TOR for developing Digital compendium on success stories from Women and Girl Friendly Gram Panchayats (WGFGP)
A. Introduction
CECOEDECON works on issues related to gender, health, education, panchayats, agriculture and climate. CECOEDECON is the implementing partner of United Nations Population Fund (UNFPA) in Rajasthan for an integrated development programme towards addressing preventable maternal deaths, unmet need for family planning, gender-based violence and harmful practices such as child marriage and sex-selection.
Gender equality is the foundation of sustainable development. It is a human right that any societymustensureforitscitizenstorealisetheirfullpotential. But discriminatory social norms restrict women and girls in accessing their rights and opportunities and expose them to harmful practices such as child marriage and violence. As per NFHS 5, the harmful practice of child marriage in the state has been declined by 10 points but still every 1 in 4 girls got married below the age of 18 years. Every 4th married woman in Rajasthan experienced spousal violence.
To ensure equality, safety, participation and protection of rights of women and girls in society, it is important to empower them and provide them a supportive and enabling environment. The role of panchayats and Panchayati Raj Institutions has been very critical in developing a supportive and enabling environment for girls and women where they exercise their rights and choices and realize their full potential leading to growth in the state.
In this context, CECOEDECON with support of UNFPA, is working on a project to strengthen the capacities of Panchayati Raj Institutions and developing Women and Girl Friendly Gram Panchayats (WGFGP) by mainstreaming gender in training and planning of panchayats as well as demonstrating pilot modelWGFGPs.
The model WGFGPsare being demonstrated in 30 gram panchayats;15 panchayats each from two districts of Rajasthan- Udaipur and Sawai Madhopur. The program aims to establish model process that will ensure development of enabling and supportive environment for girls, proactive involvement of all stakeholders for providing quality services to girls and women and integration of gender perspective in the development of panchayat plans.
To highlight the impact of the intervention, the development of a digital compendium of success stories is proposed. The digital compendium will include video documentation of some success stories related to the work done in developing these panchayats as WGFGP.
B. Objective of the assignment:
The objective of the assignment is to develop digital compendium to showcase success stories and impact from the intervention of developing women and girl friendly gram panchayats (WGFGPs) by using different tools such as audios, videos, high quality visuals and other interactive elements.
C. Content of the digital compendium of success stories:
The digital compendium will be focussed on three broad themes:
- Young boys and girls emerging as change agents for promoting positive masculinity and gender equality.
- The role of Mahila Sabhas as critical platforms for amplifying women’s voices in Panchayat planning, and
- The impact of safety audits in creating safer and more inclusive community spaces
- Any community led action that has contributed in development of Women & Girl Friendly Panchayat
The compendium will include:
- Mainly Short films/videos. It will also include photos/photo collage and audio bytes.
- Infographics and animations showing results
- Interviews and video/audio bytes with stakeholders including elected representatives.
- Direct quotes from beneficiaries, change agents, or stakeholders
- Any other interactive tools for making the compendium engaging.
- Shareable links, QR codes
The goal is to make the stories accessible, engaging, and useful for learning, replication, and policy advocacy.
D. Scope of the work:
- Develop a framework for the digital compendium including storyboards and scripts for the videos to capture success stories from interventions related to the Women and Girl Friendly Gram Panchayat.
- Finalize the framework and scripts after incorporating feedback from CECOEDECON and UNFPA.
- Visit the sites/villages in consultation with CECOEDECON in Udaipur and Sawai Madhopur to capture the success stories through videos and audio bytes.
- Conduct interviews with officials in state and districts and with beneficiaries and other stakeholders for the compendium.
- Develop different interactive pieces of the digital compendium and finalize after incorporating feedback.
- Develop the digital compendium using different interactive tools such as videos, photos/photo collage, audios, infographics, etc. to make it engaging and vibrant. Incorporate feedback from CECOEDECON and UNFPA to finalize the compendium.
- Develop and facilitate a plan to widely disseminate the compendium through social media and other platforms and provide required links/QR codes for accessing the compendium.
E. Language of the compendium:The compendium will be developed in Hindi with English subtitles.
F. Duration of the assignment:120 days from signing of the work agreement.
G. Deliverables:
- Submit the framework to CECOEDECON for feedback and finalization within 15 days of signing the contract.
- Submit the first draft of the digital compendium by the end of 70 days of signing the contract.
- Submit the final draft of the compendiumby the end of 100 days of signing the compendium.
- Submit all the raw and final files related to the assignment by the end of the project to CECOEDECON.
H. Eligibility Criteria:
- Minimum five years of experience in the area of developing digital documentation/repositories, developing success stories, human interest stories, film production.
- Experience of working with UN agencies, government, or development agencies
- Ability to translate complex community-level interventions into accessible and engaging formats (text, video, visual), preferably in rural or gender-focused contexts.
- Experience of work related to gender equality, women’s empowerment, Panchayati Raj institutions, or rural development will be preferrable.
I. Intellectual Property
- All information pertaining to this project belonging to the client, which the service provider may come into contact within the performance of his/her, duties under this consultancy shall remain the property of the CECOEDECON/UNFPA who shall have exclusive rights over their use.
- Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the UNFPA/CECOEDECON.
J. Application Procedure
