Job Description

1. POSITIONS VACANT: Senior Consultant - Health Systems Strengthening, International Not-for-Profit Organization, New Delhi.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant will work to provide strategic and technical leadership to design, strengthen, implement, and scale health system interventions using AI, digital health, and technology-enabled approaches, while ensuring strong monitoring, evaluation, learning, and government ownership. The consultant will support the development of practical, policy-aligned, evidence-driven solutions that improve system performance, service delivery, data use, accountability, and sustainability within public health programmes. Some areas of work are outlined below. Deliverables will be specified and finalised at the time of issuing contract/ assignment/ work order. S/he will be responsible for the following work;

 

Key Job Responsibilities: 

 

(1) Strategic advisory and health systems strengthening;
(a) Provide high-level technical advice on health systems strengthening strategies, with emphasis on service delivery, information systems, governance, workforce capacity, and data-driven decision-making;

(b) Identify priority use cases where AI, digital health, and enabling technologies can address bottlenecks in programme management, service coverage, quality, efficiency, or equity;
(c) Support the development of roadmaps, concept notes, implementation strategies, and investment cases for digital and AI-enabled health system interventions;


(2) AI, digital health, and technology design;
(a) Lead or advise on the design, adaptation, and operationalization of digital health and AI solutions aligned with national health priorities, regulatory requirements, and institutional capacities.
(b) Review existing digital ecosystems, interoperability needs, data governance arrangements, and system readiness for deployment or scale-up;
(c) Guide solution architecture discussions across product, data, implementation, and policy teams to ensure usability, feasibility, and sustainability;


(3) Monitoring, evaluation, and learning;
(a) Develop or strengthen monitoring, evaluation, and learning frameworks for ongoing/ proposed projects and interventions, including theory of change, indicators, data collection tools/ plans, learning questions, and reporting structures;

(b) Ensure monitoring covers implementation fidelity, functionality, adoption, performance, user feedback, and outcome measurement, consistent with project descriptions;

(c) Support evaluation design, routine review of key performance indicators, synthesis of findings, and translation of evidence into programme improvement and scale-up recommendations;

(4) Government and stakeholder engagement;
(a) Facilitate alignment of project activities with national strategies, policy frameworks, and institutional processes;

(b) Support with engagement with ministries of health, government agencies, donors, academic institutions, and implementation partners as required by project;

(c) Support consensus building across stakeholders, support approvals and coordination mechanisms, and promote government ownership of activities;

(5) Implementation oversight and capacity strengthening;
(a) Support implementation planning, pilot design, phased rollout, and troubleshooting of technology-enabled interventions in collaboration with partners and government teams;

(b) Advise on training plans, change management, user adoption strategies, and institutional capacity-building for sustained use of systems and tools;

(c) Document implementation lessons, risks, and mitigation actions to inform adaptive management and future scale-up;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Applicants must have advanced degree in public health, and medicine;
(2) Minimum 12 years of demonstrated experience in health systems strengthening, digital health, public health technology, monitoring and evaluation, and government advisory or partnership roles;

(3) Proven experience in design, implementation, or scale-up of digital health and AI-enabled solutions in public health or health systems contexts;
(4) Strong expertise in monitoring and evaluating digital health interventions and translating evidence into programme and policy decisions;

(5) Demonstrated ability to manage complex, multi-stakeholder assignments and produce highquality technical deliverables;

Skills and Competencies:

(1) Strong understanding of health information systems, interoperability, data governance, privacy, and responsible technology adoption;

(2) Ability to bridge technical, programmatic, and policy audiences;

(3) Experience in donor-funded programmes, multilateral or bilateral engagements, and cross sector coordination;

(4) Familiarity with implementation research, scale-up planning, and institutionalization of innovations;
(5) Excellent written and verbal communication skills in English;

 

5. CONSULTANCY FEE: The consultancy fee for One month INR 350,000/- deliverables based+ 30,000 for Travel as per actual).

8. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of One month. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
