PROJECT BACKGROUND:
India’s rapidly expanding electrical and electronic equipment (EEE) sector is a key driver of economic growth, digital transformation, and industrial development. However, the sector’s largely linear production and consumption model-characterized by high material intensity, s hortproduct lifecycles, and limited recovery of secondary resourceshas resulted in growing resource inefficiencies and a significant increase in electronic waste (e-waste). E-waste contains hazardous substances such as heavy metals, persistent organic pollutants (POPs), and other toxic chemicals, and in India a substantial share continues to be managed by the informal sector using unsafe and environmentally unsound practices, posing serious risks to human health, environmental quality, and long-term sustainability.
Transitioning the electronics sector towards a circular economy offers a strategic pathway to address these challenges holistically. Beyond improving environmentally sound management of e-waste, circularity enables more efficient use of materials, recovery of critical and precious resources, longer product lifetimes through repair, refurbishment and reuse, and reduced dependence on virgin raw materials. As such, addressing e-waste challenges is not only an environmental imperative but also an economic and industrial opportunity to strengthen domestic value chains, enhance resource security, promote innovation, and create safe, formal, and inclusive livelihoods across the electronics ecosystem.
UNDP in partnership with the Ministry of Electronics and Information Technology (MeitY) is implementing the project namely “Accelerating transition to a circular economy in India’s electrical and electronic sector through sustainable integrated approaches” with funding from the Global Environment Facility (GEF). The project is a five-year initiative and aims to integrate circular economy principles in the electrical and electronic sector by implementing measures throughout the entire value chain of products till their end-of-life (including recycling and
disposal) through the proposed interventions:
· Strengthen the institutional mechanisms and develop knowledge-based interventions including design of innovative economic models.
· Improve practices, systems and technologies for the EEE Manufacturing and its Supply
Chain through prevention methods and socio-technical ESM models/pilots aimed for future replication.
· Improve the e-waste management ecosystem by deploying investments, prevention measures, infrastructures and technologies for POPs and UPOPs and heavy metals
emissions/releases reduction in e-waste processing.
· Make information and knowledge accessible, raise awareness and build networks and
partnerships to facilitate knowledge sharing among the EEE sector stakeholders,
national and subnational Governments, and link national action to international/global
programmes on e-waste.
The Centre for Materials for Electronics Technology (CMET) in Hyderabad is the implementing partner of the Ministry of Electronics and Information Technology (MeitY) for the project. To support effective implementation, a Project Management Unit (PMU) will be established in CMET Hyderabad to provide overall coordination, implementation and resource management support for the project. UNDP seeks to engage a Technical Coordinator to provide technical support for the day-to-day implementation and monitoring of the project under the direct supervision of the Project Manager and overall guidance of the officer in charge of the project at CMET.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
The Technical Coordinator will be responsible to provide technical coordination and subject matter support for the effective implementation of the e-waste project, ensuring that project activities, outputs, and deliverables are technically sound, aligned with national priorities and international best practices, and completed in a timely manner.
Duties and Responsibilities:
Under the overall supervision of the Project Manager, the Technical Coordinator will undertake the following responsibilities:
1. Technical support
· Support the development, review, and quality assurance of technical studies, concept notes, policy briefs, guidelines, training materials, and knowledge products related to e-waste.
· Review technical deliverables submitted by consultants, vendors, and partners to ensure quality and compliance with project objectives.
· Provide technical inputs on e-waste management including collection, segregation, recycling, refurbishment, extended producer responsibility (EPR), informal sector integration, and environmentally sound disposal. Coordinate all project activities to ensure timely delivery of outputs and achievement of project objectives.
· Assist in integrating cross-cutting issues such as circular economy, climate mitigation, occupational health and safety, gender, and social inclusion into project activities.
2. Project Coordination and Implementation Support
· Support the Project Manager in planning, coordinating and monitoring day-to-day activities.
· Prepare draft Terms of Reference (TORs) for project staff, consultants, and specialized technical assignments in support of project implementation.
· Prepare technical inputs for annual work plans, budgets, progress reports, and presentations.
· Track implementation progress against approved work plans and flag technical or operational risks.
· Coordinate with implementing partners, government counterparts, technical institutions, and private sector stakeholders to support smooth execution of activities.
3. Stakeholder Engagement & Capacity Building
· Support the organization and technical design of workshops, consultations, training programmes, and knowledge-sharing events.
· Provide technical assistance during stakeholder meetings and act as a technical focal point for project-related queries.
· Contribute to documentation of lessons learned, best practices, and case studies emerging from project activities.
4. Monitoring, Reporting and Knowledge Management
· Support the Project Manager in tracking progress of the GEF Core indicators as well as Project Outcome and Output indicators
· Monitor the implementation of social and environmental safeguards including the Environmental and Social Management Framework (ESMF), Gender Action Plan, and the Stakeholder Engagement Plan
· Assist in compiling technical sections of progress reports, mid-term reviews, and terminal evaluations, as required
· Provide technical support in knowledge management activities, including maintaining technical documentation and contributing to communication materials.
5. Stakeholder Engagement and Communication
· Facilitate coordination and collaboration with government agencies, industry stakeholders, research institutions, civil society organizations, and other partners involved in the project.
· Support stakeholder consultations, workshops, and knowledge-sharing activities under the project.
· Provide technical support in knowledge management activities, including maintaining technical documentation and contributing to communication materials.
6. Other Responsibilities
· Perform any other tasks assigned by the Project Manager to support effective project delivery.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Advanced university degree (Master’s level or equivalent) in environmental engineering, environmental management, public policy, economics, management, sustainability, or a related field is required.
Experience:
· At least 7 to 10 years of relevant professional experience in e-waste management, solid waste management, circular economy, or related environmental projects.
· Demonstrated experience providing technical support to development projects, preferably with government programmes.
· Prior experience working with government agencies, international organizations, or large-scale development projects, preferably in chemicals and waste management or in the electrical and electronic sector.
Required Skills:
· Ability to interpret and translate technical and policy documents into practical recommendations.
· Strong coordination, organizational, and communication skills.
· Excellent drafting and technical writing skills for reports, terms of reference, concept notes, and presentations.
· Strong communication and presentation skills, with the ability to engage effectively with both technical experts and non-technical stakeholders.
· Proven ability to work independently and as part of a multidisciplinary team.

· E-waste and Waste Management Expertise: Sound technical knowledge of e-waste management systems, including collection, segregation, recycling, refurbishment, extended producer responsibility (EPR), and environmentally sound disposal practices.
· Policy and Regulatory Understanding: Understanding of national e-waste regulations, international conventions and frameworks, and emerging global best practices related to circular economy and resource efficiency.
· Technical Analysis and Advisory Skills: Ability to analyze technical studies, policies, and data, and translate them into actionable recommendations and inputs for project implementation.

5. LANGUAGES:
Excellent knowledge of written and spoken English is essential.
6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)
7. CONSULTANCY FEE:
The monthly consultancy fee for the position is budgeted at INR 111,753/-. The professional fee will be subject to withholding taxes, as applicable.
8. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
