Scope of Work (SoW)
Feasibility Study for Establishment of a Nursing College Raigarh District, Maharashtra
The consultant/consulting organization shall undertake a comprehensive feasibility study to assess the need, viability, and implementation readiness for establishing a Nursing College in Raigarh district, Maharashtra. The scope of work shall include, but not be limited to, the following components:
1. Market Demand and Need Assessment
- Assessment of current and projected demand for nursing professionals (GNM, BSc Nursing, Post‑Basic BSc, MSc Nursing) in Raigarh district and the surrounding catchment.
- Analysis of existing workforce gaps in public and private healthcare facilities, including district hospitals, sub‑district hospitals, CHCs, private hospitals, and industrial health facilities.
- Review of any migration trends of students pursuing nursing education outside the district/state due to limited local availability.
- Alignment of nursing workforce requirements with district health indicators, disease burden, and public health priorities.
2. Assessment of Existing Nursing Education Infrastructure
- Mapping of existing nursing and paramedical institutions within Raigarh district
- Review of approved intake capacity, program mix, infrastructure adequacy, and regulatory status of existing institutions.
- Identification of access barriers for students (distance, cost, quality, affiliation constraints).
- Comparative gap analysis to establish unmet educational demand.
3. Academic Programs and Intake Planning
- Recommendation of appropriate nursing programs to be offered (GNM, BSc Nursing, Post‑Basic BSc Nursing, MSc Nursing), in line with Indian Nursing Council (INC), Maharashtra State Nursing Council (MSNC), and affiliating university norms.
- Suggested annual intake capacity for each program, with phased growth projections.
- Alignment of academic offerings with local employment potential and regional health system needs.
4. Social Impact and Workforce Development
- Evaluation of socio‑economic benefits of establishing a nursing college in Raigarh, including local skill development and employment generation.
- Contribution to strengthening public and private healthcare delivery in tribal, rural, and industrial belts.
- Potential role of the institution in improving nurse retention within the district and state.
5. Risk Assessment and Implementation Challenges
- Identification of key risks and challenges related to land, infrastructure, faculty availability, regulatory approvals, and financial viability.
- Review of statutory requirements and approval pathways (INC, MSNC, State Government, University).
- Assessment of operational, financial, and compliance risks, along with mitigation strategies.
Outcome
The study shall culminate in a comprehensive Feasibility Report providing clear recommendations on:
- Whether to establish the Nursing College in Raigarh, Maharashtra
- Optimal program mix and intake size
- Clinical linkage strategy
- Implementation roadmap and risk mitigation framework
- Financial sustainability for the proposed college

Demonstrate clarity on: Nursing workforce gaps in Raigarh and adjoining districts, Regulatory environment (INC, MSNC, State Govt, University), Linkage between nursing education, district health indicators, and social impact
Detailed Methodology & Approach:
Primary & Secondary research, focused discussions etc
Deliverables & Reporting Structure:
Detailed Feasibility Report (chapter-wise outline), Executive Summary for leadership / trustees, Data annexures and institutional mapping tables, Presentation deck
Work Plan, Timeline & Milestones:
List of activities with assigned months (preferably in GNATT Chart)
Team Composition & Roles:
Brief profiles focusing on relevant experience, not generic bios
Relevant Experience & Case Studies:
2–4 similar assignments such as: Nursing colleges, Medical / paramedical institution feasibility, Health workforce studies
Financial Proposal:
Cost breakup by: Professional fees, Travel / field work, Data collection, Payment linked to milestones, Taxes clearly specified
Declaration & Compliance Statements:
Conflict of interest declaration, Data confidentiality, IP ownership, Validity of proposal
