1. Background

Solidaridad Regional Expertise Centre (India), under the EU-funded SWITCH-Asia initiative “Promoting Circularity in the Tamil Nadu Leather Cluster for Solid Waste Management”, in collaboration with partners — the Council for Leather Exports (CLE), Indian Finished Leather Manufacturers and Exporters Association (IFLMEA), Tata International and PISIE — is implementing the project “Promoting Circularity in the Tamil Nadu Leather Cluster for Solid Waste Management.” 

The project aims to advance circularity and sustainable innovation within Tamil Nadu’s key leather clusters — Pallavaram, Ranipet, Ambur and Vaniyambadi — through interventions focusing on water efficiency, solid waste management, resource recovery and occupational health and safety. 

To document and communicate the project’s key outcomes, success stories, and impact narratives, Solidaridad seeks proposals from qualified video production agencies to produce a professional documentary and short thematic clips.

2. Objective of the Assignment

To develop a professional, engaging and technically sound documentary film (10-15 minutes) and short social media clips (2 minutes each) that effectively capture the project’s interventions, stakeholder voices and the broader theme of circularity and sustainable innovation in the leather tanning sector.

The film should be produced in English with Tamil narration/subtitles, showcasing the transformation achieved through Solidaridad’s collaboration with tanneries, CETPs and industry partners.

3. Scope of Work

The selected agency will be responsible for the end-to-end production process, including:

• Concept development and storyline alignment with Solidaridad’s communication objectives.
• Field visits and filming in the four leather clusters (Pallavaram, Ranipet, Ambur and Vaniyambadi).
• Capturing high-quality A-roll (interviews) and B-roll (support visuals).
• Drone footage, process visuals and demonstration shoots.
• Voice-over recording (English and Tamil).
• Professional editing, subtitling and inclusion of project branding.
• Delivery of finalized outputs in high-definition formats.
  
  

4. Deliverables

• Main Documentary Film – 10-15 minutes (English with Tamil subtitles).
• Two Short Videos – 2 minutes each (for social media).
• Raw Footage – All unedited footage in editable format.
• Final Outputs – HD quality in MP4 and MOV with subtitle files (SRT).
  
  

All Deliverables Completed by: 26^th December, 2025.

5. Proposal Submission Requirements

Interested agencies are invited to submit a technical and financial proposal containing:

• Company Profile and relevant experience in development-sector video documentation.
• Technical Approach and creative concept note.
• Timeline and Implementation Plan.
• Financial Proposal with detailed cost breakdown and applicable taxes.
• Portfolio of past assignments (preferably in sustainability, environment, or industrial sectors).
• Legal Documentation (GST registration, PAN, company incorporation certificate, etc.).

Issuance of this RFP does not constitute an award commitment on the part of Solidaridad, nor does it commit Solidaridad to pay for costs incurred in preparing and submitting proposals. Solidaridad reserves the right to withdraw or amend the RFP at any time without notice.
