3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Jhpiego is hiring for the position of Senior Finance Manager/ Finance Manager, based in New Delhi. The position reports to the Associate Director - Finance.

 

The post-holder shall be responsible for financial management and planning, statutory compliance, payroll review, accounting controls, reporting, systems reconciliation, audit support, and strengthening financial operations across a complex, multi-donor and decentralized programme environment.

 

4. KEY ROLES AND RESPONSIBILITIES

 

(A) Financial Management & Planning

(1) Review and validate financial transactions in QuickBooks to ensure accuracy, completeness, allowability, and allocability in line with donor and regulatory requirements.

(2) Ensure timely compliance with statutory requirements, including TDS, GST, and Professional Tax filings and payments.

(3) Drive process improvements to enhance accounts payable efficiency, including tracking mechanisms to reduce turnaround time.

(4) Review monthly payroll processing and associated statutory compliances, ensuring accuracy and adherence to applicable laws.

(5) Provide guidance to staff on financial procedures, documentation standards, and compliance requirements; collaborate closely with State Finance teams, Program teams, and ICO colleagues to resolve queries and ensure seamless operations.

(6) Oversee accounting frameworks and cost allocation methodologies in a complex, multi-donor environment, ensuring transparency and compliance.

(7) Ensure timely and accurate reconciliations of bank, cash, and advances, along with proactive monitoring of organizational fund positions.

(8) Support periodic review of the vendor master database, ensuring completeness of KYC and supporting documentation.

(9) Undertake additional responsibilities, as assigned by the Supervisor, to support efficient functioning of country office financial operations.

 

(B) Reporting, Compliance and Audit Support

(1) Independently manage statutory audits, IFC audits, and internal/ external audits, including defining scope of work, coordinating with auditors, and ensuring timely closure.

(2) Oversee replication and reconciliation of financial data between QuickBooks and Tally, and support preparation of financial statements for statutory reporting.

(3) Prepare monthly financial reports and supporting schedules, ensuring accuracy, completeness, and timeliness.

(4) Strengthen and institutionalize internal control systems across Country and State Offices to ensure compliant, efficient, and risk-mitigated financial processes.

 

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

 

Qualifications

(1) Qualified Chartered Accountant

(2) MBA (Finance)/ M.Com. from a reputed university or institute with relevant experience shall also be considered.

 

Experience

(1) 12-15 years of relevant work experience, with at least 8-10 years in the development sector.

 

Skills and Competencies

(1) Strong understanding of financial operations, accounting processes, and donor compliance requirements.

(2) Working knowledge of Branch Office compliance requirements shall be preferred.

(3) Experience of working in a decentralized operations environment and in a supervisory role.

(4) Excellent written and verbal communication skills in English and Hindi.

(5) Advanced proficiency in Microsoft Excel and working knowledge of MS Word.

(6) Experience with QuickBooks and Tally shall be preferred.

(7) High level of attention to detail, accuracy, and documentation discipline.

(8) Ability to multitask, prioritize work, and meet deadlines under pressure.

(9) Ability to coach both finance and non-finance colleagues on financial topics including budgeting and internal controls.

(10) Proactive, dependable, and solution-oriented approach to work.
