PROJECT BACKGROUND:
India’s rapidly expanding electrical and electronic equipment (EEE) sector is a key driver of
economic growth, digital transformation, and industrial development. However, the sector’s
largely linear production and consumption model-characterized by high material intensity, short
product lifecycles, and limited recovery of secondary resourceshas resulted in growing resource
inefficiencies and a significant increase in electronic waste (e-waste). E-waste contains
hazardous substances such as heavy metals, persistent organic pollutants (POPs), and other
toxic chemicals, and in India a substantial share continues to be managed by the informal
sector using unsafe and environmentally unsound practices, posing serious risks to human
health, environmental quality, and long-term sustainability.
Transitioning the electronics sector towards a circular economy offers a strategic pathway to
address these challenges holistically. Beyond improving environmentally sound management of
e-waste, circularity enables more efficient use of materials, recovery of critical and precious
resources, longer product lifetimes through repair, refurbishment and reuse, and reduced
dependence on virgin raw materials. As such, addressing e-waste challenges is not only an
environmental imperative but also an economic and industrial opportunity to strengthen
domestic value chains, enhance resource security, promote innovation, and create safe, formal,
and inclusive livelihoods across the electronics ecosystem.
UNDP in partnership with the Ministry of Electronics and Information Technology (MeitY) is
implementing the project namely “Accelerating transition to a circular economy in India’s
electrical and electronic sector through sustainable integrated approaches” with funding from
the Global Environment Facility (GEF). The project is a five-year initiative and aims to integrate
circular economy principles in the electrical and electronic sector by implementing measures
throughout the entire value chain of products till their end-of-life (including recycling and
disposal) through the proposed interventions:
· Strengthen the institutional mechanisms and develop knowledge-based interventions including design of innovative economic models.
· Improve practices, systems and technologies for the EEE Manufacturing and its Supply
Chain through prevention methods and socio-technical ESM models/pilots aimed for future replication.
· Improve the e-waste management ecosystem by deploying investments, prevention measures, infrastructures and technologies for POPs and UPOPs and heavy metals
emissions/releases reduction in e-waste processing.
· Make information and knowledge accessible, raise awareness and build networks and
partnerships to facilitate knowledge sharing among the EEE sector stakeholders,
national and subnational Governments, and link national action to international/global
programmes on e-waste.
The Centre for Materials for Electronics Technology (CMET) in Hyderabad is the implementing partner of the Ministry of Electronics and Information Technology (MeitY) for the project. To support effective implementation, a Project Management Unit (PMU) will be established in CMET Hyderabad to provide overall coordination, implementation and resource management support for the project. UNDP seeks to engage a Project Manager to oversee the day-to-day coordination, implementation, and monitoring of the project under the supervision and guidance of the officer in charge of the project at CMET.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
The Project Manager will be responsible for the day-to-day management and execution of the project on behalf of CMET, ensuring timely and effective delivery of project outputs in line with the approved Project Document and Annual Work Plans. The Project Manager will play a central role in ensuring effective, timely, and high-quality implementation of the project by coordinating technical, operational, and administrative processes, supporting governance mechanisms, and fostering collaboration among stakeholders.
Duties and Responsibilities:
Under the overall supervision of the National Project Coordinator, Ministry of Electronics and
Information Technology, the Project Associate will undertake the following responsibilities:
1. Overall Project Management and Coordination
· Manage the overall conduct and implementation of the project in accordance with the approved Project Document and Annual Work Plans (AWPs).
· Coordinate all project activities to ensure timely delivery of outputs and achievement of project objectives.
· Provide leadership and day-to-day supervision to the PMU staff, ensuring effective coordination, clear task allocation, performance oversight, and timely delivery of project activities and outputs.
2. Planning, Implementation and Resource Mobilization
· Lead the preparation, implementation, and periodic updating of Annual Work Plans and budgets in consultation with MeitY and UNDP.
· Implement project activities by managing project personnel; overseeing procurement of goods and services; engaging and supervising consultants and contractors; coordinating with responsible parties; including drafting terms of reference, work specifications, and ensuring quality and timely delivery of all outputs. Ensure that project activities are implemented efficiently, in compliance with applicable policies, procedures, and standards.
3. Monitoring, Risk Management and Quality Assurance
· Monitor project progress against agreed timelines, milestones, and GEF Core indicators
· Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports.
· Identify deviations from plans and take timely corrective actions in consultation with MeitY and UNDP.
· Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans.
· Maintain and regularly update project risk registers and ensure risks and issues are proactively managed.
