1. About the Organisation
Karuna-Shechen India (operating under SRPC Trust / Shechen Clinic) is a social impact organisation implementing comprehensive programmes in healthcare, livelihood, and poverty alleviation for marginalised communities across the states of Bihar, Jharkhand, and West Bengal. The organisation is currently active in more than 500 villages across its operational areas. With a workforce of approximately 75–120 regular staff and volunteers per state, Karuna-Shechen India is committed to creating safe, respectful, and inclusive workplaces for all employees.
2. Background and Purpose
In compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act), Karuna-Shechen India has:
- Formulated and implemented a comprehensive POSH Policy
- Constituted three separate Internal Committees (ICs) — one each for its state offices in Bihar, Jharkhand, and West Bengal
As mandated under Section 4(2)(c) of the POSH Act, each IC is required to have an External Member — a person committed to the cause of women, with relevant experience in social work or law. Karuna-Shechen India invites Expressions of Interest from qualified individuals or organisations for the role of External Member across its three ICs.
3. Scope of Engagement
3.1 Core Responsibilities as External Member
- Serve as the External Member on the IC for the designated state office
- Participate in IC meetings, deliberations, and hearings as required under the POSH Act
- Conduct or guide inquiry proceedings for complaints received by the IC
- Draft or review inquiry reports, including findings and recommendations
- Provide advisory support during inquiry proceedings and closure
- Ensure procedural compliance with the timelines and requirements of the POSH Act
3.2 Capacity Building and Training (Optional/Retainership Scope)
The selected External Member(s) may also be considered for the following capacity-building engagements on a retainership or per-engagement basis:
- In-person group awareness training sessions for all staff
- Specialised capacity building for IC members
- Customised sensitisation sessions for senior management
- Follow-up assessments and refresher training
- Annual reporting support and SHE-Box guidance

Interested individuals or organisations are requested to submit the following:
- Brief profile / CV highlighting relevant experience in POSH compliance, social work, or law
- Details of prior engagements as External Member or POSH trainer (organisation names, duration, scope)
- Proposed commercials for each scope of service, with nonprofit pricing wherever applicable
- Availability for commencement and preferred mode of engagement (retainership / per-complaint)
- Any certifications, accreditations, or affiliations relevant to POSH compliance
- At least two references from prior clients or partnering organisations
