TERMS OF REFERENCE (TOR) FOR HYDROGEOLOGICAL STUDY IN BARDIHA VILLAGE, JHARGRAM DISTRICT, WEST BENGAL

A) Background

Water For People India Trust (hereafter referred to as Water For People India) is a public charitable trust registered in 2008 under the Indian Trust Act, 1882. The Trust is recognized as a charitable non-profit institution under Section 12AA of the Income Tax Act, 1962. The organizational goal is to design and implement initiatives relating to improving the quality of life of those most in need by providing funding and training for water, sanitation and health and hygiene programs.

 

Jhargram district lies within the lateritic and hard-rock terrain of western West Bengal, characterised by fractured crystalline formations, seasonal rainfall, and highly localised groundwater availability, making drinking water sources vulnerable to both quantity and quality issues. Bardiha village under Sandapara Gram Panchayat in Binpur-II Block, comprising 64 households and a primary school with 31 students, is currently facing acute drinking water scarcity due to the failure of the Jal Jeevan Mission (JJM) system and poor quality of existing water sources, including turbidity caused by mica particles and high iron content. Women and children travel long distances daily to collect potable water, while unsafe water is being used for school mid-day meal preparation. In this context, Water For People India Trust intends to engage a qualified Hydrogeologist to conduct a detailed hydrogeological investigation for identification of a safe and sustainable drinking water source suitable for hard-rock lateritic terrain conditions.

 

B) Objectives

The primary purpose of the study is to establish a scientifically robust framework for identifying a safe and sustainable drinking water source suitable for hard-rock lateritic terrain conditions.

 

Specific objectives include:

  • To assess the geological and hydrogeological characteristics of the project area.
  • To identify potential groundwater-bearing zones suitable for drinking water supply.
  • To conduct scientific groundwater investigations through field-based and geophysical assessments.
  • To recommend technically feasible and sustainable source development options for long-term community water supply.

C) Scope of Work

1.  Desk Review & Secondary Data Collection

  • Review available geological, hydrogeological, and groundwater-related information of the project area.
  • Collect and compile existing groundwater and borewell data from relevant departments and stakeholders, including: PHED, CGWB, Gram Panchayat and local administration, Community members and local water users
  • Review existing bore logs, drilling records, and information on failed or low-yielding sources.
  • Analyze available data related to groundwater levels, seasonal fluctuations, water quality, and aquifer conditions.

2.   Reconnaissance Survey

  • Conduct village-level reconnaissance and field verification surveys.
  • Assess the overall hydrogeological setting of the area, including Terrain and topography, Drainage pattern, Geomorphology, Existing drinking water sources, Seasonal water availability, Recharge conditions and surface runoff characteristics, Identify potential groundwater recharge zones and areas vulnerable to water scarcity.

3.   Geophysical Survey

  • The consultant shall conduct geophysical investigations using: Vertical Electrical Sounding (VES), Electrical Resistivity Tomography (ERT), wherever required.


Objectives of the survey
:

  • Delineation of weathered and fractured aquifer zones
  • Estimation of depth to bedrock and aquifer thickness
  • Identification of groundwater potential zones
  • Identification of suitable borewell locations


Minimum survey requirements:

  • Multiple VES/ERT survey points
  • GPS-referenced survey locations
  • Interpretation of lithology and aquifer characteristics
  • Preparation of resistivity profiles and hydrogeological interpretations.


4.  Borewell Siting Recommendation

Based on integrated analysis of geological, hydrogeological, and geophysical data, the consultant shall recommend:

  • Optimal borewell locations
  • Probable drilling depth
  • Expected aquifer zones and fractured depth
  • Anticipated groundwater yield potential
  • Suitable drilling methodology

D) Deliverables

  • Hydrogeological & Geophysical Survey Report with groundwater potential zone mapping.
  • Borewell Recommendation Report with GPS coordinates, drilling depth, yield potential, and suitable drilling method.
  • Hydrogeological Study Report with geological and groundwater assessment findings.
  • Field Visit Report with observations on terrain, existing water sources, and groundwater conditions.
  • VES/ERT Survey Report with resistivity interpretation and groundwater potential analysis.
  • Final Recommendation Report for sustainable drinking water source development.
  • Submission of field photographs, GPS coordinates, and survey data.

E) Timeline

The entire assignment shall be completed within 30 days from date of work order.
