Role Context:
Pure Earth is building out its programme in Nepal to address lead exposure and other toxic pollution risks. The Program Manager will support strategic direction and successful programme implementation, working with government, technical partners, communities and other stakeholders to strengthen lead exposure assessment, pollution mitigation, monitoring, prevention and policy responses.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Program Manager (Consultant) Nepal will report to the Regional Director, Asia, Pure Earth, and work closely with the Country Director, India, Technical Advisors, and functional teams including MEL, Communications and Finance at both the India office and Pure Earth Headquarters.
The position will be engaged through Pure Earth Global.
The position will combine programme leadership and delivery, planning, monitoring and evaluation, stakeholder engagement, policy support, team oversight and coordination with technical experts and partners.
(A) Program Management:
(1) Support the strategic direction and execution of Pure Earth initiatives in Nepal, ensuring programme objectives are met and activities respond to host-country and donor priorities.
(2) Develop and oversee work plans and timelines to meet project milestones, including budget oversight, resource allocation, partner engagement and staff/consultant management.
(3) Engage with government agencies to promote regulatory solutions and support development of local and national policies focused on toxic metal management.
(4) Work with partners to review existing and develop new policies and regulations to address toxic pollution.
(5) Work with technical experts to implement source-analysis studies, response plans and exposure-mitigation activities.
(B) Program Planning:
(1) Work closely with Regional and Technical teams and partners to develop a high-quality country programme and work plan appropriate to the Nepal context, complementary to government and donor development plans and aligned with Pure Earth’s vision and mission.
(2) Strengthen programmes based on analysis of the local country context and coordinate implementation of project activities with technical partners and staff locally and at Headquarters.
(C) Monitoring & Evaluation (M&E):
(1) Lead implementation of M&E in line with project goals, using data and evidence to monitor effectiveness, assess progress and adapt activities to improve outcomes.
(2) Lead data-collection efforts on lead exposure and sources, ensuring findings inform programme implementation and stakeholder education.
(3) Promote learning and adaptation through data-driven insights and support accurate, timely reporting to donors and stakeholders.
(D) Stakeholder Engagement and Partner Relationship Management:
(1) Cultivate and strengthen relationships with government agencies and local, national and regional organisations.
(2) Engage industry representatives, community organisations and the public to align efforts and share evidence on lead exposure assessment, pollution mitigation, monitoring and prevention.
(3) Collaborate with academic institutions for knowledge-sharing, research and evidence-based programme design and implementation.
(4) Advocate for appropriate policy reforms and stronger regulatory frameworks concerning lead exposure monitoring, response and prevention.
(5) Facilitate workshops and other engagement platforms to inform and educate communities and stakeholders.
4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:
Qualifications
Master’s degree in Environmental Science, Public Health or a related field.
Experience
Essential:
(1) 10–15 years of experience managing large-scale, multi-stakeholder programmes, including strong exposure to government engagement, institutional coordination and programme delivery across complex operating environments.
(2) Background in environmental or public health programmes, particularly those addressing lead (Pb) pollution, contaminated sites or food-related exposure risks.
(3) Strong understanding of regulatory issues related to environmental health and toxic substance management.
(4) Solid programme-management experience, including field implementation.
Preferred:
(1) Prior experience working with an international NGO or in a large-scale, multi-state or multi-partner programme environment.
(2) Experience supervising and mentoring teams and coordinating multidisciplinary technical inputs.
(3) Experience developing evidence-based solutions to complex environmental health challenges.
Skills and Competencies
(1) Excellent interpersonal and communication skills, including stakeholder management, team building, management and capacity building.
(2) Professional fluency in English.
(3) Working knowledge of Nepali and/or other relevant local languages is required.
(4) Ability and willingness to travel within Nepal and regionally, as required.
(5) Applicants must have authorisation to work in Nepal.
5. IDEAL CANDIDATE:
The ideal candidate will be a senior programme professional with substantial experience managing complex, multi-stakeholder environmental health and/or public health programmes. They will combine strong programme-delivery discipline with the ability to work across government, technical experts, research institutions, civil society, industry, communities and development partners.
The role will particularly suit candidates who understand environmental-health regulation and policy processes, are comfortable working with evidence and data, can translate technical inputs into practical programme action, and can build trusted relationships with government and other stakeholders.
6. COMPENSATION OFFERED:
Gross compensation offered for the position is competitive and aligned with remuneration offered by other international non-profits for similar roles. The offer made to the selected candidate shall be commensurate with experience, suitability, and salary history.
