Consultant - Field Coordinator

1. POSITIONS VACANT: Consultant - Field Coordinator, International Not-for-Profit Organization, Shillong, Meghalaya.

2. ORGANISATIONAL BACKGROUND:

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant Field Coordinator for its TIFA Project to design and operationalize a comprehensive, risk-based zoonotic disease surveillance and prevention system in animal wet markets in Shillong using an intersectoral approach. The Field Coordinator will be responsible for day-to-day implementation of project activities at intervention sites and will serve as the primary field-level focal point for engaging identified stakeholders. The position will support routine biosafety assessments, behaviour change interventions, community-based surveillance, GIS-based data collection, and timely reporting of unusual health events to strengthen surveillance at the animal–human interface. S/he will be responsible for the following work;

Key Job Responsibilities: 

(1) Inception, market orientation and baseline assessment;
(a) Participate in orientation on project objectives, wet market surveillance, biosafety and reporting protocols;

(b) Support identification and profiling of assigned wet markets, vendors, handlers and other relevant stakeholders;

(c) Conduct baseline assessment of biosafety practices, animal handling, sanitation and other priority risk factors using approved tools;

(d) Establish regular engagement and communication mechanisms with market stakeholders;

(e) Submit baseline and field engagement report;

(2) Routine Biosafety Monitoring and Risk Identification;

(a) Conduct regular field visits and routine assessments of biosafety and hygiene practices in assigned markets;

(b) Monitor adherence to recommended practices related to PPE, hand hygiene, animal handling, waste management and cleaning/disinfection;

(c) Identify and document gaps and potential zoonotic risk factors;

(d) Provide immediate feedback to vendors/handlers and facilitate corrective actions;

(e) Maintain updated field monitoring records and submit monthly report;

(3) Behaviour Change and Market Stakeholder Engagement;

(a) Conduct regular engagement sessions with vendors, animal handlers and market personnel to promote safer practices;

(b) Support implementation of behaviour change and risk communication activities using approved materials;

(c) Identify barriers to adoption of recommended biosafety practices and communicate findings to the project team;

(d) Follow up with market stakeholders to assess adoption and compliance;

(e) Document engagement activities, participation and key observations;

(4) Community-Based Surveillance and Event Reporting;

(a) Strengthen routine identification of unusual health events, animal morbidity/mortality and other potential zoonotic signals within assigned markets;

(b) Facilitate timely reporting and escalation of identified events through established reporting mechanisms, including relevant IDSP-IHIP pathways where applicable;

(c) Maintain event logs and support verification/follow-up of reported signals;

(d) Conduct field-level awareness and reporting orientation for market stakeholders;

(e) Submit surveillance and event-reporting summary;

(5) Compliance Monitoring and Corrective Action Follow-up;

(a) Conduct follow-up assessments to monitor changes in biosafety and risk-reduction practices;

(b) Track implementation of corrective actions identified during previous assessments;

(c) Identify persistent compliance gaps and high-risk practices requiring additional intervention;

(d) Support targeted behaviour change and risk mitigation activities in high-risk markets;

(e) Consolidate field data and provide regular updates to the State Coordinator/technical team;

(6) Final Assessment, Documentation and Handover;

(a) Conduct final field assessment of biosafety compliance, behaviour change and reporting practices across assigned markets;

(b) Consolidate field monitoring data, event reports, stakeholder engagement records and corrective-action tracking;

(c) Document key achievements, lessons learned, persistent gaps and recommendations for sustaining biosafety and surveillance practices;

(d) Prepare and submit final assessment and field documentation report;

(e) Support handover of relevant records, tools and monitoring information to the project /State technical team;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) Applicants must have bachelor’s degree in social sciences/Life Sciences/Social work or a related discipline;
(2) Minimum 2-5 years of experience in field implementation of public health, community health, disease surveillance, or development programmes;

(3) Experience in community mobilization, field data collection, monitoring, or behaviour change communication is desirable;

(4) Familiarity with public health programmes, disease surveillance, or One Health initiatives will be an advantage;

(5) Experience working with government departments, community organizations, or development partners is preferred;

Skills and Competencies:

(1) Good interpersonal, communication, and stakeholder engagement skills;

(2) Ability to work independently in field settings and interact effectively with diverse stakeholders;

(3) Proficiency in Microsoft Office applications and digital data collection tools is desirable;

(4) Fluency in English and the local language of the respective state will be an advantage;

(5) Willingness to undertake extensive travel within the assigned project area;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

9. NATURE OF CONTRACT:

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Seven months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
