• Accept or reject any proposal, in whole or in part, without assigning any reason.
• Cancel or modify this TOR at any stage without obligation or liability to any bidder.
• Disqualify any bidder that provides misleading, false, or incomplete information.
• Negotiate separately with one or more bidders, or issue a revised TOR.
• Request additional information, clarifications, or presentations from shortlisted bidders.
• Award the contract to the bidder offering the best overall value, not necessarily the lowest cost.
