Job Description

1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization, Remote.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant will undertake a strategic assessment of the infectious disease EWS ecosystem in India. The assignment will focus on identifying and evaluating existing and emerging innovations, understanding the maturity and readiness of available solutions, assessing ecosystem strengths and gaps, and mapping key stakeholders across government, academia, startups, technology providers, development partners, and implementing agencies.

The Consultant will also assess both demand-side and supply-side opportunities to better understand the needs of potential users, barriers to adoption, and opportunities for piloting and scale-up. Through stakeholder consultations and ecosystem analysis, the consultant will provide recommendations on how an Innovation Challenge can catalyze development, validation, adoption, and scale-up of high-potential innovations for infectious disease early warning and outbreak prediction in India. She/he will be responsible for the following tasks:

Key Job Responsibilities: 

 

(1) Innovation Landscape Assessment;
(a) The consultant will conduct a comprehensive assessment of innovations relevant to infectious disease Early Warning Systems (EWS) in India. The review should encompass technologies and approaches related to outbreak prediction and forecasting, AI enabled surveillance, event-based surveillance, digital epidemiology, geospatial and climate-informed disease intelligence, pathogen and genomic surveillance, wastewater surveillance, One Health approaches, and decision-support tools. The assessment should evaluate the maturity, evidence base, strengths, limitations, scalability, and implementation readiness of identified innovations;


(2) Ecosystem Mapping;

(a) The consultant will map the ecosystem supporting infectious disease EWS in India, including government agencies, public health institutions, research organizations, academia, startups, technology providers, incubators, accelerators, investors, philanthropic organizations, and development partners. The analysis should identify key actors, ongoing initiatives, collaboration opportunities, ecosystem strengths, and critical gaps that may affect innovation development, adoption, and scale-up;


(3) Demand and Supply Assessment;
(a) The consultant will assess both demand-side and supply-side dynamics relevant to infectious disease EWS. The demand-side assessment should identify priority use cases, unmet needs, decision-making challenges, adoption barriers, and opportunities within public health programs and implementing agencies. The supply-side assessment should identify innovators and solution providers and evaluate their readiness for validation, piloting, deployment, partnership, and scale. The analysis should highlight areas where innovation supply aligns with priority public health needs and where significant gaps remain;

(4) Stakeholder Engagement;

(a) The consultant will engage relevant stakeholders through interviews, consultations, and workshops to gather perspectives on challenges, priorities, implementation considerations, funding opportunities, and partnership models. Stakeholders may include representatives from government, public health agencies, research institutions, startups, technology companies, funders, and development partners. Insights from these engagements should inform both the ecosystem assessment and challenge design recommendations;

 

(5) Innovation Challenge Design Recommendations;

(a) Drawing on the findings from the landscape assessment, ecosystem mapping, stakeholder consultations, and demand-supply analysis, the consultant will develop recommendations for the design of an Infectious Disease EWS Innovation Challenge. Recommendations should include priority thematic areas, target participant profiles, selection criteria, partnership and implementation models, mechanisms for piloting and validation, and approaches to maximize high-quality participation, adoption, scalability, and public health impact;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience
(1) Applicant must have Advanced degree in Public Health, Epidemiology, Global Health, Health Policy, Innovation Management, Data Science, or a related field;

(2) Minimum 8–10 years of relevant professional experience;
(3) Demonstrated experience in infectious disease surveillance, outbreak preparedness, public health intelligence, digital health, health innovation, or related fields;

(4) Experience conducting landscape assessments, ecosystem analyses, market assessments, or strategic reviews;

(5) Strong understanding of India's public health, innovation, and health technology Landscape;

(6) Proven experience engaging diverse stakeholders, including government agencies, research institutions, private sector organizations, startups, and development partners;

 

Skills and Competencies:


(1) Strong analytical and strategic thinking abilities;
(2) Excellent stakeholder engagement, relationship management, and facilitation skills;
(3) In-depth understanding of public health systems and innovation ecosystems;
(4) Ability to synthesize complex technical information into clear, actionable recommendations;

(5) Excellent written, verbal, and presentation communication skills;

(6) Strong policy analysis and evidence-based decision-making capabilities;

(7) Proficiency in preparing high-quality reports, policy briefs, and strategic documents;

(8) High level of professionalism, adaptability, and attention to detail;

(9) Ability to work independently and collaboratively in multidisciplinary teams;


5. CONSULTANCY FEE: The consultancy fee INR 250,000/- deliverables based) INR 97,500 for travel as per actual.

8. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of two months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
