Job Description

1. POSITIONS VACANT: Consultant - Senior Program Manager, International Not-for-Profit Organization, Patna, Bihar.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant - Senior Program Manager is based at Patna, Bihar. The position will work closely with the state office teams for implementation of project. The projects focus on strengthening programs pertaining to Comprehensive Primary Healthcare. S/he will be responsible for the following work;

 

Key Job Responsibilities: 


(1) Work closely with state teams to develop, implement, and monitor project activities for strengthening Urban Primary Health Care, including development of roadmaps, work-plans, activity reports, and technical documentation;
(2) Liaise and coordinate with stakeholders at district and state level, including health departments, Urban local body and community structures, to ensure effective implementation of project deliverable;

(3) Assist in developing technical content for communication materials, job aids, and tools for health providers and community;

(4) Support monitoring and evaluation activities, including data collection, analysis, and preparation of progress reports for project review and decision-making;

(5) Perform other duties as assigned by the supervisor to ensure smooth functioning of the project and achievement of objectives;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Applicants must have a MBBS/ BDS/ BAMS/ BHMS/B. Tech is preferred with an essential master’s in public health (MPH), diploma in public health (DPH) or post-graduation in health management;
(2) At least 8 to 12 years of experience of working with government programs and systems for large scale public health programs, especially health systems strengthening interventions;

Skills and Competencies:

(1) Technical knowledge and experience in health programs in the high focus states of India;

(2) Knowledge of latest GoI NP-NCD and CPHC program guidelines, program management structures, Program Implementation plan (PIP) process;

(3) Familiarity with the Indian health system, key stakeholders, and relevant government policies / strategies— particularly Ayushman Bharat and National Health Mission;

(4) Demonstrable experience and competency in managing diverse objectives with government and multiple stakeholders;
(5) Strong written and oral communication skills in English and Hindi;

(6) Direct experience of independently liaising with government health functionaries, state level administrators and other development partners;

(7) Proficiency in writing technical and programmatic documents such as assessment reports, training materials, program reports etc;

(8) Technically proficient with up-to-date knowledge and skills required for the assigned task;

(9) Ability to handle a variety of assignments under pressure of deadlines;
(10) Microsoft Office computer skills, proficiency in Word, Excel and PowerPoint;

(11) Good Communication (verbal & written in local language and English);
(12) Computer Proficiency (Excel, Word, PowerPoint etc);
(13) Good interpersonal skills;
(14) Attentive to detail, and maintain a positive attitude;
(15) Ability to manage multiple and simultaneous responsibilities;
(16) Ability to maintain confidentiality of all medical, financial, and legal information;
(17) Good documentation skills;


5. CONSULTANCY FEE: The overall consultancy fee budgeted for the assignment, for the period of 6 months, is INR 9,00,000/- (consultancy +M&IE +Stay + travel).

8. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Six months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
