Job Description
1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, Patna, Bihar.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The consultant will document the IPSI-supported CPHC strengthening model in Bihar and Uttar Pradesh and to develop high-quality knowledge products that support learning, replication, and policy engagement. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Inception and Desk Review;
(a) Review key program documents, including proposals, implementation frameworks, training materials, monitoring dashboards, and supervision tools;
(b) Review systems and processes related to Data Validation Committees, supportive supervision, and facility-level data use;
(c) Conduct consultations with program leadership and implementation teams at state, district, and block levels;
(d) Develop a detailed work plan, documentation framework, and outline key deliverables;
(2) Field Observation and Stakeholder Consultation;
(a) Conduct field visits to IPSI-supported intervention areas in Bihar and Uttar Pradesh;
(b) Observe the functioning of Health & Wellness Centers and CPHC service delivery processes;
(c) Document implementation of data use systems, supervision mechanisms, and governance processes;
(d) Capture case studies and field narratives highlighting innovations and impact;
(3) Documentation of IPSI CPHC Strengthening Model;
(a) Develop a comprehensive documentation report capturing the IPSI-supported model;
(b) Describe the program context, health system challenges, and rationale for interventions;
(c) Document the design and implementation architecture of the initiative;
(d) Capture governance and coordination mechanisms across district, and block levels;
(e) Describe systems for data-driven decision-making, including DVCs and facility-level data use;
(f) Document supportive supervision models, peer learning systems, and capacity-building strategies;
(g) Highlight the Learning Lab approach, including design, implementation, and dissemination;
(h) Identify key challenges, adaptive strategies, and lessons learned;
4. Development of Knowledge Products;
(a) Develop concise and user-friendly Implementation Playbooks for Bihar and Uttar Pradesh (separately), detailing processes, tools, and replication guidance;
(b) Document capacity-building processes, including design, testing, and dissemination of training approaches;
(c) Develop communication and advocacy materials tailored for government and development partners;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have a Postgraduate in Design, Public Health, Social Sciences, or related field;
(2) Minimum 5–8 years of experience in research, behaviour change, or development programs;
Skills and Competencies:
(1) Qualitative Research & Field Assessment;
(2) Technical Writing & Knowledge Product Development;
(3) Communication Skills & Adaptability & Problem-Solving;
5. CONSULTANCY FEE: The overall consultancy fee budgeted for the position is INR 4,30,000/-.
6. LOCATION: Patna, Bihar

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Three months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
