APWLD is Asia Pacific’s leading feminist, membership driven network. Our 318 members represent organisations and groups of diverse women from 31 countries and territories and provide the strength and expertise that both drives and executes our programmes. For over 35 years, APWLD has been empowering women to use law as an instrument of change for equality, justice, peace and development.
About the Proposal
Mandated by APWLD’s Constitution and By-Laws, the General Assembly, convened by the Regional Council every three years, serves as a core space for strategic planning . As APWLD’s current five-year Strategic Plan comes to an end in 2026, we are now initiating our next multi-year strategic planning process.
Amid deepening crises and worsening political and social conditions, APWLD’s strategic planning process will serve as a collective space to critically reflect on whether existing strategies are sufficiently bold and transformative to strengthen movement-building. It also offers a timely opportunity to convene members and strategic allies to deepen feminist analysis of changing geopolitical and socio-economic landscapes in and beyond the region, and to examine their implications for women, communities and movements.
Running in parallel with the strategic planning process, APWLD will undertake an external evaluation of the Strategic Plan 2022-2026 as a critical moment of collective reflection and learning. Grounded in APWLD’s feminist approach to monitoring, evaluation, and learning, the evaluation will generate findings, analysis, and recommendations, particularly on how APWLD can respond to rapidly evolving political, social, and geopolitical challenges, that will directly inform and strengthen the strategic planning process and its outcomes.
In a context of shrinking democratic and civic space, intensifying repression and growing uncertainty, this process is intended not only as an evaluation and planning exercise for the organisation, but as a movement-led space for collective reflection, shared learning and political re-imagination. It seeks to strengthen collective power, renew solidarity and open new political possibilities for resistance, care and transformative change towards a more just, inclusive and feminist future. With this vision, this work aims to engage an experienced consultant to support both the external evaluation and the strategic planning process, ensuring coherence and meaningful alignment between reflection, learning, and APWLD’s future strategic direction.
Duration
The duration of this Agreement shall be between 29 June 2026 and 30th September 2027.
Scope of Work and Responsibilities of the consultants
Given the scope and complexity of this assignment, which includes both the external evaluation and the facilitation of the strategic planning process, this work is expected to be undertaken by a team rather than an individual consultant.
The consultant/s are expected to form a team of 2–3 consultants with complementary expertise, including experience in evaluation, strategic planning, feminist/movement-based facilitation, participatory methodologies, and organisational analysis. The team should clearly outline the roles and responsibilities of each consultant, including who will serve as the lead consultant and main focal point for coordination with APWLD.
Duties and Responsibilities of APWLD
- Provide the Consultant with all necessary materials and secretariat support for the implementation of Strategic planning and External Evaluation
- Provide written comments and feedback on each draft of the draft External evaluation Inception Report, Presentation and External Evaluation Report.
- Provide written comments and feedback on each draft of the Summary report for all subregional convenings and the Regional report
- APWLD will pay the Consultant a total amount of Sixty Thousand US Dollars (US$ 60,000).
- APWLD shall not withhold any taxes so the Consultant shall be responsible for all applicable taxes.
- APWLD will meet the costs of flights, accommodation and expenses incurred for the face-to-face meetings agreed by the parties if so shall be possible.
