Request for Proposal

 

Dharampal Satyapal Foundation (DSF) invites proposals from experienced and qualified organizations to partner in the implementation of its flagship CSR project, “Saamya”, which focuses on fostering young boys for a gender-equitable society. DSF seeks to collaborate with capable partners who share its vision of driving meaningful and lasting change.

About Saamya

 

Promoting gender equity is a core value of DSF's corporate social responsibility framework, and Saamya is the leading intervention in this area. Saamya aligns closely with this vision by working towards a gender equitable society through the active engagement of young boys aged 7 to 11, nurturing respect, empathy, and positive change from an early age.

 

Saamya is shaping a generation of young boys who reject violence, embrace positive masculinity, and actively empower themselves and those around them—especially women and girls. By fostering empathy, respect, and equality early in life, the programme aims to create a lasting cultural shift towards a truly gender-sensitive society.

 

Investing in boys during their formative years, when their values and attitudes are developing, is a meaningful strategy for building a more gender-balanced society. Gender interventions with children require an approach in which gender sensitivity is integrated into what they read, hear, and observe at school, at home, and among peers. Saamya works through this holistic approach.

 

The way gender relations, roles, biases, and stereotypes are expressed often depends on various characteristics of a community, including its culture, occupation, and social exposure. Saamya seeks to understand these factors and uses real-life examples, interactive sessions, and activities to encourage critical thinking and perspective-building among children. Through continuous and focused engagement with boys, Saamya strives to contribute to a more gender-sensitive and equitable society.

 

Saamya is being implemented in two core settings- 

  • Engage young boys (7–11 years) within communities through a long-term structured intervention model based on a gender-transformative curriculum. The programme will use interactive learning, group activities, and community engagement processes to encourage reflection on gender roles, empathy, respect, and equitable behaviour from an early age.
  •  Engage young boys in schools by implementing a structured school-based intervention model. The programme will integrate age-appropriate sessions, activities, and engagement processes within the school ecosystem to promote gender sensitivity, positive masculinities, and inclusive attitudes among students.


Saamya is also actively engaging key stakeholders such as parents, siblings, teachers, and other influential figures who significantly impact the lives of these young boys.


Purpose of RFP

 

The purpose of this RFP is to identify like-minded and aligned organizations to partner in implementing the Saamya across identified geographies in schools and communities. 

 

Responsibility of partner Organizations

 

The selected partner organizations will be responsible for delivering structured sessions, facilitating meaningful engagement with children and communities, and ensuring high-quality programme implementation in alignment with the Saamya Theory of Change. The partnership will also focus on effective monitoring, documentation, and reporting of programme processes, outcomes, and impact.

 

Deliverables of Dharampal Satyapal Foundation

 

Beyond providing financial support, Dharampal Satyapal Foundation will be responsible for setting clear objectives, providing technical guidance, continuous capacity building of team members, fostering collaboration among stakeholders, and remaining committed to the long-term implementation of the programme, along with ensuring that funds are utilized efficiently and transparently. Dharampal Satyapal Foundation will ensure regular monitoring, evaluation, and reporting to assess progress and impact. 

 

Geographical Scope & Duration

 

 

Presently, organizations that have a strong presence in the following regions may apply:

North India (Himachal Pradesh, Punjab, Jammu and Kashmir, Ladakh, Chandigarh, Uttarakhand) Northeast India ( Assam, Tripura, Arunachal Pradesh, Meghalaya, Manipur, Mizoram, Nagaland, Sikkim)

 

Dharampal Satyapal Foundation is committed to long-term implementation of the program, although the agreement may be signed on an annual basis based on program implementation and its results.

 

Eligibility Criteria

Interested NGOs should meet the following minimum criteria:

  • Registered under Societies Act / Trust Act / Section 8 Company 
  • Statutory compliances including 12A and 80G 
  • Strong local presence in proposed geography 
  • Minimum 5 years of experience working with children, gender, education, life skills, or social behaviour change programs 
  • Proven experience working with schools and/or communities 
  • The financial proposal will be discussed after the first level shortlisting
