3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Jhpiego is hiring for the position of Manager/ Assistant Manager - Compliance based in New Delhi.

 

Working with all stakeholders, the Manager/ Assistant Manager - Compliance will identify risks that hinder the achievement of Jhpiego 's objectives, assess the adequacy of internal control systems, recommend appropriate measures to reduce associated risks, and test the compliance level of transactions as per donor, statutory and Johns Hopkins University/ Jhpiego norms.

 

With the support and oversight of the Country Director or nominee, the post-holder will provide guidance, training and compliance oversight in the areas of Finance & Administration, Procurement, Human Resources, and Award/ Sub-award management at the India Country Office and field offices. The Manager/ Assistant Manager - Compliance will work closely with the Senior Management Team and all relevant departments/ functions as required.

 

The position reports to the Country Director or nominee, with technical reporting to the Senior Director Compliance.

 

4. KEY ROLES AND RESPONSIBILITIES

 

A. Governance, Compliance & Internal Controls

(1) Conduct regular compliance reviews and risk assessments to ensure effectiveness and efficiency of operations, compliance with policies, procedures, statutory laws and industry best practices; and provide recommendations and advice on improvements to Jhpiego 's systems and procedures.

(2) Work with the Country Director or nominee, Senior Director Compliance, Director Finance, and other Jhpiego senior staff members at country level or in the US office to ensure that internal control processes and systems are adequate to minimize risks.

(3) Through technical assistance and spot-checking, verify that country programmes comply with donor rules and regulations, applicable organizational policies and pertinent US and host country laws.

(4) Assist in developing a list of best practices for implementing and improving internal controls and regularly orient and train staff in the best practices. Ensure compliance with US laws and regulations pertaining to debarment, anti-terrorist laws and Indian laws.

(5) Work closely with the Senior Director Compliance and the global compliance team to review policy and procedure documents, revise tools and templates, and make recommendations to improve compliance monitoring.

 

B. Risk Management

(6) Mitigate risk through active monitoring and close review of country office practices and procedures. Work actively with the finance team and country leadership team to identify and mitigate risks.

(7) Proactively identify emerging compliance risks and recommend mitigation strategies.

(8) Develop and maintain a compliance risk register and track mitigation actions.

Compliance Monitoring & Reporting

(9) Develop an annual compliance review work plan based on the country office project portfolio to ensure full compliance coverage. The annual plan should include routine monthly and quarterly compliance reviews as well as additional compliance activities identified at the country level.

(10) Update and report to the Country Director, Senior Director Compliance and other senior office staff on the status of the implementation of internal compliance recommendations on a regular basis.

(11) Serve as a member on one or more of Jhpiego 's Internal Compliance Review teams, as needed.

 

C. Sub-award Monitoring & Oversight

(12) Ensure that Jhpiego complies with Johns Hopkins University and Jhpiego 's sub-award monitoring policies and procedures. Work with senior management and partner organizations to implement improvements, if required. Develop and maintain Jhpiego 's programme for monitoring and oversight of sub-recipients. Perform and document monitoring visits to sub-recipients as needed.

 

D. Audit & Financial Compliance Support

(13) Assist the Finance team in execution of all types of external audits and reviews, including management responses and action to be taken. Track findings and recommendations from audits and ensure that they are implemented in a timely manner.

(14) Assist the Finance team in conducting and documenting the annual Internal Controls over Financial Reporting Review and questionnaire requirement by statutory auditors.

 

E. Investigations & Ethics

(15) Immediately report gross misconduct or suspected fraudulent activities to the Country Director, Chief Operating and Financial Officer, and Senior Director Compliance.

(16) Conduct special investigations and analytical projects, as needed.

 

F. Other Responsibilities

(17) Work on any other special projects assigned by the Country Director and/or Senior Director Compliance.

 

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

 

Required Qualifications/ Experience/ Knowledge

(1) Bachelor’s degree in accounting or finance is essential.

Master's degree, Qualified Chartered Accountant and/or Certified Internal Auditor qualification shall be preferred.

(2) Strong working knowledge of Indian regulatory frameworks, including Income Tax and GST provisions, and FEMA/ RBI regulations applicable to NGOs.

(3) Minimum of seven years' professional experience serving in a compliance function with an international non-governmental organization; or minimum of seven years' internal or external audit experience with an audit firm, including experience in auditing NGOs.

(4) Work exposure to other developing countries is desirable.

(5) Demonstrated proficiency in information technology, particularly computer-assisted audit techniques, including capacity to navigate financial systems such as QuickBooks Enterprise and/or SAP.

(6) Knowledge of US Government donor rules and regulations.

 

Skills and Competencies

(1) Ability to present information effectively and efficiently to senior management and concerned programme managers.

(2) Ability to work with mathematical concepts as they relate to auditing and fiscal analysis, including accounting and budget.

(3) Reasoning ability to define problems, collect data, establish facts, draw valid conclusions, and make implementable recommendations.

(4) Excellent communication and report-writing skills.

(5) Strong interpersonal skills and ability to work in a multi-disciplinary team set-up and be a team player. Ability to interact skilfully and diplomatically with various counterparts.

(6) Sound judgement, ability to work independently, under pressure, and to ensure confidentiality.

(7) Ability and willingness to travel internally and throughout the country. There could be a need to travel internationally, and the candidate should possess a valid passport.

(8) Computer literacy, particularly in the use of MS Word, Excel and PowerPoint. Exposure to QuickBooks is preferable.
