1. POSITION VACANT: Technical Specialist (TB & Lung Diseases), The International Union Against Tuberculosis and Lung Disease, Telangana

2. ORGANISATIONAL BACKGROUND:

The International Union Against Tuberculosis and Lung Disease (The Union), established in 1920, is a global membership, technical and scientific organisation working to end suffering caused by tuberculosis (TB) and lung disease. Its worldwide membership brings together government and non-government agencies, professional bodies, donors and funders, patient and survivor groups, clinicians, researchers, policymakers, frontline workers, programme implementers, advocates and civil society organisations.

The Union generates, shares and applies knowledge to strengthen the prevention, diagnosis, treatment and care of TB and lung disease. Its work encompasses scientific and operational research, technical assistance, programme implementation, capacity strengthening and policy engagement, helping translate evidence into effective public-health policies and practices. The Union Office in India provides public-health expertise to governments, civil society, corporations and international agencies across South-East Asia, particularly in the areas of TB prevention and care and tobacco control. It also undertakes operational research, capacity-building programmes and grant-monitoring services, working closely with government health systems and other partners to strengthen programme implementation and improve public-health outcomes.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Head of Programmes (TB & Lung Diseases), The Union India Office, the Technical Specialist will provide technical and programmatic support for the implementation of tuberculosis-related projects under The Union India Office. The position will support project planning, technical implementation, monitoring and evaluation, stakeholder coordination, reporting, and documentation of programme outcomes.

The Technical Specialist will work closely with government counterparts, project teams, consultants, and technical partners to ensure high-quality implementation of project activities in accordance with national TB programme priorities, donor requirements, and The Union’s technical standards.

Key Job Responsibilities:

A. Technical Support and Programme Implementation

(1) Provide technical assistance for the implementation of TB-related projects and activities across project states and sites;

(2) Coordinate with State and District TB Cells, as relevant;

(3) Support the development and execution of annual workplans, implementation plans, activity schedules, and project monitoring frameworks;

(4) Ensure project activities are implemented in accordance with approved workplans, budgets, donor requirements, and national guidelines;

(5) Support the adaptation and dissemination of technical guidance, tools, standard operating procedures, and training materials;

(6) Assist in identifying implementation challenges and recommend practical solutions to improve programme performance;

(7) Lead the development of clinical trial and operational research study protocols, implementation of research activities, and adherence to research ethics requirements;

(8) Prepare project progress reports and other reports, as relevant.

B. Monitoring, Evaluation and Reporting

(1) Manage routine monitoring of project activities, outputs, and performance indicators;

(2) Support data collection and data analysis activities;

(3) Analyse programme data and contribute to evidence-based decision-making and programme improvements;

(4) Manage the preparation of monthly, quarterly, annual, and donor reports;

(5) Ensure documentation of best practices, lessons learned, success stories, and programme achievements;

(6) Lead data quality assessments, monitoring visits, and supportive supervision activities.

C. Capacity Building and Technical Assistance

(1) Support the planning and delivery of training programmes, workshops, and capacity-building initiatives for healthcare providers, programme staff, and stakeholders;

(2) Provide technical support to state and district-level implementation teams;

(3) Mentor project staff, consultants, volunteers, and implementing partners on technical and programmatic matters.

D. Stakeholder Coordination

(1) Maintain effective working relationships with national, state, and district TB programme stakeholders;

(2) Participate in technical meetings, consultations, workshops, and review meetings, representing The Union as assigned.

E. Other Responsibilities

(1) Support proposal development, technical concept notes, and programme design activities, as required;

(2) Undertake field visits to project locations for technical support, monitoring, and stakeholder engagement;

(3) Perform any other duties assigned by the Head of Programmes.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicants must possess a Medical Doctor (MBBS) qualification or a Master’s degree in Public Health, Epidemiology, Health Management, Community Medicine, Biostatistics, Clinical Research, or another relevant discipline.

Experience:

(1) Minimum seven years of professional experience in tuberculosis, public health programmes, clinical research, or related health-sector initiatives;

(2) Experience in clinical trials, implementation research, operational research, study coordination, research ethics, data management, and documentation is essential;

(3) Demonstrated experience supporting the implementation of public health or TB programmes at national or sub-national level;

(4) Strong understanding of India’s National TB Elimination Programme (NTEP), including TB prevention, diagnosis, treatment, and care;

(5) Good understanding of research methods, epidemiology, biostatistics, study design, sampling approaches, and statistical analysis;

(6) Experience in monitoring and evaluation, data analysis, programme reporting, and performance monitoring;

(7) Experience coordinating with government agencies, development partners, ethics committees, research institutions, and implementing organisations.

Skills and Competencies:

(1) Excellent analytical, communication, presentation, and report-writing skills;

(2) Ability to manage multiple priorities and work effectively in a multidisciplinary environment;

(3) Proficiency in Microsoft Office applications, data management tools, and statistical software will be an advantage;

(4) Excellent written and spoken English;

(5) Technical expertise in TB programming;

(6) Strong analytical and problem-solving skills;

(7) Effective stakeholder engagement and collaboration;

(8) Results-oriented approach with attention to quality;

(9) Ability to work independently and as part of a team;

(10) Commitment to The Union’s mission, vision, and values;

(11) Willingness and ability to travel extensively within India.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

6. DURATION OF CONTRACT: Until 31 December 2027, extendable based on funds availability and performance.
