Description of RFP
As part of Samuday programme, HCLFoundation is implementing ‘Skill Development- Grassroots Professionals’ project in Hardoi district of Uttar Pradesh. The project’s mission is to bridge rural skill gaps by creating a network of trained grassroots professionals who foster self-reliance and sustainable livelihoods. The project is built on three pillars: Training (provide practical skills in grassroot trades); Certification (offer recognized certification to validate skills and enhance credibility), and Deployment (integrate skilled professionals into rural ecosystems for employment and enterprise development).
The project operates across three identified trades:
(i) Agriculture: creating agri-professionals who drive modern, sustainable farming;
(ii) Animal care: establishing a doorstep animal care service model ensuring timely and quality veterinary support; and
(iii) Industrial skilling: empowering local youth with industry-relevant skills for employment or entrepreneurship.
As part of this project, HCLFoundation is establishing a Skill Development Centre in Sandila, Hardoi, where youth will be trained and certified across multiple trades as per industrial demand and act as independent service providers to generate sustainable livelihoods.
Who Can Apply
- Not-for-Profit organizations with valid 12A & 80G certificates are preferred but the application is also open for private companies, Section 8 organizations, and for-profit agencies.
- The organization must have prior expertise in skill development / vocational training.
- The organization must be able to facilitate NSDC-aligned/ any Sector Skill Council (SSC)/ any other credible recognized certification for trainees.
- Prior experience of running skilling centres or training institutes will be an advantage.
- The organization must be willing and equipped to deploy qualified trainers, a centre manager, and support staff for the duration of the project.

- Proposal must include all the components mentioned above.
- We will adhere to strict activities-timeline listed as per Annexure 01. We encourage organizations to submit proposal and deliver the said work keeping the defined timelines as per the HCLFoundation’s Gantt Chart in Annexure 01.
