Job Description

1. POSITIONS VACANT: Consultant - Senior Programme Manager, International Not-for-Profit Organization, Mumbai & Telangana.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant - Senior Programme Manager - HIV will work under the Reaching Impact, Saturation, and Epidemic Control (RISE) HIV project and support the critical HIV activities and achieving the national goal of 95-95-95 through HIV testing and integrated care and comprehensive services. S/he will be responsible for the following work;

 

Key Job Responsibilities: 


(1) Provide strategic and technical leadership for implementation of RISE HIV project activities across Mumbai and Telangana, aligned with the national goal of 95-95-95;
(2) Support state teams in planning, implementation, and monitoring of HIV prevention, testing, treatment, and care services;

(3) Provide technical assistance for integration of HIV services with other national health programs (NHM, TB, Hepatitis, NCDs);

(4) Lead data-driven program management, including analysis of program indicators, identification of gaps, and development of corrective action plans;

(5) Strengthen monitoring & evaluation systems, ensuring data quality, reporting, and use of platforms such as SIMS, NACO dashboards, and PEPFAR reporting formats (DATIM);

(6) Coordinate with government stakeholders (NACO, SACS, NHM), PEPFAR, and other partners for effective program implementation;

(7) Provide capacity building and supportive supervision to healthcare providers, program staff, and implementing partners;

(8) Lead documentation, reporting, and dissemination of best practices, success stories, and program learnings;

(9) Ensure compliance with donor guidelines, reporting requirements, and programmatic Accountability;

(10) Support development of annual work plans, budgets, and program reviews;       


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Applicants must have a postgraduate degree in Public Health / Community Medicine / Social Sciences / Health Management or related field;
(2) Minimum 10 years of experience in the field of HIV/AIDS, with demonstrated expertise in program management;

Skills and Competencies:

(1) Proven experience working with Government of India Public Health programs at national/state level;

(2) Prior experience working on PEPFAR-supported projects and familiarity with donor reporting systems (e.g., DATIM) is highly desirable;

(3) Strong understanding of India’s National AIDS Control Programme (NACP), including testing strategies, ART services, and prevention interventions;

(4) Experience in program planning, implementation, monitoring & evaluation, and stakeholder coordination;
(5) Demonstrated experience in capacity building, supervision, and team management;

(6) Strong technical knowledge of HIV prevention, care, treatment, and program integration;

(7) Excellent skills in data analysis, interpretation, and program decision-making;

(8) Strong understanding of health systems strengthening and public health approaches;

(9) Ability to work effectively with government officials, donors, and multiple stakeholders;

(10) Excellent communication, presentation, and report writing skills;

(11) Strong organizational and problem-solving skills with attention to detail;

(12) Proficiency in program management tools and reporting platforms;

(13) Willingness to travel frequently across project locations;


5. CONSULTANCY FEE: The consultancy fee budgeted for the positions is INR 15.80 - 27.10 Lacs

 

6. No. of Vacancy: Two Vacancies (1 Mumbai & 1 Telangana)

8. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Three months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
