Job Description
1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, Dehradun, Uttarakhand.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Senior Technical Advisor will provide high-level strategic and technical guidance to design, refine, and implement innovative activities under the Global Health Security portfolio. With extensive experience across international and national agencies (WHO, FAO, NCDC, USAID, and others), the Advisor will help shape interventions that withstand global benchmarking, foster cross-sectoral convergence, and contribute to India’s leadership in global health security. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Strategic Technical Guidance;
(a) Provide high-level technical expertise on the design and roll-out of new and existing Global Health Security initiatives in India like Epidemic ready PHC, one health demonstration model, and similar other;
(b) Advise on interventions that reflect global best practices and can serve as models for other countries;
(c) Ensure alignment of project activities with International Health Regulations (IHR), Global Health Security Agenda (GHSA), and India’s national priorities;
(2) Policy and Systems Strengthening;
(a) Guide development of policies, frameworks, and systems for sustainable GHS interventions, including One Health, disease surveillance, and emergency preparedness;
(b) Provide inputs to strengthen institutional mechanisms across ministries (Health, Animal Husbandry, Environment, etc.);
(3) Innovation and Convergence;
(a) Advise on design of innovative convergence models across human, animal, and environmental health sectors;
(b) Recommend scalable solutions for surveillance, diagnostics, and response that can be piloted and institutionalized;
(4) Capacity Strengthening and Mentorship;
(a) Mentor technical teams to build next-generation leadership in GHS in India;
(b) Provide guidance for training curricula, knowledge resources, and capacity-building initiatives for government and partners;
(5) Partnerships and Advocacy;
(a) Facilitate linkages with global and national technical agencies, academic institutions, and implementing partners;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have an advanced degree (PhD/MD/MPH or equivalent) in public health, epidemiology, veterinary sciences, or related fields;
(2) Minimum 25 years of progressive experience in global health security, including work with international organizations (WHO, FAO, USAID, or equivalent) and national public health institutions (e.g., NCDC);
Skills and Competencies:
(1) Proven expertise in global health frameworks (IHR, GHSA, One Health, pandemic
preparedness);
(2) Demonstrated ability to design and advise on complex health security programs at
national and international levels;
(3) Strong leadership, mentoring, and relationship-building skills with senior government counterparts and global agencies
(4) Excellent written and oral communication skills in English; knowledge of Indian context and systems highly desirable;
(5) Demonstrated ability to multitask and work in a multicultural;
(6) Ability to produce documents and coordinate activities independently;
(7) Ability to handle a variety of assignments under pressure of deadlines;
(8) Excellent organizational skills required;
(9) Ability to work effectively as part of a team and with diverse stakeholders;
(10) Demonstrated analytical skills for data collection and reporting;
(11) Proficiency in using technology for communication and data management. Proficiency in computer skills particularly MS Office;
(12) Excellent English, Hindi and/or local language communication skills;
(13) Demonstrated skills on communications and knowledge management;
(14) Willingness and flexibility to work on a wide range of tasks;
5. CONSULTANCY FEE: Consultancy budgeted for the position is INR 10,04,200/-.
6. LOCATION: Dehradun, Uttarakhand

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Four months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
