Strengthening India’s capacity to prevent, detect, and respond to emerging health threats is a national and global priority. The complexity of health security demands technical leadership to ensure that interventions align with international standards and global best practices while responding to India’s unique context.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Our client is hiring for the position of Consultant - Health Financing:
Key Job Responsibilities:
(1) Undertake select KIIs for further insights on the issue & to assess practical application of the white paper content;
(2) Finalize the edits based on the KIIs and identify the channel/partner through which it can be taken ahead;
(3) Conduct a desk review of OOPE drivers (diagnostics, nutrition, and wage loss), carry out 5–7 quick interviews with DTOs, NGOs, and 1–2 healthcare providers, and map the patient journey across both public and private sectors;
(4) Develop one feasible DSF model (e.g., TB Care Wallet/ adherence incentive) including benefit design, flow of funds;
(5) Provide inputs in design and implementation of innovation challenge;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience
(1) Advanced degree (PhD/MD/MPH/MSc or equivalent) in public health, microbiology, epidemiology, veterinary sciences, or related fields;
(2) Minimum 15 years of progressive experience in global health security, including
work with international organizations and national public health institutions (e.g.,
NCDC);
(3) Proven expertise in global health frameworks and national infectious disease
programmes (IHR, GHSA, One Health, IDSP, pandemic preparedness);
(4) Demonstrated ability to design and advise on complex health security programs at national and international levels:
(5) Strong leadership, mentoring, and relationship-building skills with senior government counterparts and global agencies;
(6) Excellent written and oral communication skills in English; knowledge of Indian
context and systems highly desirable.
Skills and Competencies:
(1) Demonstrated ability to multitask and work in a multicultural;
(2) Ability to produce documents and coordinate activities independently;
(3) Ability to handle a variety of assignments under pressure of deadlines;
(4) Excellent organizational skills required;
(5) Ability to work effectively as part of a team and with diverse stakeholders;
5. CONSULTANCY FEE: The overall consultancy fee budgeted for the assignment, for the period of 3 months, is INR 9,50,000/- (9,00,000 consultancy + 50,000 travel)
6. LOCATION: Remote

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement, initially offered until July 31, 2026.The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
