3. JOB DESCRIPTION / RESPONSIBILITIES:

 

The Officer, Data & Evaluation will anchor and lead all Research, Monitoring & Evaluation (RM&E) related activities at the State level. Based in Jharkhand, the position will report directly to the Senior Lead, Implementation, with dotted-line reporting to the Senior Lead, Data and Evaluation – RM&E at the Country Office in Delhi.

 

The role will involve regular travel within the state for monitoring and technical support and will contribute to strengthening government-led monitoring systems, assessments, data collection and analysis, and the use of data for decision-making. The incumbent will serve as the key point of contact for all RM&E functions at the State level and work closely with programme teams, government stakeholders and the India Country Office RM&E team to ensure the quality implementation of Monitoring & Evaluation processes.

 

Key Job Responsibilities:

 

(1) Lead the planning, coordination, and execution of Research, Monitoring & Evaluation (RM&E) activities at the State level in line with program and government priorities;

(2) Coordinate with district teams and government officials to ensure smooth data collection, validation, and reporting processes. -driven decision-making;

(3) Provide technical support to government stakeholders to strengthen their monitoring

and reporting systems;

(4) Support in the planning and execution of government-led assessment;

(5) Support the design and implementation of field studies, surveys, and evaluations in collaboration with State and Country office, Delhi;

(6) Ensure regular data quality checks and adherence to data protocols;

(7) Analyse and synthesize data to generate actionable insights and evidence for program improvements;

(8) Support in refining the existing government monitoring dashboard, visualization and data summaries;

(9) Support in building the capacity of government counterparts and program teams in data collection, monitoring, data quality measures and evaluations;

(10) Actively participate in review meetings and ensure data-driven discussions and action planning;

(11) Work closely with supervisors to prepare high-quality reports, briefs, case studies, and presentations for internal stakeholders, donors, and government partners;

(12) Liaise with district and national teams, as well as government and technical partners, to ensure alignment and coherence in RM&E efforts;

(13) Support state-level planning, donor visits, and strategic discussions with relevant dataand insights;

(14) Carry out any other responsibilities assigned by the reporting manager or organizational

leadership.

(15) Identify key issues around program quality and links between monitoring and evaluation

and quality assurance and improvement.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Postgraduate degree in Social Sciences, Education, Public Policy, Development Studies or a related field;
(2) Minimum five (05) years of experience in monitoring and evaluation, preferably in the education sector;
(3) Experience with Foundational Literacy and Numeracy (FLN) is desirable;
(4) Proficiency in Microsoft Excel, Power BI and SurveyCTO;
(5) Ability to undertake, interpret and analyse qualitative research;
(6) Ability to travel regularly for monitoring, evaluation and technical support;
(7) Strong verbal and written communication skills in English and Hindi.

 

Skills and Competencies:
(1) Strong analytical, coordination and project management skills;
(2) Ability to collate reports into compelling presentations and learning briefs;
(3) Ability to tailor learning insights to decision-making needs within Room to Read;
(4) Ability to multitask effectively, manage multiple priorities and meet deadlines in a fast-paced environment;
(5) Willingness and aptitude for knowledge sharing, mentoring, presenting and peer review.

 

5. IDEAL CANDIDATE PROFILE:

 

The ideal candidate is an experienced Monitoring and Evaluation professional with at least five years of relevant experience, preferably within the education sector, and a strong understanding of data collection, data quality, monitoring systems, assessments and evaluations. Experience with Foundational Literacy and Numeracy (FLN) would be desirable. The candidate should be proficient in Microsoft Excel, Power BI and SurveyCTO and able to analyse and synthesise data into actionable insights for programme improvement and decision-making.

The role is particularly suited to a collaborative, analytical and well-organised professional who can work effectively with programme teams, government stakeholders, district and national teams, donors and technical partners. The candidate should be comfortable providing technical support, strengthening government monitoring and reporting systems, building stakeholder capacity, preparing high-quality reports and presentations, and travelling regularly across Jharkhand for monitoring, evaluation and technical support.
