Job Description

1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization (INPO), Karnataka & Gujarat.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant will play a key role in coordinating with state and district health authorities, supporting implementation and monitoring activities, documenting learnings and best practices, and contributing to advocacy efforts that position Gujarat as leaders in advancing maternal health innovations and reducing preventable maternal mortality. The consultant will report to the State Head Jhpiego of the respective states. S/he shall be responsible for the following:

Key Job Responsibilities: 

 

(1) Provide strategic and technical assistance to State NHM and District Health Societies in Postpartum Hemorrhage prevention, detection, and management, ensuring alignment with national RMNCH+A priorities and state-specific MMR reduction roadmaps;

(2) Collaborate closely with national, state, and district stakeholders to drive implementation of maternal health interventions as per agreed workplans, with a strong focus on high-burden districts and aspirational geographies;

(3) Lead planning and execution of capacity-building initiatives (training, mentoring, on-site coaching) for facility staff (FRUs, DHs, CHCs) and frontline workers, strengthening clinical competencies in PPH bundle approach, AMTSL, and emergency obstetric care;

(4) Coordinate end-to-end program implementation with District and facility teams, ensuring operationalization of key interventions such as calibrated drapes, uterotonics (including heat stable carbetocin), and referral linkages across the continuum of care;

(5) Support microplanning and last-mile implementation, including logistics forecasting, supply chain tracking, and ensuring availability of critical commodities at delivery points and sub centres;

(6) Strengthen monitoring and supportive supervision systems, including development and operationalization of dashboards, M&E frameworks, and routine review mechanisms at district and state levels;

(7) Lead program documentation and knowledge management, capturing best practices, implementation learnings, and case studies from Gujarat to inform scale-up and policy advocacy;

(8) Develop high-quality technical reports, donor updates, and policy briefs, ensuring alignment with the requirements of government, development partners, and regulatory stakeholders;

(9) Support design and execution of implementation research and evaluations, including development of tools, protocols, and field-level data collection mechanisms in collaboration with external evaluators and academic partners;

(10) Drive data use for decision-making, including analysis of HMIS and program data, data validation, and preparation for periodic audits and review meetings at district and state levels;

(11) Facilitate convergence across programs and stakeholders, including maternal health, community processes, and quality of care initiatives, ensuring continuum from community to facility (HBNC/HBYC linkage where relevant);

(12) Engage regularly with state leadership and district administrators to troubleshoot implementation bottlenecks, provide evidence-based recommendations, and accelerate progress toward MMR reduction targets;

(13) Undertake frequent field visits across Gujarat, providing hands-on implementation support, mentoring, and real-time problem solving in high-priority districts;

(14) Perform additional strategic and operational tasks as required to advance organizational and programmatic goals in maternal health and health systems strengthening;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Applicant must have MBBS/ BDS/ BAMS/ BHMS/Nursing/Public Health or any allied health sciences degree required;
(2) Master’s degree in Public Health (MPH), Hospital Administration, Health Management, Community Medicine, Epidemiology, Social Sciences, or related discipline preferred;

(3) Candidates with additional certifications/training in RMNCH+A, Maternal Health, Quality of Care, Emergency Obstetric Care, or Health Systems Strengthening will be preferred;

(4) Previous experience of working in a similar area will be preferred;

Skills and Competencies:
(1) Strong technical understanding of maternal health, with specific expertise in postpartum hemorrhage (PPH) prevention, detection, and management, including AMTSL, PPH bundle approach, and emergency obstetric care;

(2) Demonstrated ability to provide strategic and technical support to government health systems at state, district, and facility levels;

(3) Strong program management and coordination skills, with the ability to manage multiple stakeholders, timelines, and implementation priorities simultaneously;

(4) Excellent facilitation, training, mentoring, and supportive supervision skills for capacity building of healthcare providers and frontline workers;

(5) Strong analytical skills with the ability to interpret HMIS/program data, identify implementation gaps, and support data-driven decision-making;

(6) Experience in development of technical documents, policy briefs, donor reports, presentations, case studies, and knowledge products;

(7) Effective communication and advocacy skills, with the ability to engage confidently with government officials, development partners, professional bodies, and facility teams;

(8) Strong problem-solving and adaptive management skills, particularly in challenging implementation environments and high-priority districts;

(9) Ability to work independently as well as collaboratively within multidisciplinary and geographically dispersed teams;

(10) Good understanding of public health systems, NHM structures, quality of care initiatives, and RMNCH+A priorities in India;

(11) Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with digital reporting, monitoring dashboards, and virtual collaboration platforms;

(12) Excellent written and verbal communication skills in English; proficiency in Gujarati will be an added advantage based on the state of deployment;

(13) Strong interpersonal skills with cultural sensitivity, professional integrity, and ability to build and maintain effective working relationships;

(14) Willingness to undertake extensive field travel and provide hands-on implementation support across districts and health facilities;

5. CONSULTANCY FEE: The monthly consultancy per consultant INR 40,000 per month (Total 80,000 for two months) Travel – 20,000 per month (Total 40,000 for travel for two months) (Consultancy + travel 1,20,000).

9. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of two months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
