Job Description

1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, New Delhi.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The overall objective of this consultancy is to support the DM Cell in building the capacity needs of PHEOC staff and key health emergency management stakeholders to strengthen individual and institutional readiness for health emergency response in India. S/he will be responsible for the following work;

 

Key Job Responsibilities: 


(1) Capacity Building Support;
(a) Support the planning, coordination, and logistical management of training workshops, peer-learning events, and other capacity-building initiatives outlined in the programme calendar;

(b) Liaise with State PHEOC Coordinators, State Health Departments, and partner organisations to ensure timely nomination of participants and operational readiness for all training activities;

(c) Compile, analyse, and report on training operations across PHEOCs to track programme progress and identify areas for enhancement;


(2) Stakeholder Coordination and Partnership Management;
(a) Maintain regular communication and coordination with key institutional stakeholders, including NCDC, NDMA, SDMA, state health departments, and technical partners involved in PHEOC strengthening;

(b) Represent the programme in DM Cell coordination meetings, inter-agency technical working groups, and relevant review forums to ensure alignment of efforts;
(c) Support the establishment and functioning of a multi-stakeholder platform or community of practice for PHEOC professionals and health emergency managers in India;

(3) Operationalization of Health Emergency Operation Centres;

(a) Work closely with state counterparts to support the systematic operationalization of Health Emergency Operation Centres, ensuring alignment with national guidelines and operational protocols;

(b) Identify operational gaps, follow up on emerging challenges, and coordinate with the DM Cell and state authorities to facilitate timely resolution;

(c) Strengthen data management practices within PHEOCs, including data flow processes, dashboards, and generation of actionable insights for decision-makers;

 

(4) Facilitation of Simulation Exercises;

(a) Design and develop tabletop exercises (TTXs), functional drills, and full-scale simulation exercises focused on infectious disease outbreaks and other public health emergencies;

(b) Lead the demonstration, coordination, and execution of simulation exercises in collaboration with state institutions and technical partners;

(c) Facilitate After-Action Reviews (AARs) to capture lessons learned, identify system gaps, and integrate insights into programme refinement;

(d) Prepare detailed documentation and reports for all simulation exercises conducted across states.


(5) Monitoring, Evaluation, and Knowledge Management;

(a) Develop and oversee a Monitoring and Evaluation (M&E) framework to assess training coverage, competency enhancement, and institutional strengthening across PHEOCs;
(b) Maintain and update a comprehensive training tracker, and generate periodic progress reports for the DM Cell and associated stakeholders;

(c) Document best practices, success stories, and key learnings to support institutional knowledge management, programme improvement, and potential models for scale-up or replication;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:
(1) Applicants must have a Master degree in Public Health, Epidemiology, Health Management, Disaster Management, or a closely related field.;
(2) At least 4–8 years of progressively responsible experience in health emergency management, public health preparedness, or disaster risk reduction in India;

Skills and Competencies:

(1) Demonstrated experience in conducting training needs assessments and designing competency-based capacity building programmes, preferably in public health emergency or health systems contexts;
(2) Working knowledge of Public Health Emergency Operations Centre (PHEOC) functions, Emergency Operations Centre (EOC) management, and/or Incident Command/ Management Systems (ICS/IMS);
(3) Familiarity with national and international frameworks relevant to health security: IHR (2005), NAPHS, Sendai Framework, WHO Health Emergency and Disaster Risk Management (Health EDRM) Framework;

(4) Prior experience working with or within Government of India health emergency management structures (NCDC, NDMA, MoHFW, State Disaster Management Authorities or any technical agencies);
(5) Exposure to simulation exercise design and facilitation (tabletop, functional, or full-scale exercises) in public health or emergency management settings;

(6) Knowledge of e-learning platform development and blended learning methodologies;

(7) Experience working within UN, bilateral donor, or international NGO programme environments;
(8) Certification in ICS/NIMS, WHO Health Cluster, or equivalent emergency management training is an advantage;


5. CONSULTANCY FEE: Consultancy fee budgeted for the position is INR 12,50,000/- Deliverable based Consultancy fee + Travel.

8. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Six months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
