For the Procurement of Postpartum Hemorrhage (PPH) Drapes 

Introduction
Bhartiya Grameen Mahila Sangh (BGMS), Indore, is a leading NGO dedicated to adolescent and youth development in Madhya Pradesh. As the implementation partner of UNFPA, BGMS delivers the Life Skills Education Programme in collaboration with the Department of Education, Department of Health and Family Welfare, and the Directorate of Skill Development, Government of Madhya Pradesh. This initiative equips young people with essential life skills to help them achieve their goals, make informed decisions for better health and well-being, and address harmful social practices such as child marriage, gender inequality, and dowry through well-informed and skilled adolescents and youth.

Inclusion of SRH Component also brought an extensive impact and outcome of the Life skills program in the lives of people particularly adolescents and youth. Madhya Pradesh continues to face a high maternal mortality ratio (MMR). To address this, the Government commissioned a UNFPA study that identified key gaps, including the shortage of skilled birth attendants, weak referral systems, inadequate antenatal care, low awareness of danger signs, and delays in institutional response, with marginalized communities disproportionately affected. Building on these findings, the state has developed an MMR Roadmap to strengthen maternal health services. 

Postpartum Hemorrhage (PPH) is one of the leading causes of maternal mortality and morbidity in India. The use of calibrated PPH drapes is an internationally recommended and evidence-based intervention for early detection and accurate measurement of blood loss during delivery, enabling timely clinical response and improved maternal outcomes.

To support the scaling up of quality maternal health services and strengthen emergency obstetric care, BGMS, implementing partner of UNFPA intends to procure PPH calibrated drapes for use in identified health facilities across the state/district as part of the partnership between NHM MP and UNFPA to roll out E-Motive package to address PPH in identified facilities in 4 Districts. 

Objectives
The objective of this RFP is to solicit proposals from qualified suppliers/manufacturers to supply and deliver high-quality, calibrated PPH calibrated drapes that meet approved technical and regulatory standards, ensuring timely availability and use at delivery points. 

Scope of Work

The selected agency will be responsible for:

  • Supplying 25,000 calibrated PPH calibrated drapes.
  • Ensuring all products meet required national and international quality and safety standards.
  • Delivering the consignment to Chhatarpur, Rajgarh, Guna, Rewa within the agreed timeline.
  • Providing relevant product information, including instructions for use, storage conditions, and expiry details.
  • Providing after-sales support and replacement in case of defects or quality issues.

Product Description
Calibrated blood collection drapes designed for (Single) use during vaginal delivery to enable objective, accurate measurement of postpartum blood loss, supporting early detection and response to postpartum hemorrhage (PPH).

Intended Use-

  • Used in maternal health settings – Govt and Private facilities to collect blood post-delivery, accurately measure blood volume, and aid in the clinical decision-making process for PPH.
  • Delivering the consignment to Chhatarpur, Rajgarh, Guna, Rewa within the agreed timeline. Providing relevant product information, including instructions for use, storage conditions, and expiry details.
  • Ensuring proper packaging and labelling to maintain sterility and product integrity.
  • Providing after-sales support and replacement in case of defects or quality issues.

Technical Specifications

  • The PPH drape should meet the following minimum specifications:
  • Design: Rectangular or trapezoidal shape with central perineal opening
  • Blood Collection Pouch- Transparent pouch at the lower end with calibrated volume graduations
  • Material: Essential- Main Sheet: Non-woven polypropylene laminated with polyethylene Pouch: Transparent PVC or polyethylene (medical grade).
  • Desirable-Biodegradable material for the main sheet.
  • Measurement Calibration: 50 mL increments, with clear marks at every 100 mL up to 1500 mL minimum
  • Alert line- Clear demarcation of 300 ml with “Yellow color thick line” and 500 ml with a “red color thick line”
  • Pouch capacity- Minimum 2000 mL
  • Additional specifications- Straps are attached to the main sheet to tie around the waist. High-quality, strong adhesive tape/sticky patch/es suitable for securing the drape to the underlying bedsheet beneath the patient's buttocks to ensure the drape maintains its intended shape and position throughout the procedure
  • Size: Suitable for use in normal vaginal deliveries.
  • Sterility: Individually packed, sterile, and ready to use.
  • Shelf Life: Minimum 3 years from the date of delivery, under recommended storage condition
  • Regulatory Approvals: Must comply with CDSCO/WHO/ISO (Central Drugs Standard Control Organization (India), World Health Organization Prequalification (International), International Organization for Standardization), or equivalent standards.
  • Quality Standards-Equivalent for surgical drapes and gowns, and quality assurance certificate as per BIS standard ISO 13485.
  • Disposability: Single-use, eco-safe disposal.
  • (Vendors may provide additional product features that enhance safety, accuracy, or ease of use.)

Performance Characteristics

  • Blood flows efficiently into the collection pouch without obstruction or pooling
  • Material resists tearing or leaking when wet
  • Easy to apply by trained birth attendants with minimal setup time

Packaging Requirements

  • Primary Packaging: Individually sterile (ETO) wrapped in tamper-proof medical packaging
  • Secondary Packaging: 50 units per box/packaging, labelled with:
  • Product description
  • Lot/batch number and expiry date
  • Quantity
  • Manufacturer name and address
  • Storage conditions

Storage & Transport Conditions

  • Store in a cool, dry place away from direct sunlight
  • Operating temperature 15–45°C and humidity 30%–70%

Documentation to Accompany Each Shipment

  • Certificate of Analysis (CoA)
  • Sterility Assurance Certificate
  • Instructions for Use in English

Delivery Timeline

  • The Agency should supply the required calibrated PPH calibrated drapes, by the third week of November 2025 in the four districts. (Chhatarpur, Rajgarh, Guna, Rewa)

Eligibility Criteria 

Interested agency must:

  • Be a registered legal entity with valid PAN/GST registration.
  • Have a minimum of 3 years’ experience in supplying medical consumables or devices.
  • Provide documentary proof of quality certifications (e.g., ISO 13485, CE, WHO Prequalification).
  • Submit at least two references from previous clients for similar supplies.
  • Ensure the capacity to supply the required quantity within the stipulated time

Selection Process 

The selection of the agency will be based on: 

Profile of the agency should share the legal documents, relevant experience, references, and any other supporting information.

  • Product details, technical specifications, quality certifications, and compliance statement.
  • Manufacturing and packaging details.
  • Delivery timelines and warranty terms.

Financial Proposal: Should include

  • Per unit cost (exclusive of all taxes and transportation). The taxes and transportation cost needs to be mentioned separately.
  • Total cost for the required quantity.
  • Payment terms and validity of offer.

Submission Deadline: 8th November 2025

The Financial Proposal along with agency profile should be submitted to BGMS Indore through email at bgms.financialbid@gmail.com by EOD, 8th November 2025. The selection will be based on company relevant legal documents and lowest bidding of the proposals.

Evaluation Criteria

  • Proposals will be evaluated based on:
  • Compliance with technical specifications (mandatory).
  • Quality certifications and past performance.
  • Delivery timelines and logistical capacity.
  • Competitive pricing and value for money.
  • After-sales support and warranty terms.
  • Preference will be given to vendors meeting WHO/UNFPA/GOI quality assurance standards.

Terms and Conditions

  • BGMS reserves the right to reject any or all proposals without assigning any reason.
  • No proposal will be accepted after the deadline.
  • The successful vendor must sign a Supply Agreement within 15 days of award notification.
  • Payment will be made as per agreed contractual terms upon satisfactory delivery and inspection.
  • Any product found to be sub-standard will be replaced at no additional cost.
