1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, Remote.

2. ORGANISATIONAL BACKGROUND:

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant will be responsible is to develop the web portal and backend services of the application. The consultant will build the web portal for the State, National, institute principals and administrator, develop the backend services and the APIs to be used by the mobile app. The consultant will work closely with the Client program and mobile app teams. S/he will be responsible for the following work;

Key Job Responsibilities: 

(1) Web Portal Development - Design, develop, and deploy a comprehensive web portal for State, National, and Institute Principals and Administrators, incorporating institute registration and pairing, user enrolment, visit planning, work plan management, messaging, notifications, meeting and training management, and role based access control to ensure secure and efficient use of the platform;

(2) Backend Services and API Development - Design, develop, and implement a microservices-based backend architecture with secure REST APIs to support the web portal and mobile application. The backend shall cover user authentication and access management, assessment tools and scoring mechanisms, visit management, work plans, notifications, and file management. Ensure seamless integration with the mobile application, troubleshoot technical issues, and resolve identified defects to maintain reliable system performance;

(3) Dashboards and Reporting- Design, develop, and implement interactive dashboards and reporting modules covering visits, project progress, meetings, training activities, and feedback. Incorporate appropriate filters and data visualization features, with options to export and download reports in PDF and Excel formats;

(4) Changes, Enhancements, and Refinements- Incorporate the changes, enhancements, and refinements communicated by Client throughout the consultancy engagement across the web portal, backend services, dashboards, reporting modules, and associated functionalities, including modifications and updates to the assessment tool, as required and mutually agreed upon;

(5) Server Hosting and Maintenance- Provide, configure, host, and maintain the server infrastructure required to operate the web portal and backend services for a period of 12 months from the date of go-live. Ensure appropriate data setup, regular backups, system monitoring, and operational maintenance to support the availability, security, and performance of the platform. All data, user accounts, and associated information shall remain the exclusive property of Client;

(6) Technical Documentation and Handover- Prepare and submit comprehensive technical documentation, including API specifications, system architecture details, deployment procedures, and relevant configuration and maintenance guidelines. Hand over the complet source code and technical assets to Client;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) Applicants must have Bachelor / master’s degree with relevant experience;
(2) Minimum 5 years of experience in web application development, of which at least 3 years in backend development with Java and Spring Boot;
(3) Must have developed and deployed at least two web portals with backend services, including APIs used by mobile applications;

(4) Experience in hosting and maintaining applications on cloud servers;

(5) Experience in health information technology projects for national, state or district government programs;

Skills and Competencies:

(1) Java, Spring Boot and Spring Cloud (API gateway, service registry) for microservices;

(2) REST API design and documentation;

(3) Security: JWT sign-in, role-based access control and secure handling of data;
(4) PostgreSQL/SQL database design and optimization;

(6) React with TypeScript for responsive web portals; Angular is an advantage;

(7) Dashboards and reports with PDF and Excel export;

(8) Cloud deployment (AWS, Azure or similar), Docker, backups and monitoring;

(9) Proficient in Git and code versioning;

(10) Excellent written and verbal communication skills;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. NATURE OF CONTRACT:

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Three months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
