Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant Team lead- Animal Health based in New Delhi for its TIFA Project to design and operationalize a comprehensive, risk-based zoonotic disease surveillance and prevention system in animal wet markets in Shillong and Kohima using an intersectoral approach. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Inception and baseline assessment;
(a) Mapping of key stakeholders, including Animal Husbandry, Municipal authorities, market committees, veterinary services and regulatory agencies;
(b) Baseline assessment of selected wet markets covering animal species, market operations, animal handling practices, morbidity/mortality reporting, existing inspection systems and biosafety practices;
(c) Identification of priority animal-health and zoonotic risk areas at the animal–human interface;
(2) Veterinary Risk Indicators and Surveillance Framework;
(a) Develop veterinary public health risk indicators for wet markets;
(b) Develop animal morbidity and mortality trigger lists and risk categorization criteria;
(c) Identify priority animal species, practices and market activities associated with increased zoonotic spillover risk;
(d) Develop a framework for systematic collection, reporting and review of animal-health information;
(3) Tools, SOPs and Protocols;
(a) Develop/adapt veterinary inspection and monitoring checklists for wet markets;
(b) Develop/adapt biosafety and biosecurity protocols for animal handling and pre-slaughter activities;
(c) Develop SOPs for identification, documentation and reporting of animal morbidity, mortality and unusual events;
(d) Facilitate technical review and validation of tools with relevant stakeholders;
(4) Pilot Implementation, Capacity Building, Surveillance and Intersectoral Coordination;
(a) Pilot veterinary surveillance tools, checklists and trigger mechanisms in selected wet markets;
(b) Conduct orientation and capacity-building sessions for veterinary staff, market inspectors, animal handlers and relevant stakeholders;
(c) Document implementation gaps and user feedback;
(d) Revise tools and protocols based on pilot findings;
(e) Facilitate coordination between Animal Husbandry, Health, Municipal and Regulatory Authorities;
(f) Support joint/periodic market inspections and follow-up of identified gaps;
(g) Prepare a summary of surveillance findings and corrective actions;
(5) Risk Analysis and Mitigation;
(a) Compile and analyse animal-health surveillance data from monitored wet markets;
(b) Develop/strengthen veterinary risk profiles for selected markets;
(c) Provide animal-health data inputs for integration into broader zoonotic risk assessment/GIS-based risk mapping;
(d) Identify high-risk practices/markets and recommend targeted risk mitigation measures;
(e) Document good practices and lessons learned;
(6) Final Assessment, Institutionalization and Handover;
(a) Conduct end-line assessment of veterinary surveillance and risk-management systems;
(b) Finalize veterinary risk indicators, trigger lists, inspection checklists and biosafety protocols based on implementation learning;
(c) Prepare final consultancy report documenting activities, surveillance findings, key risks, interventions, outcomes and recommendations;
(d) Develop recommendations for institutionalization and sustainability of veterinary surveillance within market systems;
(e) Handover of tools, datasets, reports and knowledge products to designated state stakeholders;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have Graduate degree in veterinary sciences. Preferred: Masters/PhD;
(2) Minimum 5 to 7 years of relevant experience in animal health, zoonotic diseases, or public health;
(3) Solid understanding of animal health systems, zoonotic disease dynamics, and AMR;
(4) Ability to work effectively as part of a team and with diverse stakeholders;
(5) Demonstrated analytical skills for data collection and reporting;
Skills and Competencies:
(1) Proficiency in using technology for communication and data management;
(2) Strong communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders;
(3) Proficiency in relevant computer software and data analysis tools;
(4) Familiarity with the Indian public health system, newer initiatives in the health sector, and relevant government policies/ strategies particularly the National Health Mission, and Ayushman Bharat;
(5) Ability and willingness to travel for workshops and coordination activities;
5. CONSULTANCY FEE: The consultancy fee budget for per month will be INR 177,000/- deliverables based).

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Seven and a half months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
