(EOI) for Consultant – Road Safety Expert / Technical

1. About the Assignment

Bharatcares is a CSR implementation organisation based in Ahmedabad, working with corporate, government and community partners across road safety, women’s entrepreneurship, Health Care, Livelihoods, Environment and skill development. As its road safety portfolio grows, Bharatcares is seeking an experienced independent consultant (individual) to lead the engineering side of multi-location road safety projects.

The Consultant will provide end-to-end technical support across road safety audits, post-audit implementation, civil and engineering interventions, technical specifications, quality assurance, documentation and government coordination. The role is the technical link between the project team, engineering and civil vendors, other consultants and government stakeholders, ensuring that proposed and implemented interventions are technically appropriate, standards-compliant, feasible and properly documented.

2. Scope of Work

A. Road Safety Audit & Technical Assessment

• Conduct and/or lead Road Safety Audits (RSA) for road stretches, intersections, blackspots, school zones and other high-risk locations.
• Undertake site reconnaissance covering road geometry, traffic and pedestrian movement, signage, markings, visibility, road condition, drainage, conflict points and existing safety infrastructure.
• Review crash and blackspot data (police records, iRAD/eDAR where available) with field observations; support GIS-based mapping of risk locations.
• Prepare audit reports with risk observations, photographs, GPS/location references and prioritised countermeasures.
• Conduct pre- and post-implementation assessments, including before/after comparison of risk and, where data permits, crash outcomes.

B. Engineering & Infrastructure Interventions

• Translate audit findings into location-specific, executable engineering interventions.
• Develop/review technical specifications for: road signage, sign supports and retro-reflective systems; road markings and thermoplastic applications; rumble strips and speed-calming measures; pedestrian crossings and school-zone infrastructure; bollards, barricades, guardrails and road furniture; median/road-edge treatments and railings; reflective safety infrastructure and lighting; other civil/road safety interventions as required.
• Define material specifications, dimensions, grades, thickness, reflectivity, fixing methods and installation requirements.
• Prepare and/or review BoQs, cost estimates, technical drawings, layouts, material samples and vendor technical proposals.
• Ensure alignment with applicable IRC, MoRTH, BIS and state/local standards (for example IRC:SP:88 for RSA, and the relevant IRC codes for signs, markings, traffic calming and pedestrian facilities).

C. Post-Audit Implementation & Quality Control

• Convert approved audit recommendations into practical implementation packages and provide technical inputs during procurement and vendor finalisation.
• Inspect sites during implementation to verify materials, dimensions, placement, workmanship and technical compliance, including review of test certificates and retro-reflectivity/third-party test results where applicable.
• Check that traffic management and worker safety arrangements are in place during works.
• Identify deviations, recommend corrective actions and recommend rejection of non-conforming materials or work.
• Verify completed works against approved specifications and audit recommendations; support technical sign-off, completion, handover and defect-liability/warranty documentation.

D. Government Coordination & Permissions

• Coordinate with relevant stakeholders including the Transport Department, RTOs, Traffic Police, Municipal Corporations, PWD, NHAI and other authorities, identifying the road-owning agency for each location.
• Prepare/review technical documents for submissions and permissions: audit reports, drawings, BoQs, site photographs, technical notes and intervention proposals.
• Facilitate technical discussions and joint site visits, address queries, incorporate required modifications, and track approvals and follow-ups so that permissions are in place before implementation.

E. Technical Documentation & Reporting

• Prepare/review RSA and post-audit reports; technical assessment reports; specifications and BoQs; drawings and intervention plans; government submission documents; site inspection and quality reports; and completion, handover and post-implementation reports.
• Maintain traceability from audit findings → approved interventions → BoQ → actual implementation → post-implementation verification.
• Contribute technical inputs, photo-documented progress and outcome indicators to BHARATCARES’s funder and stakeholder reports.
• Develop standardised technical templates and checklists for multi-location projects.

3. Independence & Working Arrangements

• The Consultant works as an independent professional or firm and is not an employee of BHARATCARES. The Consultant plans site visits and work schedules in agreement with project timelines and coordinates with the BHARATCARES Project Manager on scope, access and reporting.
• The engagement is non-exclusive: the Consultant may take other assignments, provided there is no conflict of interest with BHARATCARES projects, clients or funders, and that agreed deadlines are met.
• Technical recommendations are made by the Consultant; final technical sign-off rests with Project Manager. Vendor selection and contracting decisions remain with BHARATCARES; the Consultant provides technical evaluation and may flag deviations and recommend rejection of non-conforming work.
• Where required by the client or road-owning agency, BHARATCARES will separate the audit, design and final verification roles for a location.

5. Qualifications & Experience

Essential

• B.E./B.Tech in Civil Engineering, Transportation Engineering, Highway Engineering or a related discipline.
• Minimum 7 years of relevant experience in road safety, highway/traffic engineering, civil infrastructure or related projects.
• Formal training or certification in Road Safety Audit, with demonstrated experience of leading or co-leading multiple RSAs and implementing road safety infrastructure interventions.
• Experience in technical documentation, BoQ/specification review and site supervision.
• Experience coordinating with government and public-sector stakeholders.
• Proficiency in English and Hindi.
• Willingness to travel extensively to project locations.
• Firms must nominate a lead expert who individually meets the essential criteria above.

Desirable

• Working knowledge of IRC, MoRTH and BIS standards; prior work with or empanelment by NHAI, state PWDs or similar agencies.
• Experience with blackspot/crash data analysis, iRAD, GIS mapping (QGIS/ArcGIS) and AutoCAD.
• Experience in multi-location CSR, public infrastructure or social impact projects, including funder reporting.