· Ensure quality assurance of project outputs and deliverables.
4. Reporting and Governance Support
· Prepare and submit periodic progress reports, financial updates, and other required documentation to MeitY, UNDP, and the Project Steering Committee (PSC).
· Present key deliverables, reports, Annual Work Plans, risk assessments, and proposed adjustments to the PSC and Technical Advisory Committee (TAC) for review and approval, as required.
· Support meetings of the PSC, TAC, and other governance bodies, including preparation of agendas, background notes, and follow-up on decisions.
· Ensure that the indicators included in the project results framework are monitored annually in advance of the GEF Project Implementation Report (PIR) submission deadline so that progress can be reported in the GEF PIR.
5. Financial Coordination and Operational Oversight
· Coordinate with relevant programme and operations units of MeitY and the UNDP Country Office on matters related to disbursements, commitments, and expenditures.
· Ensure effective follow-up on payments, contractual obligations, and operational matters related to project implementation.
· Work closely with the Project Finance and Administrative Assistant to ensure sound financial management and documentation.
6. Stakeholder Engagement and Communication
· Facilitate coordination and collaboration with government agencies, industry stakeholders, research institutions, civil society organizations, and other partners involved in the project.
· Support stakeholder consultations, workshops, and knowledge-sharing activities under the project.
· Contribute to communication and development of knowledge materials in line with UNDP and MeitY guidelines.
7. Compliance and Safeguards
· Ensure compliance with UNDP Environmental and Social Standards (ESS), gender equality and social inclusion requirements, and GEF policies.
· Support audits, evaluations, and oversee activities, including timely response to recommendations.
· Provide support for completion of assessments required by UNDP, spot checks and audits.
· Support in preparing Mid-term review and Terminal Evaluation process.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Master’s degree (or higher) in engineering, environmental sciences, public policy, economics, management, sustainability, or a related field is required.
Experience:
· At least 10 to 12 years of relevant professional experience in project management, programme implementation, or coordination of multi-stakeholder projects, preferably in the areas of environment, sustainability, circular economy, waste management, or industrial development.
· Prior experience working with government agencies, international organizations, or large-scale development projects, preferably in the chemicals and waste management or in the electrical and electronic sector
· Prior experience in coordinating with government agencies, NGOs, or technical institutions is an asset.
· Prior experience with donor-funded projects, UN agencies, or development sector projects will be an asset.
Required Skills:
Knowledge and Technical Expertise:
· Strong proficiency in project planning, coordination, and implementation, including preparation of work plans, timelines, and progress reports.
· Solid understanding of circular economy principles, e waste management, electronics value chains, or related sustainability and industrial development themes.
· Ability to interpret technical, financial, and policy documents, including feasibility studies, technical reports, and regulatory frameworks.
· Demonstrated analytical and problem-solving skills, with the ability to identify implementation risks and propose practical mitigation measures.
· Experience coordinating with multiple stakeholders, including government agencies, technical institutions, consultants, and private sector actors.
· Excellent drafting and technical writing skills for reports, terms of reference, concept notes, and presentations.
· Strong communication and presentation skills, with the ability to engage effectively with both technical experts and non-technical stakeholders.
Competencies:
Technical Competencies
· Knowledge of national and international policies, regulations and best practices related to circular economy, e-waste management, extended producer responsibility (EPR), and sustainable electronics.
· Familiarity with India’s National Electronics Policy, Schemes and Programmes of the electronics sector, E waste (Management) Rules, 2022 and related techno-legal and compliance frameworks governing the electrical & electronic sector.
· Experience in coordinating or supporting the design and delivery of technical studies, pilots, capacity-building programmes, or policy-oriented interventions in chemicals & waste management/ circular economy.
· Ability to understand and integrate environmental, social, and gender considerations into project planning and implementation, including informal sector engagement.
Core Competencies:
· Ability to translate strategic objectives into practical, implementable project activities and solutions.
· Proven ability to work effectively with government institutions, technical agencies, private sector stakeholders, academia, and civil society organizations.
· Strong organizational and prioritization skills, with a results-oriented approach to project delivery.
· Ability to adapt to evolving project needs and manage implementation in a dynamic, multi-stakeholder environment.
· Commitment to achieving measurable outcomes and delivering high-quality technical and operational outputs within agreed timelines.
5. LANGUAGES:
Excellent knowledge of written and spoken English is essential.
6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)
7. CONSULTANCY FEE:
The monthly consultancy fee for the position is budgeted at INR 1,34,093/-. The professional fee will be subject to withholding taxes, as applicable.
8. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
