must lead the coordination with the department. CECEODECON will also facilitate the process.
  • Monthly review meetings will be held between the selected agency and CECEODEOCN to track deliverables and resolve any implementation challenges.

8.Intellectual Property

  • All information pertaining to this project belonging to the client, which the service provider may come into contact within the performance of his/her, duties under this consultancy shall remain the property of the CECOEDECON/UNFPA who shall have exclusive rights over their use.
  • Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the UNFPA/CECOEDECON.
