PROJECT BACKGROUND:

The Ministry of Environment, Forest, and Climate Change (MoEF&CC), as the nodal agency, is leading the development of India’s National Adaptation Plan (NAP), an essential framework to integrate climate adaptation into India’s core development planning. Aligned with global mandates such as the Cancun Adaptation Framework and the Paris Agreement, India’s NAP aims to establish a cohesive approach to adaptation across priority sectors, enhancing resilience at national and sub-national levels. In partnership with the Ministry of Environment, Forest and Climate Change (MoEF&CC), UNDP is implementing the project “Building Climate Resilience in India by Initiating the National Adaptation Plan Process and Scaling Up Adaptation Finance” under the Green Climate Fund’s (GCF) Readiness and Preparatory Support Programme.
The project’s main objective is to enhance India’s resilience to climate risks and impacts through a comprehensive National Adaptation Plan (NAP). The NAP will guide the integration of adaptation strategies into development planning and support adaptation finance scaling. This will involve assessing climate risks, developing adaptation strategies using both scientific and traditional knowledge, and promoting inclusive, evidence-based planning at all levels.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
The position will provide research, analytical, and coordination support, to advance climate adaptation planning, and implementation initiatives, with a particular focus on India's National Adaptation Plan (NAP) process and climate finance programming. The incumbent will support knowledge generation, stakeholder engagement, project preparation, and monitoring activities while facilitating coordination with government institutions, development partners, and international climate finance mechanisms.
Duties and Responsibilities:
Research and Analytical Support
- Support preparation of background notes, briefs, and presentations on climate finance, green finance, and related policy developments.\
- Assist in compiling and synthesizing information on Union Budget announcements and climate finance trends.
- Conduct literature reviews and basic data analysis on adaptation finance, GCF, GEF, and related mechanisms.
- Compile inputs from ministries, states, and partners for project pipelines and programming documents.
- Support documentation and tracking of GCF projects, including maintaining databases and records.
- Assist in communication and follow-ups with stakeholders and implementing agencies.
Project Development Support
- Provide research and drafting support for project concept notes, PIFs, and related documents.
- Compile data, case studies, and technical inputs required for project preparation.
- Assist in reviewing project documents for completeness and alignment with guidelines.
Project Support for National Adaptation Plan (NAP) Processes
- Provide analytical and documentation support to the development and implementation of India’s National Adaptation Plan (NAP).
- Assist in compiling sectoral implementation strategies, inputs, data, and evidence across priority sectors.
- Support coordination with line ministries, state governments, and technical partners for NAP related activities.
- Assist in organizing consultations, workshops, and stakeholder meetings under the NAP process.
- Prepare background notes, summaries, and presentations on NAP components and progress.
- Support tracking of NAP-related activities, timelines, and deliverables.
- Assist in documenting best practices, case studies, and lessons learned from NAP implementation.
- Coordinate the implementation of activities under GCF NAP project
Stakeholder Coordination and Event Support
- Support organization of meetings, workshops, and consultations (including logistics and background materials).
- Prepare meeting summaries, minutes, and action points.
- Assist in coordination with central ministries, state governments, and development partners.
Knowledge Management and Communication
- Support collection, organization, and dissemination of relevant information, reports, and knowledge products.
- Assist in preparing presentations, briefs, and communication materials.
- Maintain repositories of documents, project information, and key resources.
- Assist in compiling inputs for international submissions under the United Nations Framework Convention on Climate Change (UNFCCC), including SBI, SBSTA, and COP processes.
- Provide background research and logistical support for participation in international meetings.
Reporting and Administrative Support
- Assist in preparation of progress reports, work plans, and documentation.
- Track timelines, deliverables, and follow-ups across activities.
- Support other tasks as assigned by supervisors.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Master’s degree or equivalent in Environment Management or other related fields will be given due consideration.
Experience:
At least 3 years post-master’s degree.
Required Skills:
- Experience of working with the Government organizations/Ministries is required.
- Experience in the usage of office equipment and office soft- ware packages (MS Word, Excel, etc), experience in handling of web-based management systems.
- Experience in working with climate change policies, environment domains and climate finance.

5. LANGUAGES:
Fluency in English and Hindi both written and spoken.
6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)
7. CONSULTANCY FEE:
The monthly consultancy fee for the position shall be commensurate with the Government norms, as applicable for the position. The professional fee will be subject to withholding taxes, as applicable.
8. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
