1. POSITIONS VACANT: GIS Consultant, International Not-for-Profit Organization, New Delhi.

2. ORGANISATIONAL BACKGROUND:

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The GIS Consultant will be based in Delhi, with need-based travel to Shillong and Kohima for field validation, spatial data collection and verification, stakeholder consultations, and technical support to project implementation teams. The position will also work closely with national and state-level stakeholders, GIS/technical teams, public health and veterinary experts, and relevant government departments to ensure that GIS outputs are technically robust, contextually relevant and actionable for program decision-making. S/he will be responsible for the following work;

Key Job Responsibilities: 

(1) Inception, GIS framework and data architecture;
(a) Identify and define spatial vulnerability indicators relevant to wet-market zoonotic risk;

(b) Develop GIS data architecture and standardized data collection templates for wet markets and vulnerability indicators;

(c) Identify required geospatial, epidemiological, environmental, demographic and infrastructure datasets and their sources;

(d) Establish standardized protocols for recording latitude/longitude, data validation, metadata and spatial quality assurance;

(2) Geo-referenced wet market registry and primary spatial mapping;

(a) Develop a geo-referenced registry of identified wet markets in Shillong and Kohima;

(b) Capture and validate latitude/longitude and key attributes for each market;

(c) Map wet market locations along with available administrative boundaries and relevant base layers;

(d) Initiate mapping of animal-source locations, including farms and other relevant live-animal supply points;

(e) Prepare preliminary spatial database and maps for project review;

(3) Spatial vulnerability indicator mapping and field validation;

(a) Conduct field visits to Shillong and Kohima for spatial data verification and stakeholder consultations;

(b) Capture/validate coordinates for key vulnerability indicators, including animal farms by species, seasonal animal congregation points, livestock markets/ haats, water bodies /wetlands and carcass/waste disposal sites;

(c) Map schools, healthcare facilities, highways/major roads/transport corridors and other relevant infrastructure;

(d) Map proximity to interstate/international borders and forest-fringe areas;

(e) Document field validation findings and update GIS layers accordingly;

(4) Spatial analysis and risk indicator development;

(a) Generate spatial layers and proximity/buffer analyses around wet markets;

(b) Analyse proximity to animal farms, congregation points, transport corridors, water bodies, waste/carcase disposal sites, forest fringes and borders;

(c) Develop standardized spatial vulnerability indicators and scoring parameters;

(5) Composite zoonotic risk modelling and decision-support outputs;

(a) Integrate spatial vulnerability indicators with epidemiological and market-level risk factors;

(b) Develop/refine composite zoonotic risk scoring methodology for wet markets;

(c) Generate thematic maps, dashboards and other decision support visualizations for program and government stakeholders;

(6) Final GIS risk assessment, validation and institutionalization;

(a) Finalize geo-referenced wet market registry and all spatial vulnerability layers for Shillong and Kohima;

(b) Validation of spatial outputs with project and relevant government stakeholders;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) Applicants must have master’s degree in Geography, Geoinformatics, GIS, Remote Sensing, Spatial Epidemiology, Public Health, Environmental Science, Data Science, or a related discipline;
(2) Minimum 3–5 years of relevant professional experience in GIS, geospatial analysis, spatial epidemiology, disease mapping, environmental risk assessment, or related applications;

(3) Demonstrated experience in developing GIS-based spatial databases, geo-referenced registries, spatial risk maps and vulnerability assessments;

(4) Experience working with multi-layered spatial datasets, including demographic, environmental, infrastructure, health, animal/livestock and administrative datasets;

(5) Experience in field-based GPS/geospatial data collection, coordinate validation and ground-truthing;

(6) Experience in developing spatial risk assessment models, proximity/buffer analysis, spatial scoring and risk stratification will be preferred;

(7) Experience in public health, infectious diseases, zoonoses, One Health, veterinary public health or environmental health applications will be an advantage;

(8) Experience working with government departments, public health programs, research institutions or development partners will be desirable;

(9) Willingness and ability to undertake field travel to Shillong and Kohima for spatial data verification, stakeholder consultations and technical support;

Skills and Competencies:

(1) Advanced proficiency in ArcGIS, particularly ArcGIS Pro, for spatial data management, geoprocessing, spatial analysis, map production and risk mapping;

(2) Ability to integrate and analyse multiple GIS layers to develop composite spatial risk scores and risk categories;
(3) Experience with ArcGIS Online/ArcGIS Dashboards or similar GIS-based visualization and decision-support platforms will be an advantage;

(4) Strong analytical and problem-solving skills with the ability to translate complex spatial data into actionable programmatic insights;

(5) Strong understanding of spatial epidemiology, environmental risk factors and human– animal–environment interfaces;

(6) Ability to work with multidisciplinary teams, including public health, veterinary, municipal, food safety and GIS professionals;

(7) Strong stakeholder coordination and communication skills, including the ability to present GIS findings to government and non-technical stakeholders;

(8) Strong attention to detail and commitment to data accuracy, spatial validation and quality assurance;

(9) Ability to work independently, manage multiple deliverables and meet tight timelines;

(10) Strong documentation, report-writing and presentation skills;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

9. NATURE OF CONTRACT:

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Seven and a half months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
