Request for Proposals 

Background:
Mamta Health Institute for Mother and Child (Mamta) is an internationally recognized, national-level NGO, established in December 1990. Mamta is today represented in 18 States of India and has also extended its reach beyond national borders to Nepal, Bangladesh, and Burundi in East Africa. It is a pioneering organization working in the areas of livelihood, entrepreneurship, Maternal and Child Health (MCH); Sexual and Reproductive and Sexual Health (SRH); and Communicable and Non-Communicable Diseases, Climate Change & Health 

About the Project:
In this project, MAMTA aims to strengthen community-based interventions. To support this initiative, MAMTA invited proposals from experienced vendors for the printing of various materials required for the field-level implementations at Nahan district Sirmaur, Himachal Pradesh.

Purpose of the RFP
To select a qualified agency/vendor for the printing of communication and documentation material for the Project Mankind. The selected vendor will ensure high-quality print productions and timely delivery as per the specifications shared below.

Scope of Work
To select a qualified agency or vendor for the printing of communication and documentation material for the Project Mankind. The selected vendor is required to ensure high-quality production and timely delivery in accordance with the specifications detailed below.

Specific Deliverables and Technical Specifications
The vendor shall be responsible for printing the following materials, utilizing approved content and design (to be provided by MAMTA): (Detailed in Annexure 1) 

Registers: Printing and binding of 25 types of registers in legal size and A3 sizes. Five copies of each register type are required.

  • Each register must contain 100 leaf (200 pages).
  • A3 size registers are to be printed in 36 leaf (72 pages). 

Sun-boards: Printing of 25 types of sun-boards.
Specifications: High-quality vinyl with matt lamination is to be pasted on the sun-board. Adhesive tape must be applied to all four corners on the backside. 3mm sun-board is the required material.
Dimensions: 15-inch width \ 20-inch height.
Orientation: Portrait
Quantity: Total of 5 sets need to be printed, with each set containing all 25 types. 
Signage Sun-boards): Printing of 6 types of signage sun-boards.
Specifications: High-quality vinyl with matt lamination is to be pasted on the sun-board, utilizing quality printing. Adhesive tape must be applied to all four corners on the backside. 3mm sun-board is the required material.
Dimensions: 12-inch width \ 4-inch height.
Orientation: Portrait
Quantity: Total of 5 sets need to be printed, with each set containing all 6 types.

R I Forms: Printing of 8 types of RI forms.
Quantity: Each form type is to contain 100 leaf (200 pages). 

Elderly & Palliative Care Forms: 
Printing of 12 types of forms.
Quantity: 50 forms of each type are to be printed. These forms are composed of 2 pages, 3 pages, and 4 pages. 

Feedback Forms: Printing of 2 types of feedback forms.
Quantity: 100 pages of each form type. 

Pamphlet: Printing of a multi-color glossy art paper pamphlet.
Specifications: 130 GSM glossy art paper.
Quantity: 40,000 units. 

Deliverables
The vendor shall be responsible for providing the following:

Printed Materials: Production of all printed items strictly according to the approved specifications and design files detailed in the accompanying list.
Logistics and Delivery: Timely delivery of all finished items to Mamta's Mahan field office, as per the agreed-upon schedule.
Pre-Production Samples: Submission of physical samples for each item, which must be approved by Mamta prior to the commencement of final mass printing.
Sample Submission: Provide samples of the relevant registers and sun boards to MAMTA HIMC for approval before final printing commences.

Key Requirements for the Vendor Quotation

The submitted quotation must adhere to the following mandatory criteria:
Tax Compliance: Include the valid Goods and Services Tax (GST) number of the company.
Contact Information: Clearly state the contact details of the firm's owner and the official business address.
Rate Validity: Specify the period of validity for the quoted rates.
Taxation: Explicitly mention the applicable GST percentage on the printed materials.
Freight Charges: If applicable, freight charges must be quoted separately from the printing item costs.
Payment Terms: Payment will be processed directly to the vendor's bank account within 7–10 days of the bill submission, with Tax Deducted at Source (TDS) applied as per government regulations.
Billing Information: The invoice must include the valid Harmonized System of Nomenclature (HSN) code for all printed items. 

Timelines
The agency or individual is expected to collaborate closely with the Mamta team, providing regular progress updates as required. The entire assignment must be completed within 20 working days from the date of the award of the contract. 

Important Terms of Reference

  • The vendor to be conscious of and maintain the values of Mamta in all matters.
  • The vendor shall work very closely with Mamta team to ensure highest standards of data integrity and quality assurance processes followed throughout the printing process.
  • The vendor to maintain high production values
  • The vendor will not have any copyright whatsoever over the document. All copyrights/ intellectual property rights to remain with Mamta. 

Submission of Proposal

The proposals should include the following:

  • Agency profile outlining the technical expertise and experience and links/references to any relevant printed or published works
  • Estimated cost (mention costs of designing and printing separately). Mention the taxable amount and the amount including tax separately.
  • The applicants (if applicable), should follow the Government of India guidelines/policy for the Prevention of Sexual Harassment (PoSH) at the workplace.

The selected agency will be notified. Mamta reserves the right to make the final selection and award of work basis the technical and financial proposals received from the agencies.
