Consultant - State Coordinator

1. POSITIONS VACANT: Consultant - State Coordinator, International Not-for-Profit Organization, Kohima, Nagaland.

2. ORGANISATIONAL BACKGROUND:

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State Coordinator/ Officer based Nagaland, for its TIFA Project to design and operationalize a comprehensive, risk-based zoonotic disease surveillance and prevention system in animal wet markets in Kohima using an intersectoral approach. The State Coordinator will serve as the primary focal point for city-level implementation, coordinating with government departments and local stakeholders to ensure effective implementation of the project activities. The role will support implementation of GIS mapping, biosafety monitoring, capacity building of wet market personnel, community-based surveillance, and reporting through the Integrated Disease Surveillance Programme (IDSP) and Integrated Health Information Platform (IHIP).

The State Coordinator will work closely with municipal authorities, State Health Departments, Animal Husbandry Departments, Food Safety Authorities, market management committees, and other stakeholders to strengthen multisectoral coordination and ensure timely implementation of project activities. S/he will be responsible for the following work;

Key Job Responsibilities: 

(1) Inception, stakeholder mapping and implementation planning;
(a) Mapping and engagement plan for Municipal authorities, Health Department, Animal Husbandry/Veterinary Services, Food Safety Department, market committees and other stakeholders;

(b) Identify and prioritize wet markets for intervention;

(c) Baseline assessment of existing market level systems, biosafety practices, workforce capacity and community reporting mechanisms;

(d) City-level coordination and monitoring plan with roles and responsibilities;

(2) GIS Mapping and Implementation Systems;

(a) Coordinate development and validation of a geo-referenced wet market registry and GIS mapping;

(b) Facilitate collection and validation of market-level data required for spatial risk assessment;

(c) Coordinate with GIS/technical teams for market risk categorization and prioritization;

(d) Establish implementation monitoring and reporting mechanisms;

(e) Facilitate stakeholder validation of mapped markets and priorities;

(3) Biosafety Monitoring and Corrective Action;

(a) Coordinate implementation of biosafety and biosecurity measures in prioritized wet markets;

(b) Facilitate market-level assessments using approved checklists;

(c) Identify gaps related to sanitation, animal handling, PPE, waste management and other risk-control measures;

(d) Develop and track corrective-action plans with relevant authorities and market stakeholders;

(e) Submit an implementation and compliance monitoring report;

(4) Wet Market Workforce Capacity Building;

(a) Coordinate training/orientation of wet market personnel, inspectors, vendors, animal handlers and other relevant stakeholders;

(b) Support training on zoonotic risks, biosafety, safe animal handling, early warning signs and reporting mechanisms;

(c) Track training participation and completion;

(d) Conduct post-training follow-up to assess application of learning and remaining capacity gaps;

(e) Document training outputs and lessons learned;

(5) Community-Based Reporting and IDSP-IHIP Linkage;

(a) Coordinate implementation of community-based reporting mechanisms for unusual health events and potential zoonotic risks associated with wet markets;

(b) Facilitate linkages between market/community reporting mechanisms and relevant IDSP-IHIP channels;

(c) Orient stakeholders on reporting pathways, escalation mechanisms and feedback loops;

(d) Monitor functionality and timeliness of reporting and response mechanisms;

(e) Prepare a summary of reported events and actions taken;

(6) Multi-Sectoral Coordination and Performance Monitoring;

(a) Conduct periodic multi-sectoral review meetings with government and market stakeholders;

(b) Monitor implementation against agreed indicators across GIS, biosafety, capacity building and community reporting;

(c) Consolidate information from different components to identify implementation gaps and priority risks;

(d) Coordinate corrective actions and track closure of identified gaps;

(e) Submit a city-level implementation progress and performance report;

(7) Final Assessment, Sustainability and Institutionalization;

(a) Conduct final assessment of implementation progress, coverage and functionality of coordination mechanisms;

(b) Consolidate achievements, challenges, lessons learned and good practices;

(c) Develop recommendations for sustaining GIS-based market monitoring, biosafety oversight, workforce capacity building and community reporting;

(d) Facilitate final government stakeholder review and agreement on continuation mechanisms;

(e) Submit a comprehensive final report with supporting documentation, monitoring records and recommendations for scale-up;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) Applicants must have Postgraduate degree in Public Health, Health Management, Epidemiology, Life Sciences, Veterinary Sciences, Social Sciences, or a related discipline;
(2) Minimum 3-5 years of experience in public health programme implementation, disease

surveillance, health systems strengthening, or multisectoral development programmes;

(3) Experience working with State Health Departments, municipal authorities, or other government agencies is desirable;

(4) Familiarity with India's public health programmes, particularly IDSP, IHIP, and One Health initiatives, will be an advantage;

Skills and Competencies:

(1) Strong field implementation, coordination and follow-up skills;

(2) Experience in project coordination, stakeholder engagement, field implementation, monitoring, and reporting;

(3) Strong organizational, coordination, and interpersonal skills with the ability to work across multiple sectors;

(4) Excellent verbal and written communication skills;

(5) Ability to work independently, manage competing priorities, and deliver results within timelines;

(6) Proficiency in Microsoft Office applications and report writing;

(7) Willingness to undertake frequent travel within the project state;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. NATURE OF CONTRACT:

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Seven months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
