PROJECT BACKGROUND:
India’s rapidly expanding electrical and electronic equipment (EEE) sector is a key driver of economic growth, digital transformation, and industrial development. However, the sector’s largely linear production and consumption model-characterized by high material intensity, short product lifecycles, and limited recovery of secondary resourceshas resulted in growing resource inefficiencies and a significant increase in electronic waste (e-waste). E-waste contains hazardous substances such as heavy metals, persistent organic pollutants (POPs), and other toxic chemicals, and in India a substantial share continues to be managed by the informal sector using unsafe and environmentally unsound practices, posing serious risks to human health, environmental quality, and long-term sustainability.
Transitioning the electronics sector towards a circular economy offers a strategic pathway to address these challenges holistically. Beyond improving environmentally sound management of e-waste, circularity enables more efficient use of materials, recovery of critical and precious
resources, longer product lifetimes through repair, refurbishment and reuse, and reduced dependence on virgin raw materials. As such, addressing e-waste challenges is not only an environmental imperative but also an economic and industrial opportunity to strengthen domestic value chains, enhance resource security, promote innovation, and create safe, formal, and inclusive livelihoods across the electronics ecosystem.
UNDP in partnership with the Ministry of Electronics and Information Technology (MeitY) is implementing the project namely “Accelerating transition to a circular economy in India’s electrical and electronic sector through sustainable integrated approaches” with funding from the Global Environment Facility (GEF). The project is a five-year initiative and aims to integrate circular economy principles in the electrical and electronic sector by implementing measures throughout the entire value chain of products till their end-of-life (including recycling and
disposal) through the proposed interventions:
· Strengthen the institutional mechanisms and develop knowledge-based interventions including design of innovative economic models.
· Improve practices, systems and technologies for the EEE Manufacturing and its Supply
Chain through prevention methods and socio-technical ESM models/pilots aimed for future replication.
· Improve the e-waste management ecosystem by deploying investments, prevention measures, infrastructures and technologies for POPs and UPOPs and heavy metals
emissions/releases reduction in e-waste processing.
· Make information and knowledge accessible, raise awareness and build networks and
partnerships to facilitate knowledge sharing among the EEE sector stakeholders,
national and subnational Governments, and link national action to international/global
programmes on e-waste.
The Centre for Materials for Electronics Technology (CMET) in Hyderabad is the implementing partner of the Ministry of Electronics and Information Technology (MeitY) for the project. To support effective implementation, a Project Management Unit (PMU) will be established in CMET Hyderabad to support day-to-day coordination, implementation, monitoring and reporting. The Project Officer - Finance will support the PMU by ensuring sound financial management, accurate record-keeping, compliance with applicable rules and procedures, and effective administrative support for project implementation.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
The Project Officer - Finance will be responsible for supporting financial management, administrative coordination, and fiduciary compliance of the project. The role focuses on maintaining accurate financial records, supporting budget monitoring and reporting, validating financial documentation, and ensuring compliance with UNDP, GEF, and Government of India financial rules and procedures.
Duties and Responsibilities:
Under the overall supervision of the Project Manager, the Project Officer - Finance will undertake the following responsibilities:
1. Financial Management & Record-Keeping
· Maintain accurate and up-to-date records of project funds, expenditures, and commitments.
· Ensure all project-related financial documentation is properly filed, well organized, and readily available for review by the Project Manager, UNDP, and auditors.
· Monitor project expenditures and ensure funds are utilised in accordance with the approved Project Document, annual work plans, and budget allocations.
2. Budget Monitoring & Compliance
· Review project expenditures and ensure that funds are utilized in accordance with the approved Project Document, Annual Work Plans, and Government of India financial rules and procedures.
· Review annual budgets and expenditure reports, and promptly flag any discrepancies, variances, or compliance issues to the Project Manager.
3. Financial Monitoring, Validation, and Reporting
· Validate and certify Funding Authorization and Certificate of Expenditure (FACE) forms and Utilization Certificates (UCs) prior to submission to MeitY.
· Consolidate financial progress reports submitted by responsible parties involved in project implementation.
· Liaise with responsible parties to follow up on financial documentation, utilization reports, and progress updates related to project funds.
4. Administrative Support
· Provide logistical and administrative support for project meetings, workshops, trainings, field visits, and governance meetings (PSC/TAC), including coordination of travel, venue arrangements, and documentation, in line with applicable procedures.
· Support administrative processes related to contracts, vendor payments, travel, meetings, procurement coordination, and other operational requirements to ensure timely and efficiency implementation of project activities.
· Coordinate with CMET and UNDP operations teams to facilitate smooth administrative and logistical arrangements for project implementation.
5. Support Project Management
· Provide timely and accurate financial information to support project planning, implementation, and management decisions.
· Support preparation of financial inputs for project progress reports, reviews, and governance meetings.
6. Other Responsibilities
· Perform any other finance or administration-related tasks assigned by the Project Manager to ensure smooth project operations.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Master’s degree in commerce, accounting, finance, business administration, or a related field.
Experience:
· Minimum of 5 to 8 years of relevant professional experience in project implementation, coordination, field-based programmes, or operational roles, preferably in environment, sustainability, waste management, or development projects.
· Experience with UNDP, GEF, or other donor-funded projects under NIM will be an advantage.
Required Skills:
· Sound knowledge of financial management, accounting principles, and administrative procedures.
· Familiarity with Government of India financial rules and procedures; experience with UNDP NIM and FACE processes is an asset.
· Strong ability to maintain accurate financial records and supporting documentation.
· Proficiency in MS Excel, Word, and basic financial management tools.
· Experience in budget monitoring, expenditure tracking, and financial reporting.
· Good communication and coordination skills for liaising with project teams, partners, and finance units.
· High level of integrity, discretion, and professionalism in handling financial information.
Core Competencies:
· Strong attention to detail and accuracy in financial record keeping.
· Good understanding of financial rules, compliance, and reporting requirements.
· Ability to manage multiple tasks and meet deadlines.

5. LANGUAGES:
Excellent knowledge of written and spoken English is essential.
6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)
7. CONSULTANCY FEE:
The monthly consultancy fee for the position is budgeted at INR 92,619/-. The professional fee will be subject to withholding taxes, as applicable.
8. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
