Job Description
1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, Lucknow, Uttar Pradesh.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant will work closely with the NHM Quality Division and relevant state stakeholders to analyze program data, develop dashboards and reports, support review meetings, validate facility-level information, and generate actionable recommendations for improving service quality and performance. The position is based in Lucknow and involves regular coordination with state and district-level health officials, program managers, and technical teams. The consultant will report to the designated Jhpiego State Program Officer/Team Lead and work in close collaboration with NHM Uttar Pradesh. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) AAM KPI and Reporting Analysis:
(a) Compile and validate district-level AAM reporting data;
(b) Analyze key performance indicators and reporting compliance;
(c) Identify low-performing districts and facilities;
(d) Conduct comparative district performance assessments;
(e) Develop KPI dashboards, analytical reports, and performance improvement recommendations.
(2) NQAS-Certified Facilities and AAM Analysis:
(a) Compile and validate state-wide NQAS-certified facility database;
(b) Verify National Identification Number (NIN) mapping and identify data gaps;
(c) Analyze internal assessment scores and district-wise AAM grading status;
(d) Conduct deferred facility analysis and identify performance gaps;
(e) Develop district comparison reports, dashboards, and presentations;
(f) Produce a consolidated state report on NQAS-certified facilities and AAM grading;
(3) eSanjeevani Teleconsultation Analysis;
(a) Validate active spoke and hub registration databases;
(c) Map NINs and identify duplicate, inactive, and dormant users;
(d) Conduct district-wise teleconsultation trend analysis;
(e) Assess hub-spoke utilization, average consultations, and service performance;
(f) Analyze teleconsultation quality indicators and service gaps;
(g) Develop performance dashboards and recommendations to improve utilization and data Quality;
(4) Reporting, Coordination and Review Support;
(a) Coordinate with state quality teams for data collection and validation;
(b) Prepare monthly progress reports and review presentations;
(c) Support state review meetings through data analysis and follow-up tracking;
(d) Submit final consolidated consultancy reports, dashboards, and presentations;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have MBBS, BDS, BAMS, BHMS, or equivalent health professional qualification and Master's in Public Health (MPH), Health Management, Hospital Administration, or related field preferred;
(2) Minimum 3–5 years of experience working with government public health programs;
Skills and Competencies:
(1) Demonstrated experience in quality certification initiatives such as NQAS and/or NABH;
(2) Experience supporting Comprehensive Primary Health Care (CPHC) programs and health system strengthening i initiatives;
(3) Familiarity with Ayushman Bharat, NHM structures, government health systems, and stakeholder engagement;
(4) Previous experience working with NHM Uar Pradesh will be an added advantage;
(5) Experience in data analysis, program monitoring, reporting, and dashboard development;
Technical Competencies;
(1) Strong understanding of Comprehensive Primary Health Care (CPHC);
(2) Knowledge of Ayushman Arogya Mandirs (AAMs);
(3) Expertise in NQAS, (or similar domains including NABH, LaQshya, MusQan, Kayakalp, and other national quality initiatives;
(4) Knowledge of eSanjeevani telemedicine plaorm and digital health systems;
(5) Understanding of public health programs, NHM processes, and health system strengthening approaches;
(6) Data management, analytics, and interpretation skills;
Functional Competencies
(1) Advanced proficiency in MS Excel, PowerPoint, and data visualization;
(2) Report writing, documentation, and presentation development;
(3) Monitoring and evaluation (M&E) skills;
(4) Program planning, coordination, and implementation support;

5. CONSULTANCY FEE: The consultancy fee for One month INR 85,000/- deliverables based) The Consultant CTC for 1.5 months INR 2,20,000/- (consultancy +M&IE +Stay + travel).

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of 1.5 months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
