About us
JEEVlKA is India’s largest state level women’s socio-economic empowerment program, working directly with 1.81 crore families in rural Bihar and is one of the flagship programs for poverty alleviation of the Govt. of Bihar. The program entails promotion of a three-tier community architecture with “Self-Help Group” as the primary, “Village Organisation” as secondary and “Cluster-Level Federations” at the tertiary level institutions. An autonomous body started in 2007, under the Department of Rural Development, Government of Bihar has been designated as the State Rural Livelihoods Mission under the Framework of National Rural Livelihoods Mission to scale up the poverty alleviation program in Bihar.
Bihar Rural Livelihoods Promotion Society (BRLPS), under Rural Development Department, Government of Bihar, is implementing Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY).
BRLPS invites proposals from eligible agencies under DDU-GKY 2.0 to allocate a total target of 32,511 candidates, including 6,502 candidates under captive projects, for FY 2026–28.
Agencies with a fresh Permanent Registration Number (PRN) from the Ministry of Rural Development (MoRD), Government of India, are encouraged to apply through the MoRD online portal at kaushal.rural.gov.in.
Prospective PIAs must thoroughly read and comply with the Deen Dayal Upadhyaya Grameen Kaushalya Yojana 2.0 (DDU-GKY 2.0) Guidelines, Standard Operating Procedures (SOP DDUGKY 2.0), and notifications/orders issued by the Ministry of Rural Development (MoRD), Government of India.
The agencies having expertise and willingness to impart high-quality training and provide placement opportunities in sectors such as:
- IT-ITeS
- BFSI
- Healthcare
- Automotive
- Aerospace and Aviation
- Green Jobs
- Hospitality
- Logistics and Supply Chain Management
- E-Mobility
- Retail
- Tourism
are encouraged to submit their proposals. This list is not exhaustive.

Appraisal Process
As per the DDU-GKY Guidelines 2.0, all project appraisal-related processes will be conducted through the integrated portal kaushal.rural.gov.in.
Applicants must ensure that all necessary documentation essential for both initial screening and qualitative appraisal is uploaded and submitted during the application submission stage.
Once submitted, alterations or modifications to the documents are not permissible.
If the PIA fails to submit the documents required as per SOP on the portal, the marks for that particular section will be deducted during the appraisal.
Eligibility Criteria & Categories of PIAs
Applicants must fulfil the eligibility criteria as outlined in Chapter 7: Skilling Agencies – Categories & Criteria of the DDU-GKY Guidelines 2.0.
Those applying as captive employers must meet the eligibility criteria specified by the Ministry of Rural Development.
Appraisal of Proposals
The appraisal of the proposals shall be carried out with the following conditions:
- The target will be allocated to the agencies that score the desired marks in the appraisal.
- In case the application is for more than the available target, the agencies best suited to the needs of the state may be given priority.
- The Project Approval Committee (PAC) of Bihar will decide the actual target to be given to the agencies.
- All proposed training should be completed before 31 December 2027.
- Placement initiation of all candidates should be completed before 31 March 2028.
- Late submissions will not be considered.
- Proposals deemed incomplete in any respect will be rejected outright.
- Submission of an application does not guarantee allocation of targets to the PIA.
- The Competent Authority reserves the right to accept or reject any or all applications without providing any justification based on budget availability, sector preferences, district coverage and available target.

1. Initial Screening Fee
A non-refundable fee of Rs. 25,000/- plus applicable GST is required to be paid by the PIA for the initial screening process.
Quality Appraisal Fee
The agency that passes the initial screening will be required to pay a non-refundable Project Appraisal Fee of Rs. 1,25,000/- plus applicable GST.
