Job Description
1. POSITIONS VACANT: Consultant - Lab Strengthening, International Not-for-Profit Organization (INPO), New Delhi.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant is to provide technical and operational support for laboratory systems strengthening activities, including development of technical documentation, preparation of technical materials, and technical support to procurement processes for laboratory equipment, reagents, and consumables required under the project. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Technical Content and Knowledge Product Development;
(a) Develop laboratory Standard Operating Procedures (SOPs) and operational protocols required under the project;
(b) Draft and organize technical guidance documents, laboratory process documentation, and implementation materials for supported laboratory activities;
(c) Develop technical presentations, briefing materials, background notes, and technical slide decks for meetings, workshops, and stakeholder engagements;
(d) Prepare knowledge products related to laboratory activities under the project and training contents for capacity building of laboratory staff at various levels;
(2) Documentation and reporting;
(a) Review existing laboratory documentation and support improvement in structure, clarity, and standardization of technical documents;
(b) Support compilation and organization of laboratory-related technical resources developed under the project;
(c) Support in drafting technical progress reports, activity summaries, and project documentation related to laboratory strengthening activities;
(d) Compile reports from states on laboratory services, review and provide technical feedback to the team to improve actions;
(3) Field assessments and hand-on support;
(a) Visit states and laboratories to assess infectious disease testing processes;
(b) Gather insights to draft recommendations for strengthening laboratory services to support infectious disease outbreaks;
(c) Advocacy with the state and/districts to expand laboratory testing for infectious diseases based on the local context and needs;
(d) Technical support to design laboratory services for advanced or routine testing, including specimen transport and laboratory operation optimization;
(4) Procurement of Laboratory Consumables/ Equipment;
(a) Develop and finalize technical specifications for laboratory equipment, diagnostic kits, reagents, and consumables required under the project;
(b) Prepare procurement documentation, including technical specifications, quantities, and technical requirement notes for laboratory commodities;
(c) Contribute to quantification and forecasting of laboratory reagents, kits, and consumables required for project-supported activities;
(d) Provide technical clarifications during procurement processes, including responding to vendor queries and supporting specification-related discussions;
(e) Support documentation related to delivery, installation, and operational readiness of laboratory equipment procured under the project;
(f) Assist in maintaining records of laboratory equipment and commodities supported through the project;
(g) Support technical verification of delivered equipment, diagnostic kits, and reagents against procurement specifications where required;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must an Advanced degree in Microbiology, Molecular Biology, Medical Laboratory Sciences, Public Health, or related discipline;
(2) At least 3–5 years of relevant professional experience in laboratory systems, diagnostic laboratory operations, or laboratory program implementation;
Skills and Competencies:
(1) Experience in development of technical documentation such as SOPs, laboratory guidelines, or operational protocols;
(2) Experience in procurement of laboratory equipment, diagnostics, reagents, or laboratory consumables;
(3) Experience in preparing technical reports, presentations, or documentation for laboratory or public health programs;
(4) Experience working with government laboratories, research institutions, or development projects is desirable;
(5) Strong understanding of laboratory diagnostic workflows and equipment requirements;
(6) Ability to develop technical specifications and procurement documentation for laboratory Commodities;
(7) Strong technical writing, documentation, and presentation development skills;
(8) Ability to work effectively as part of a team;
(9) Ability and willingness to travel;
(10) Familiarity with the Indian public health system, newer initiatives in the health sector, and relevant government policies/ strategies particularly National Health Mission, and Ayushman Bharat;
5. CONSULTANCY FEE: The consultancy fee budgeted for the position is INR 12,50,000/- including (consultancy + M&IE + Stay + travel as per actual).

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of six months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
